COUNTY BOARD MINUTES
AUGUST 29 & 30, 2005
The Board convened on Monday, August 30, 2005 at with a quorum present: Huegel, Boge, Pickar, Mattke. Schueth was absent. Vice-Chairman Huegel called the meeting to order. Mail was opened and distributed.
Ken Rasing met with the Board to discuss plans for an upcoming grant funded Tire Amnesty Day. The number of free passenger vehicle tires is under consideration with commercial and tractor tires are expected to have a disposal fee.
CountyEngineer Dusten Rolando met with the Board to discuss road departmental activities.
Bridge crew is working on box culvert bridge replacement on LaSalle Avenue with road is expected to reopen on September 9, 2005.Highway maintenance in and around Alta Vista is scheduled for Spring of 2006 with the County bidding the project and seeking city reimbursement for the portion beyond the 22 feet maintained by the County. Necessary interim patching is anticipated at the intersection 4-way stop in Alta Vista. Engineer Rolando reviewed a process by which asphalt cracking could be repaired under consideration for T76, B75, Hwys. 18, 24, and 346.
Motion by Mattke, Seconded by Pickar, to approve fireworks permit for Brett Ohm. Roll Call: Four Ayes. Motion Carried.
Motion by Pickar, Seconded by Mattke, to approve Hospice Tree of Life Program in the Courthouse for December 1, 2005. Roll Call: Four Ayes. Motion Carried.
Motion by Boge, Seconded by Pickar, to approve Board Minutes of August 22 & 23, 2005. Roll Call: Four Ayes. Motion Carried.
Board members and Auditor discussed the Progress Casing LTD funding timeline and county budget amendment.As Economic Development Projects are rarely defined 18 months prior to a budget year, budget amendments are anticipated as budget requests are received and a project is approved for funding.
Motion by Pickar, Seconded by Mattke to set public hearing for FY 2005-06 budget amendment for September 12, 2005 at 11:00 AM. Roll Call: Four Ayes. Motion Carried.

Mark Huegel, Assistant County Attorney met with the Board to update them of court appointed attorney for an upcoming county resident.
The Board received and filed Administrative Approval of Manure Management Plans for Mike Klassen (ID#59679) located in Section 13 of Chickasaw Township and Zwanziger LLC (ID#59516) located in Section 3 of Bradford Township. Also received and filed was an annual update for Eickhoff Site (ID#58112) located in FayetteCounty with site applications in ChickasawCounty.
Supervisor Boge spoke with the Board via phone at for an update. Motion by Boge, Seconded by Pickar, to approve recommendation by Assistant County Attorney Huegel for court appointed attorney services. Roll Call: Four Ayes. Motion Carried.
Board members spoke with Mitchell County Board of Supervisors via phone conference for a Chickasaw-Mitchell Case Management Agency 28-E Board Meeting. Cheryl Jahnel Chairperson opened the meeting with agenda review and a statement of consensus by Boards for Chickasaw –Mitchell Case Management Agency to provide children’s mental health waiver services as required by each county.MitchellCounty had three board members present: Cheryl Jahnel; Verne Tanner, Stan Walk and CPC Sheila Kobliska.
Motion by Mattke, Seconded by Pickar, to authorize Vice-Chairman Signature and adopt Resolution defining Chickasaw-Mitchell Case Management Agency as targeted case management provider for Chickasaw County residents eligible for Children’s Mental Health Waiver. Roll Call: Three Ayes. Motion Carried.Mitchell County Board of Supervisors unanimously passed a like resolution at the same time.RESOLUTION 08-30-05-16. Designation Regarding Targeted Case Management. WHEREAS, Chickasaw County currently providers directly or contracts for the provision of Targeted Case Management (TCM) services for certain populations of county residents; and WHEREAS, the State Medicaid Plan requires that every county adopt a resolution designating the TCM provider for county residents who are on the Children’s Mental Health Waiver; and WHEREAS, in order to have TCM services provided to county residents in a timely fashion, it is crucial that each county make this designation as soon as possible; and WHEREAS, the Board of Supervisors has fully considered all of the options available, including designating the county’s existing TCM provider, designating another county and designating the Iowa Department of Human Services; NOW THEREFORE BE IT RESOLVED that the Chickasaw County Board of Supervisors hereby designates Chickasaw-Mitchell Case Management Agency as its TCM provider for county residents who are on the Children’s Mental Health Waiver. The Actual Cost Report for fiscal year ending June 30, 2005 was reviewed by the CPC with actual cost being $211.42 per unit of service, with prior fiscal year at approximately $201.00. It was noted that ChickasawCounty was below average compared to surrounding counties.
Motion by Pickar, Seconded by Tanner, to approve the Actual Cost Report for FY 2005-06 at $211.42 per unit of service. Roll Call: ChickasawCounty: Three Ayes. MitchellCounty: All Ayes. Motion Carried.
The Annual Report for fiscal year ending June 30, 2005 which is a DHS requirement, written in narrative summary form, consisting of an agency overview, including staff education, results of satisfaction surveys and goals of the past year, was reviewed by the CPC.
Motion by Tanner, Seconded by Mattke, to approve Annual Report for FY 2005-06. Roll Call: MitchellCounty: Three Ayes. ChickasawCounty: Three Ayes. Motion Carried.
In a departmental update, CPC Sheila Kobliska, reviewed case management caseload and present staffing citing a necessity for written policies regarding potential staff cutbacks should case management clientele decrease substantially.
Motion by Tanner, Seconded by Walk, to approve possible policies be reviewed for consideration and finalization at a later date. Roll Call: MitchellCounty: Three Ayes. ChickasawCounty: Three Ayes.
