COUNTY BOARD MINUTES

NOVEMBER 28 & 29, 2005

 

The Board convened on Monday, November 29, 2005 at 9:30 AM with a quorum present: Schueth, Huegel, Pickar, Mattke. Boge was absent. The meeting was called to order by Chairman Schueth. Mail was opened and distributed.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.

 

Motion by Huegel, Seconded by Pickar, to approve and authorize Chairman Signature on permit for Iowa Telecom to place a pole in county right of way on the south side of 225th Street east of McCloud Venue in Section 10 of New Hampton Township. Roll Call: Four Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Mattke, to approve board minutes of November 21 & 22, 2005. Roll Call: Four Ayes. Motion Carried.

 

The Board allowed claims.

 

The Board spoke with Neil Schraeder from Hacker, Nelson & Co., PC via phone conference advocating adoption of credit card and employees lodging policies.

 

Doug Welton, Assessor, met with the Board to review his valuation report for 2005 assessed and taxable tax valuations for taxes payable in fiscal year 2006-2007.  

 

Chairman Schueth declared adjournment at 12:05 PM.

 

The Board convened on Tuesday, November 29, 2005 at 9:30 AM with all members present: Schueth, Huegel, Boge, Pickar, Mattke. The meeting was called to order by Chairman Schueth. Mail was opened and distributed.

 

Ken Rasing met with the Board to discuss Lakeview Estates Subdivision proposed septic system discharge into the lake at Nashua. The new subdivision is located in Floyd County northwest of the lake. 

 

Repair to the current boiler system at the Heritage Residence was updated.  Current system is obsolete with burner parts no longer available. The update and repair is estimated to cost $7000.00.

 

Brian Moore, Conservation Director, met with the Board for review and appointment to membership for conservation board director.   Discussion followed. 

 

Motion by Huegel, Seconded by Boge, to appoint Chuck Glaser to a five-year term beginning January 1, 2006 on the Conservation Board. Roll Call: All Ayes. Motion Carried.

 

Board members suggested the Conservation Board discuss a stipend for Cletus Riesí activities in bee keeping and teaching at the Nature Center. Director Moore updated board members of the nearly completed handicapped accessible parking to comply with HAVA handicapped provisions for polling site accessibility.

 

The Board allowed claims.

 

Board members entered into discussion on subdivision zoning with Patti Rosauer, Auditor real estate clerk present. Pending subdivisions were reviewed. Procedure will be to adopt a comprehensive land plan first then subdivision zoning.

 

Motion by Pickar, Seconded by Boge, to approve seeking a proposal from INRCOG for development of a comprehensive land plan and subdivision zoning for Chickasaw County. Roll Call: All Ayes. Motion Carried. 

 

The Board received and filed  Manure Management Annual Update for Whitetail Nursery (ID#61488) located at 1089 230th St., Nashua.

 

Chairman Schueth declared adjournment at 12 Noon.
