COUNTY BOARD MINUTES

JULY 11 & 12, 2005

 

The Board convened on Monday, July 11, 2005 with all members present: Schueth, Huegel, Boge, Pickar, Mattke. The meeting was called to order by Chairman Schueth. Mail was opened and distributed.

 

Dale Stringer, representing Quality Roofing, met with the Board to present a proposal for roof repair at the Jail Building for $870.00 cap repair and drain installation, with an optional addition of new product at $1500.00, which would extend warranty to 10 years.  Discussion followed.

 

Motion by Mattke, Seconded by Pickar, to accept proposal by Dale Stringer for Quality Roofing, for repair of lower flat roof at Jail Building for $870.00. Roll Call: All Ayes. Motion Carried.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.

 

Motion by Huegel, Seconded by Boge, to adopt resolution for low water crossing on 110th Street between Stanley Avenue and Stevens Avenue. Roll Call: All Ayes. Motion Carried. Resolution for Low-Water Stream Crossing. 07-11-05-15. WHEREAS: The Board of Supervisors is empowered under the authority of Sections 321.236 and 321.255 of the Code of Iowa to regulate, warn or guide traffic on highways under their jurisdiction and to place and maintain traffic control devices, and  WHEREAS: The County Engineer has evaluated and determined there is a need for regulating traffic at the ford type low-water stream crossing, NOW, THEREFORE, BE IT RESOLVED by the Chickasaw County Board of Supervisors that warning signs with the message, “Flood Area Ahead” and “Impassable During High Water,” and a regulatory sign with the message “Do Not Enter When Flooded” be erected for the safety and welfare of the traveling public at the approaches to the ford type low-water crossings at the following location: On 110th Street between Stanley Avenue and Stevens Avenue on the Little Turkey River located near the South ¼ corner of Section 20, Township 20, Township 97 North, Range 11 West of the 5th P.M., Chickasaw County. Passed this 11th day of July 2005.  Ayes: /ss/ James J. Schueth; John L. Huegel; Arnie J. Boge; Virgil Pickar, Jr.; Sherry Mattke.  Nays: None. Attest: /ss/ Judy A. Babcock, Chickasaw County Auditor.

 

Motion by Pickar, Seconded by Boge, to approve and authorize Chairman to sign permit for Iowa Telecom to place buried cable in county right of way from intersection  of 220th Street and Jasper Avenue south along Jasper Avenue to 230th street and west on 230th Street. Roll Call: All Ayes. Motion Carried.

 

Other topics of discussion included program rock specifications, current dust control policy; possible county signing for stop signs and warning approaches at rail road crossings and a review of foreman meeting minutes.     

 

The Board received and filed IDNR notices as follows:  Failure to submit Manure Management Plan by 7/1/2005: Schulz Farms Partnership (ID#58254) Section 15, New Hampton Township &

(ID#62397) Section 22, New Hampton Township; Bruce Buchheit (ID#57704) Section 21, Utica Township.  Annual submittal date for Manure Management Plan by 9/1/2005: Chickasaw Farms LLC (ID#62444) Section 22, Dayton Township; Dale Reicks-Home Site (ID#60643) Section 23, Jacksonville Township; Burns Farrowing Site (ID#57714) Section 5, Stapleton Township; Larry Bruening (ID#57703) Section 28, Jacksonville Township; Mike Klassen (ID#59679) Section 13, Chickasaw Township. 

 

The Board received and filed Dresden Township Report of Receipts & Disbursements for FY 2004-05.

 

The Board received and filed Emergency Management Reports for June 2005; 4th Quarter FY 2004-05; Year to Date Revenue FY 2004-05; 911 Reports for May 2005; 4th Quarter FY 2004-05; Year to Date Revenue FY 2004-05; and Sanitarian Reports for June 2005; 4th Quarter FY 2004-05; Year to Date Revenue FY 2004-05; Veterans Affairs Report of June 2005..

 

Renae McIntosh, Child Support Recovery Unit met with the Board to present the CSRU annual update, consisting of client case load and services information.

 

Motion by Huegel, Seconded by Boge, to approve Board Minutes of July 5, 2005. Roll Call: All Ayes. Motion Carried.

 

Motion by Pickar, Seconded by Mattke, to approve fireworks permit applications for Jeremy McGrath and Tom Pritts. Roll Call: All Ayes. Motion Carried.

 

The Board allowed claims.

 

Motion by Huegel, Seconded by Boge, to approve and authorize Chairman Signature on Agreement to provide Public Health and Homecare Aide Services FY 2005-06. Roll Call: All Ayes. Motion Carried.  

 

Chairman Schueth declared adjournment at 12:17 PM.

 

The Board convened on Tuesday, July 12, 2005 at 9:30 AM with all members present: Schueth, Huegel, Boge, Pickar, Mattke. The meeting was called to order by Chairman Schueth. Mail was opened and distributed.

 

Jim Willis and Amy Wilson, representing First Insurance Services, met with the Board for an employee benefit services presentation and discussion.

 

Jennifer Bouillon, Public Health Nursing Co-Administrator, met with the Board for several items of business, as follows, with prior Board of Health approval on June 20, 2005:

 

Motion by Mattke, Seconded by Huegel, to approve and authorize Chairman Signature on Bio Emergency Response Plan. Roll Call: All Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Pickar, to approve and authorize Chairman Signature on Mass-Vaccination Plan. Roll Call: All Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Boge, to approve and authorize Chairman Signature for Board of Supervisors as contractor for Homecare Services Contract for FY 2005-06. Roll Call: All Ayes. Motion Carried.

 

The Board allowed claims.

 

The Board received and filed IDNR Manure Management Plan for Fuss Site (ID#57719) owned by Dale Reicks, located in Howard County with application sites in Chickasaw County; Bruce Buchheit, located at 1090 Stevens Ave., Lawler (ID#59630, #57704) located in Section 21 of Utica Township and Schulz Farms Partnership (ID#58254, #62397) located in Section 15 and 22 of New Hampton Township, respectively.

 

Motion by Mattke, Seconded by Pickar, to approve quarterly reports of Auditor, Recorder, and Sheriff, subject to audit. Roll Call: All Ayes. Motion Carried.

 

Handicapped Accessibility Grants were reviewed as approved by the Iowa Secretary of State for polling sites owned by Chickasaw County and other agencies. Chickasaw County is fiscal agency for the grant reimbursements.

 

Motion by Huegel, Seconded by Boge, to approve and authorize Chairman Signature on Iowa Secretary of State Approved Handicapped Accessibility Grants for the Courthouse, Community Services Building, Twin Ponds Nature Center, Ionia Community Library, New Hampton Council Chambers and Alta Vista Community Hall. Roll Call: All Ayes. Motion Carried.

 

Motion by Boge, Seconded by Pickar, to adjourn at 12:02 PM. Roll Call: All Ayes. Motion Carried.
