COUNTY BOARD MINUTES

APRIL 2 & 3, 2007

 

The Board convened on Monday, April 2, 2007 at 9:30 AM with all members present: Pickar, Huegel, Boge, Schueth, Mattke. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Motion by Huegel, Seconded by Mattke, to approve Agenda for April 2 & 3, 2007. All Ayes, with Motion Carried.

 

Motion by Boge, Seconded by Mattke, to approve meeting minutes of March 26 & 27, 2007. Roll Call: All Ayes, with Motion Carried.

 

CPC Sheila Kobliska met with the Board for review and discussion of Case Management Agency Monthly Report for March 2007.  Departmental updates were reviewed.

 

Linda Baldry introduced herself as the FEMA representative for February 24th public ice storm damages eligible for FEMA reimbursement.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.

 

Sealed bids for county wide pavement parking project were opened as follows:

Motion by Huegel, Seconded by Schueth, to approve and authorize Chairman Signature on contract for payment marking project with All Iowa Contracting in the amount of $85,371.66. Roll Call: All Ayes. Motion Carried.

 

Engineer reviewed proposed FY 2008 IDOT Road and Construction Program, with discussion.

 

Motion by Mattke, Seconded by Schueth, to approve and authorize Chairman Signature on FY2008 IDOT Secondary Road Budget and Construction Program.  Roll Call: All Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Boge, to approve and authorize Chairman Signature on permit for Hawkeye REC to place utility anchors in 2 locations in county right of way along Gilmore Avenue south of 100th Street. Roll Call: All Ayes. Motion Carried.

 

Motion by Schueth, Seconded by Huegel, to approve and authorize Chairman to sign permit for Hawkeye REC to bore utility line thru Odessa Avenue south of 100th Street. Roll Call: All Ayes. Motion Carried.

 

Restrictions on accessing FM Funding will continue from June 30, 2007 to December 31, 2007.

 

The Board allowed claims.

 

The Board received and filed Howard R. Green Company landfill semi-annual report dated March 30, 2007.

 

Motion by Boge, Seconded by Schueth, to adjourn at 12:15 PM. Roll Call: All Ayes, with Motion Carried.  

 

The Board convened on Tuesday, April 3, 2007 at 9:30 AM with all members present: Pickar, Huegel, Boge, Schueth, Mattke. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Jeanne Heit, Homemaker Administrator met with the Board to present a personnel update and discuss part-time aide staffing issues, with the a request for an additional part-time aide to cover upcoming sick and training time by current aides.  A recommendation was presented for an additional hire, with whom the Board will meet next week and possibly hire.

 

The Board allowed claims.

 

Attorneys Pat Wegman and Assistant Mark Huegel met with the Board to discuss their current secretary position becoming a county employee position. 

 

Supervisor Pickar updated the Conservation Board meeting held the previous evening.  Items discussed and updated were care and maintenance of Jacksonville Five Corners by Friends of Five Corners; request for Conservation budget amendment of approximately $12,000 and a volunteer request for park mowing.

 

The Board received and filed DNR Manure Management Annual Updates for Dale Reicks Miller Site (ID#62912) located in Howard County with field application sites in Chickasaw County; Jerico Beef & Swine (ID#62201) located at 2651 130th St., Lawler in Jacksonville Township.

 

The Board received and filed Heritage Residence Revenue Report, March 2007; Sanitarian Revenue Report March 2007 and 3rd Quarter FY2007; Emergency Management Revenue Report March 2007 and 3rd Quarter FY2007; 911 Report of 3rd Quarter 2007. 

 

Motion by Huegel, Seconded by Boge, to adjourn at 12:05 PM.   All Ayes, with Motion Carried.
