CONTY BOARD MINUTES

JULY 31 & AUGUST 1, 2006

 

The Board convened on Monday, July 31, 2006 at 9:30 AM with all members present: Huegel, Schueth, Boge, Pickar, Mattke. The meeting was called to order by Chairman Huegel. Mail was opened and distributed.

 

Motion by Schueth. Seconded by Pickar, to approve Agenda for July 31 & August 1, 2006. All Ayes, with Motion Carried.

 

Motion by Boge, Seconded by Pickar to approve Board Minutes of July 24 & 25, 2006 Roll Call: All Ayes. Motion Carried.

 

Motion by Mattke, Seconded by Schueth, to approve fireworks permit applications for Maria Schnoebelen and Patricia Van Auken. Roll Call: All Ayes. Motion Carried.

 

Brian Moore, Conservation Director, met with the Board to discuss land acquisition for a 160 acre farm located in Section 28 of Dayton Township.  Conservation has placed a successful bid of $350,000.00, which will be 75% funded by IDNR wildlife habitat stamp grant funds of $262,000.00.  The remaining 25% match funds will be raised through local funding, some of which include Chickasaw, Floyd and Howard Counties Pheasants Forever Chapters, $6200.00 local Conservation land acquisition funding, and a pending grant  application for REAP funding.  In the event that REAP funding is unsuccessful, or less than anticipated, the County has been requested for a $40,000.00 loan.  The loan would be paid back entirely if successful REAP funding were attained, or over several years if renting available cropland were to become the proceeds for the loan repayment.   The Board is arranging necessary procedures for the upcoming $40,000.00 loan to Conservation.

 

Motion by Schueth, Seconded by Mattke, to approve Resolution for funding $1000.00 to INREDC Collaborative Marketing Region Resolution. Roll Call: All Ayes. Motion Carried. RESOLUTION 07-31-06-30. AUTHORIZING AN EXPENDITURE OF $1,000.00 FOR INREDC COLLABORATIVE MARKETING REGION. WHEREAS, the Chickasaw County Board of Supervisors remains dedicated to their efforts of promoting county and area wide economic development and expansion; and WHEREAS, County Economic Development has decided to partner with the Iowa Northland Regional Economic Development Commission, which is a subsidiary of INRCOG, also known as the Cedar Valley Marketing Corporation, including the counties of Black Hawk, Bremer, Buchanan, Butler, Chickasaw, and Grundy Center in a collaborative marketing region for the purpose of promoting economic development within the area; WHEREAS, the Board of Supervisors has considered the $1,000.00 funding request by the Economic Development Director of Chickasaw County for county participation in the INREDC Collaborative Market Region concept and has decided there is merit for funding, as the State of Iowa Department of Economic Development will provide funding of $150,000.00 and only provide industry development leads to regional marketing groups. NOW, THEREFORE BE IT RESOLVED, by the Chickasaw County Board of Supervisors, this 31st day of July 2006, to adopt this resolution for an expenditure of $1,000.00 to be paid from the Economic Development Fund, having been voted, and adopted by motion of the Board of Supervisors on July 25, 2006. BE IT FURTHER RESOLVED, by the Board of Supervisors of Chickasaw County that the County Auditor is hereby authorized and directed to issue a warrant for $1,000.00 for Chickasaw County''s participation with INREDC Collaborative Marketing Region. Passed and adopted this 31st day of July 2006.AYES: /ss/ John L. Huegel, Chairman; James J. Schueth, Vice-Chairman; Arnie Boge; Virgil M. Notice of additional funding information was received from the Iowa Secretary of State regarding availability available HAVA funding of $252.50 per precinct.

 

Motion by Mattke, Seconded by Schueth, to approve and authorize Chairman Signature on contract with Secretary of State on Supplemental Allocation Agreement, allowing additional $252.50 funding per voting precinct for a total of $3282.50. Roll Call: All Ayes. Motion Carried.

 

Motion by Boge, Seconded by Pickar, to approve Department of Human Services Building Parking lot for Camper use during Davis Rally for September 8, 9, & 10, 2006. Roll Call: All Ayes. Motion Carried.

 

Motion by Schueth, Seconded by Boge, to adjourn at 11:32 AM. All Ayes, with Motion Carried.

 

The Board convened on Tuesday, August 1, 2006 at 9:30 AM with all members present:  Huegel, Schueth, Boge, Pickar, Mattke. The meeting was called to order by Chairman Huegel. Mail was opened and distributed.   

 

Don & Pat LaRue, representing Iowa Base Inc., met with the Board to presentation of the $20,000.00 jobs incentive funding from County Economic Development, with Mary Schwickerath from New Hampton Tribune present taking the photo and story for an upcoming edition of the paper.

 

Sheriff Marty Larsen and Deputy Todd Miller met with the Board for a departmental update and employee changes of status.  Discussion followed.

 

Motion by Pickar, Seconded by Schueth, to approve change of status to part-time scheduled dispatcher Cathy Ollendick effective August 1, 2006. Roll Call: All Ayes. Motion Carried.

 

The Sheriff reviewed the Federal Annual Certification Report for the fiscal year ending June 30, 2006, with the only item of task force revenue and expenditure for personnel overtime in the amount of $6160.22.

 

Motion by Boge, Seconded by Mattke, to authorize Chairman Signature on Federal Annual Certification Report for FY2006, subject to audit. Roll Call: All Ayes. Motion Carried.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.

 

Motion by Mattke, Seconded by Schueth, to approve and authorize Chairman Signature on permit for Iowa Telecom to place buried cable in the right of way along 260th Street between Ridgeway and Roanoke Avenue in Section 7 of Fredericksburg Township. Roll Call: All Ayes. Motion Carried.

 

Motion by Schueth, Seconded by Boge, to approve and authorize Chairman Signature on permit for Iowa Telecom to place buried cable in the right of way along 100th Street east of Vanderbilt Avenue in Section 23 of Utica North Township. Roll Call: All Ayes. Motion Carried.

 

Motion by Boge, Seconded by Mattke, to approve and authorize Chairman Signature on permit for Iowa Telecom to place buried cable in the right of way along 220th Street west of Chickasaw Park in Section 21 of Chickasaw Township. Roll Call: All Ayes. Motion Carried.

 

Other updates included discussion and comparison of motor graders for the upcoming purchase and status reports for projects in progress, including placement of the 66 foot double T across the Wapsi Access and the box culvert on 225th Street, southwest of Chickasaw Park.

 

Motion by Schueth, Seconded by Boge, to approve and authorize Chairman Signature on Iowa Department of Public Health State Reimbursement for Counties final report for Substance Abuse Funding for FY 2005-06. Roll Call: All Ayes. Motion Carried.

 

The Board received and filed Utica Township Report of Receipts & Disbursements for FY 2005-06. Also received and filed were the Sanitation Revenue and Emergency Management Per Capita for July 2006.

 

The Board received and filed IDNR correspondence as follows: Notice of Construction Permit issued to Richland LTD (#61657) located at 2919 Hickory Ave. Ionia; Manure Management Annual Update for Mike Klasssen (ID#59679) located at 2130 Exeter Ave., Ionia; Original Manure Management Plan for F93-Cedar East located in Floyd County with manure application sites in Chickasaw County.

 

Motion by Pickar, Seconded by Schueth, to adjourn at 12:02 PM. All Ayes, with Motion Carried.
