COUNTY BOARD MINUTES

NOVEMBER 12 & 13, 2007

 

The Courthouse and offices were closed in observance of the Veterans Day Holiday on Monday, November 12, 2007.

 

The Board convened on Tuesday, November 13, 2007 at 9:30 AM with a quorum present: Pickar, Huegel, Boge, Mattke. Schueth was absent. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Motion by Huegel, Seconded by Mattke, to approve agenda for November 13, 2007.  Four Ayes, with Motion Carried.

 

Motion by Boge, Seconded by Huegel, to approve meeting minutes of November 5 & 6, 2007. Roll Call: Four Ayes. Motion Carried.

 

Nursing Administrator Kathy Babcock met with the Board to update them of the recently purchased directory sign for the Community Services Building.  Proposed placement of the sign is subject to approval of the Board of Adjustment and a $50 building permit fee.

 

Board members proceeded to canvass the city election held November 6, 2007, with Mayor Steve Cerwinske present.

 

Motion by Huegel, Seconded by Boge, to approve city election canvass and authorize auditor to record in permanent election register.  Roll Call: Four Ayes. Motion Carried.

 

The board allowed claims.

 

Notice of assessment from the Board of Directors for the Iowa Individual Health Benefit Reinsurance Association for 2006 year as been received in the amount of $5289.67 with discussion and review following.  Assessment is made to self-funded insurance entities as per Iowa Code 513C.10, with collections reimbursed to insuring entities with a 90% or greater loss ration based on claims experience.      

 

Motion by Mattke, Seconded by Huegel, to authorize payment of $5289.67 to the Iowa Individual Health Benefit Reinsurance Association from Chickasaw County Health Insurance account.  Roll Call: Four Ayes. Motion Carried. 

 

Board members recessed for lunch at noon and returned to the boardroom at 1 PM.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Updates included IDOT bid letting for bridge project on V56 delayed from January until February 2008.  Bridge replacement project near North Washington progressing with deck concrete pouring, with completion anticipated approximately one month away. 

 

Motion by Mattke, Seconded by Huegel, to approve and authorize Chairman Signature on permit for Iowa Telecom to place buried cable in county right of way along Stevens Avenue south of 120th Street. Roll Call: Four Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Boge, to approve and authorize Chairman Signature on permit for Hawkeye REC to place buried cable in county right of way along Union Way in Utica Township. Roll Call: Four Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Boge, to approve and authorize Chairman Signature on permit for Hawkeye REC to place guy wire in county right of way along Ridgeway Avenue north of 130th Street. Roll Call: Four Ayes. Motion Carried.

 

Conservation Director Brian Moore met with the Board to update them of conservation land acquired from the Ruth Kennedy Estate land auction. The acquisition consisted of 71.5 acres river and wetlands with Native American history purchased for $73,000. The purchase adjoins the 2006 land acquisition from the Holy Family Church all located in Section 28 of Dayton Township.  Land purchase was funded by the Iowa Heritage Fund.   Conservation Board will participate in a repurchase agreement with Iowa Heritage, with IDNR Habitat Stamp Grant funding anticipated to fund 75% and Turkey Federation and Whitetails Unlimited anticipated to fund the matching 25% of the repayment to Iowa Heritage.  Bidding procedure for the 65.7 acres conservation farm ground was reviewed.  The high bidder has declined his bid after acceptance by the Conservation Board.  Board of Supervisors consensus was to defer to the second high bidder.

 

Chickasaw County requires appointment of Civil Service Appointing Commission due to a retirement sheriff deputy position. As per Iowa Code three required appointments are one four-year position appointment by the county attorney, and the remaining two are one two-year term position and one six-year term position by the Board of Supervisors.

 

Motion by Boge, Seconded by Mattke, to appoint John Phyfe to a six-year term and Ken Benning to a two-year term beginning immediately.  Roll Call: All Ayes. Motion Carried.

 

Board members reviewed the county attorney’s civil service appointment of Steve Lynch to the commission. Boge expressed concerns of public perception of political appointment and potential for a conflict of interest.

 

Motion by Huegel, Seconded by Mattke, to endorse county attorney’s civil service appointment of Steve Lynch to a four-year term on the Chickasaw County Civil Service Commission effective immediately. Roll Call: Three Ayes.   Nay: Boge.   Motion Carried.    

 

The Board received and filed IDNR Annual Update for Willow Creed (ID#61668) owned by Dale Reicks, located at 2245 120th St., New Hampton, in Section 30 of Jacksonville Township.

 

The Board received and filed Veterans Affairs Report of October 2007.

 

Motion by Huegel, Seconded by Boge, to adjourn at 2:20 PM.  Four Ayes, with Motion Carried.
