COUNTY BOARD MINUTES

OCTOBER 15 & 16, 2007

 

The Board convened on Monday, October 15, 2007 at 9:30 AM with all members present: Pickar, Huegel, Boge, Schueth, Mattke. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Motion by Boge, Seconded by Schueth, to approve agenda for October 15 & 16, 2007.  All Ayes, with Motion Carried.

 

Motion by Huegel, Seconded by Boge, to approve meeting minutes of October 8 & 9, 2007.  Roll Call: All Ayes.  Motion Carried.

 

Motion by Mattke, Seconded by Schueth, to approve and authorize Chairman Signature on 2008 County Farm Lease and Notice of Termination.  Roll Call: All Ayes. Motion Carried.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.

 

Motion by Huegel, Seconded by Boge, to approve and authorize Chairman Signature on Resolution for Class C road status for a portion of road on 210th Street, 40 feet of east of Beaumont Avenue. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 10-15-07-28. WHEREAS, Chickasaw County desires to classify certain roads on the area service system in the County to provide for a minimal level of maintenance and access by means of a gate or barrier; and Whereas, the County, after consultation with the County Engineer, has the authority to specify certain roads within the County as Area Service C roads pursuant to Iowa Code Section 309.57 (2007); and Whereas, the County has received a request that the following road be classified as an Area Service C road: 210th Street starting at a point 400 feet east of the right of way of Beaumont Avenue between Section 9, T-95N, R-14W and Section 16, T-95N, R-14W of the 5th PM, Chickasaw County, Iowa east to the end of 210th Street; and 1. Blading. Blading or dragging will not be performed on a regular basis. 2. Snow and Ice Removal. Snow and ice removal will not be performed on a regular basis.  Sanding and salting will not be performed. 3. Bridges. Bridges on Area Service C roads may not be maintained to carry legal loads but will be posted as appropriate to advise of any load limitations.4. Weeds, Brush, and Trees. Mowing or spraying weeds, cutting brush and tree removal will not be performed.  Adequate sight distances will not be maintained on a Class C road. 5. Structures. Bridges and culverts may not be maintained on a regular basis to carry legal loads.  Upon failure or loss, the replacement structure will be for traffic thereon. 6. Road Surfacing. Existing surfacing will be maintained but not on a regular basis. 7. Shoulders. Shoulders will not be maintained. 8. Crown. A crown will not be maintained. 9. Repairs. There will be no road repairs on a regular basis. 10. Uniform Width. Uniform width for the traveled portion of the road will not be maintained. 11. Inspections. Regular inspections will not be conducted. 12. Gate. A gate and lock shall be purchased and installed by the     County, and maintained by the adjoining landowners.  If not so maintained, the County may remove the gate.13. Signs. Signs conforming to the Iowa State Sign Manual shall be installed and maintained by the County at all access points to roads on this system from other public roads, to adequately warn the public they are entering a section of road which has a lesser level of maintenance effort than other public roads and that public access is limited; and WHEREAS, the only persons who will have access rights to the road shall be: (1) the owner, lessee, or person in lawful possession of any adjoining land, (2) the agent or employee of the owner, lessee or person in lawful possession of any adjoining land, (3) any peace officer, (4) any magistrate, (5) any public employee whose duty it is to supervise the use or  perform maintenance of the road, (6) any agent or employee of any utility located upon the road. THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CHICKASAW COUNTY that this County does hereby establish the road described as an Area Service C road, with restricted access and a minimal level of maintenance. Motion by Schueth, Seconded by Mattke, to approve and authorize Chairman Signature on Resolution for Class C for a portion of road on Ivanhoe Street, 4270 feet south of 240th Street. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 10-15-07-29. WHEREAS, Chickasaw County desires to classify certain roads on the area service system in the County to provide for a minimal level of maintenance and access by means of a gate or barrier; and Whereas, the County, after consultation with the County Engineer, has the authority to specify certain roads within the County as Area Service C roads pursuant to Iowa Code Section 309.57 (2007); and Whereas, the County has received a petition, attached to this resolution, signed by all landowners adjoining the road, requesting that the following road be classified as an Area Service C road: Ivanhoe Avenue starting at a point 4270 feet south of the northeast corner of Section 33, T-95N, R-13W of the 5th PM, Chickasaw County, Iowa then south between Section 33, T-95N, R-13W and Section 34, T-95N, R-13W to the end of Ivanhoe Avenue near the southeast corner of Section 33, T-95N, R-13W; and 1. The Board allowed claims.

 

Sheriff Marty Larsen met with the Board to present his recommendation for purchase of a squad car of 2008 Ford Crown Victoria from Wilbur Ford Sales, with added option for carpeted floor and mats adding $125.00 to the purchase price.

 

Motion by Huegel, Seconded by Mattke, to approve purchase of $21,620.00 for 2008 Ford Crown Victoria from Wilbur Ford Sales.  Roll Call: All Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Schueth, to adjourn at 12:02 PM.  All Ayes, with Motion Carried.

 

The Board convened on Tuesday, October 16, 2007 at 9:30 AM with all members present: Pickar, Huegel, Boge, Schueth, Mattke. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Recorder Cindy Messersmith presented a book binding proposal from Excel Binding, Inc. with discussion following.

 

Motion by Huegel, Seconded by Schueth, to approve Excel Binding Inc. proposal of $5844.40 for Recorder book binding project from the Recorders Transfer Fund.  Roll Call: All Ayes. Motion Carried.

 

Gene Fritch, representing Howard R. Green Co., met with the Board to update the fall semi-annual landfill report, with all check points maintaining IDNR post-closure compliance. 

 

Board members reviewed job applications for head custodian position and selected five applicants for interviews, along with setting the timeline.

 

The Board allowed claims.  

 

The Board received and filed Sanitarian and Emergency Management Receipts Reports of September 2007 and 1st Quarter FY2007-08; Veterans Affairs Report of September 2007.

 

Motion by Schueth, Seconded by Boge, to adjourn at 12:10 PM.  All Ayes, with Motion Carried.
