CHICKASAW COUNTY PLANNING COMMISSION

The Chickasaw County Planning Commission met in regular session on Wednesday, April 25, 2007 at 7:00 PM with all members present: Chairman Mike Booth, Vice-Chairman Fred Hall; Marla Busta; Mark Moine; Nancy Poppe; Kathy Smith and Tom Soenen.  Also present were Brian Schoon from INRCOG; Judy Babcock, Secretary; Arnie Boge, representing Chickasaw County Board of Supervisors; and Paul Herold from HRS Surveying. 

 

The meeting was called to order by Planning Commission Chairman Mike Booth. 

 

Motion by Fred Hall, Seconded by Marla Busta, to approve Commission Minutes of January 3, 2007.  All Ayes, with Motion Carried.

 

Motion by Fred Hall, Seconded by Mark Moine, to approve Commission Minutes of January 23, 2007, with a date correction. All Ayes, with Motion Carried.

 

Motion by Mark Moine, Seconded by Marla Busta, to open the public hearing for at 7:05 AM for the proposed Chickasaw County Comprehensive Land Use Plan.  Roll Call: All Ayes, with Motion Carried.

 

Paul Herold suggested the County place new information under the GIS information on the county website, which was thought to be a good idea and will be followed up.

 

Supervisor Arnie Boge thanked Planning Commission members for volunteering time to their appointed positions and continued by recognizing the diverse makeup up of the group both in their individual professional careers and gender make-up.  

 

Brian Schoon stated the group under the initial Task Force for development of the Comprehensive Land Plan and their subsequent appointment to the Planning Commission had met for a total of eleven meetings.

 

Motion by Nancy Poppe, Seconded by Fred Hall, to close the public hearing at 7:17 PM.  All Ayes, with Motion Carried.

 

Motion by Fred Hall, Seconded by Mark Moine, to formally recommend adoption of the proposed Chickasaw County Comprehensive Land Use Plan to the Board of Supervisors. All Ayes, with Motion Carried.

 

Motion by Mark Moine, Seconded by Kathy Smith, to open the public hearing at 7:18 PM for the proposed Chickasaw County Subdivision Ordinance.   All Ayes, with Motion Carried.

 

Fred Hall requested review of the fees resolution which is a part of the proposed subdivision ordinance.  Brian Schoon explained the proposed flat fees were research-based on other cities and counties fees being charged at present.  It is planned that County personnel will monitor staff time to determine if present fees are equitable.  Boge stated county would strive to achieve a self-sustaining fee structure.

 

Brian Schoon noted that Engineer Dusten Rolando had input to the proposed subdivision ordinance and that Attorneys Pat Wegman and Mark Huegel had physical documents in their custody and had not found objection with subdivision ordinance and attached fees resolution and the certificate of occupancy. 

 

Auditor and Secretary Judy Babcock stated there had been not been oral or written comments to the proposed subdivision ordinance.

 

Paul Herold of Herold Reicks Surveying, had several concerns regarding involving limited land sale and allowing for up to three parcel division with having the subdivision ordinance apply. It was stated that county ordinance may be more restrictive than the Iowa Code, but not less restrictive than the Iowa Code, which currently allows for not more  than three parcels to be divided, without creating a subdivision.  Brian Schoon stated the language was stated within the proposed ordinance and could be amended later to more restrictive if the Planning Commission desired to do so.

 

Motion by Fred Hall, Seconded by Marla Busta, to close the public hearing at 7:42 PM.  All Ayes, with Motion Carried.

 

Motion by Mark Moine, Seconded by Fred Hall, to formally recommend adoption of the proposed Chickasaw County Subdivision Ordinance to the Board of Supervisors.  All Ayes, with Motion Carried.

 

In other business, Brian Schoon recommended the Planning Commission join the CoZo. County Zoning Officials, which is an affiliate member of ISAC for membership for $50 annually, reviewing their mission of news for and about Iowa County Zoning.  An upcoming statewide meeting of CoZo membership will be hold June 13-15, 2007 at the Holiday Inn on University Ave., in Cedar Falls.  After reviewing the agenda, it is expected that some of the Planning Commission member will have partial attendance on some of the agenda topics. 

 

Motion by Fred Hall, Seconded by Mark Moine, to approve Chickasaw County Planning Commission membership to CoZo for $50 annually. All Ayes, with Motion Carried.

 

Attendance to an upcoming seminar presented by ISU was reviewed. After discussion, it was decided not to participate at the event for this year to be held in Cedar Rapids on May 11 & 12, 2007. It was thought that attending may be better served to wait until the 2008 event when terminology, policies and practices would be more familiar to members.   Brian Schoon stated that  he may be able to bring Gary Taylor from Iowa State University to an upcoming Planning Commission meeting for a basic informational learning session.

 

Motion by Fred Hall, Seconded by Mark Moine to adjourn at 8:15 PM.   All Ayes, with Motion Carried.
