COUNTY BOARD MINUTES
OCTOBER 29 & 30, 2007
The Board convened on Monday, October 29, 2007 at with all members present:Pickar, Huegel, Boge, Schueth, Mattke. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.
Motion by Schueth, Seconded by Mattke, to approve agenda for October 29 & 30, 2007. All Ayes, with Motion Carried.
Motion by Boge, Seconded by Huegel, to approve meeting minutes of October 22 & 23, 2007.Roll Call: All Ayes. Motion Carried.
Jail Administrator Dennis Sander met with the Board to review the recently completed jail inspection report.Jail inspector report advises the jail is an older, well-kept facilityalthough the report recommends that full time jailers be staffed to accommodate Iowa code sections defining prisoner emergency and seperation procedures. Current plan utilizes New Hampton police department as backup should an emergency arise.
Sheriff Marty Larsen requested Civil Service Commission convening for open testing of an upcoming deputy position due to a retirement within the department, with approval granted by the Board.
CountyEngineer Dusten Rolando met with the Board to discuss road departmental activities.
Motion by Huegel, Seconded by Boge, to approve and authorize Chairman Signature on right of way contracts with Donald Winter for temporary permission to enter premises and Norbert and Delores Shileny for purchase of right of way and fence moving for a total of $1219.44 for project BS-C019(67) for bridge replacement on V56 north of Lawler. Roll Call: All Ayes. Motion Carried.
Motion by Boge, Seconded by Schueth, to approve and authorize Chairman Signature on permit for Iowa Telecom to relocate buried cable along 240th Street in Section 27 of Chickasaw Township. Roll Call: All Ayes. Motion Carried.
Other discussion included an upcoming project on 150th Street east of Ivanhoe which will utilize revamped railroad cars for waterway drainage.
Alcoholic beverage permits were approved as follows:
Motion by Schueth, Seconded by Huegel, to approve Class C Beer-Wine and Sunday Sales permit for Poor Richards. Roll Call: All Ayes. Motion Carried.
Motion by Boge, Seconded by Mattke to approve liquor license and Sunday sales permit for Raleigh Hill Inc., now under new ownership, subject to dram shop insurance issuance. Roll Call: All Ayes. Motion Carried.
The Board allowed claims.
The Board recessed at and reconvened in the Board room at for two interviews for head custodian position.
Motion by Huegel, Seconded by Boge, to adjourn at .All Ayes, with Motion Carried.

CountyAssistant Attorney Mark Huegel met with the Board for review and discussion of the conservation property farm lease for 65.7 acres in section 28 of DaytonTownship. Proposed agreement for repayment of the $40,000.00 purchase loan in 2006 was reviewed.Conservation Director Brian Moore joined the meeting with discussion continuing regarding hunting, parking and gating the public accessible hunting area.Proposed lease and agreement format were tentatively approved.
Board members entered into discussion regarding hire, salary and vacation of the head custodial position.
Motion by Huegel, Seconded by Schueth, to approve David Gorman to full-time head custodial position effective November 19, 2007, as per contract.Roll Call: All Ayes.Motion Carried.
