SEPTEMBER 26 & 27, 2005


The Board met on Monday, September 26, 2005 at 8:00 AM with all members present at the Community Services Building meeting room to attend Basic Incident Command Training in the forenoon and National Incident Management System Training in the afternoon with the FEMA presented training ending at 4:00 PM.  Also present for the training were Auditor Judy Babcock; Assessor Doug Welton; Emergency Management Director Ken Rasing and Engineer Dusten Rolando and County Road Foreman, Randy Anderson, Steve Kuennen, Ovey Johnson and Dave Bonfig. The training is required for individuals who have a direct role or may become involved in the response or to the recovery for an incident or disaster.


The Board convened on Tuesday, September 27, 2005 at 9:30 AM with all members present: Schueth, Huegel, Boge, Pickar, Mattke. The meeting was called to order by Chairman Schueth. Mail was opened and distributed.


Denise Ballard and Kerry Erts, representing Cady Insurance met with the Board to discuss health insurance options and possible plan and premium structures in preparation for the 2006 renewal.


Motion by Boge, Seconded by Mattke, to approve Board Minutes of September 19 & 20, 2005. Roll Call: All Ayes. Motion Carried.


Juanita Andersen, Lola Krumm and Wally Murphy, Carnegie Cultural Board Members, met with the Board to discuss and seek approval for Gerber Family donation of an marble fireplace placement within the Courthouse. Discussion followed, with the Board agreeing to the cultural artifact to be displayed within the Courthouse, until such time that Carnegie would have the space to accommodate the display.


Supervisor John Huegel was absent from 10:28 AM until 12:08 PM to attend a mental health advisory board meeting. Supervisor Pickar was absent at 11:05 AM.


Motion by Boge, Seconded by Schueth, to approve the marble fireplace as an educational and cultural display with interpretive literature for the second floor lobby of the Courthouse. Roll Call: Three Ayes. Motion Carried.


Rachel Narrum and Karla Baumler, representing Midwest Group Benefits, Inc. met with the Board to present health insurance options relating to individual health savings accounts.


The Board received and filed Annual Update Manure Management Plan for Harold Lantow (ID#59760) located at 2796 260th Street, Fredericksburg.


The Board recessed for lunch at 12:30 PM and reconvened in the Board room at 1:15 PM.


Doug Daniels publisher of the Fredericksburg Review met with the Board to discuss cost of legal publications.  The Board is in the process of reviewing newspaper costs with each newspaper publication to determine if there will be any changes from the current policy and practice of publishing county legal notices in each of the three county newspapers. 


Supervisor Schueth left the meeting at 1:40 PM.


Vice-Chairman Huegel declared adjournment at 2:00 PM.
