COUNTY BOARD MINUTES
SEPTEMBER 29 & 30, 2008
The Board convened on Monday, September 29, 2008 at with a quorum present: Boge, Pickar, Huegel, Mattke.Schueth was absent.The meeting was called to order by Chairman Boge. Mail was opened and distributed.
Motion by Pickar, Seconded by Mattke, to approve agenda for September 29 & 30, 2008, with addition of First Judicial District Report financial report.Four Ayes, with Motion Carried.
Motion by Huegel, Seconded by Pickar, to approve board minutes of September 22 & 23, 2008.Roll Call: Four Ayes. Motion Carried.
CountyEngineer Dusten Rolando met with the Board to discuss road departmental activities including review of the foremen report.
Motion by Huegel, Seconded by Pickar, to adopt a resolution to place stop signs at the intersections of 100th St. and Cheyenne Ave., 100th St., and Durham Ave., 100th St., and Exeter Ave. in Deerfield Township. Roll Call: Four Ayes. Motion Carried. RESOLUTION 09-29-08-25.
WHEREAS, it has been called to the attention of the Board of Supervisors of Chickasaw County, Iowa, the necessity of erecting and maintaining stop signs at intersections. WHEREAS, the Board of Supervisors believes it to be in the best interest of the public to erect and maintain stop signs at designated intersections, NOW, THEREFORE, BE IT RESOLVED, on this 29th day of September 2008, by the Board of Supervisors of Chickasaw County, Iowa, that pursuant to statutory authority found in Sections 321.345 and 321.255 that it is hereby determined that the following designated intersections be declared stop intersections as specified and that the County Engineer is hereby directed to erect and maintain stop signs at the following intersections south of 100th Street in Chickasaw County: 1.Stop traffic from the south at the NW Corner of Sec. 22, T-97N, R-14W of the 5th P.M., also known as Cheyenne Avenue. 2.Stop traffic from the south at the NW Corner of Sec. 23, T-97N, R-14W of the 5th P.M., also known as Durham Avenue. 3.Stop traffic from the south at the NW Corner of Sec. 24, T-97N, R-14W of the 5th P.M., also known as Exeter Avenue. /ss/ Arnold J. Quotes for new copier purchase were reviewed as follows: Koch Brothers, $5749.00 and Mason City Business $6245.00.Engineer reviewed required specifications, with the low bidder recommendation.Motion by Mattke, Seconded by Huegel, to approve purchase of copier at $5749.00 from Koch Brothers.Roll Call: Four Ayes. Motion Carried.
Chairman signed an Adopt a Highway Appreciation Certificate for Ionia Volunteer Fire Department for litter control along V14.
Other discussion topics included a request for fill material for the trail easement located south of Fredericksburg to the pioneer cemetery.An update of the Highway 63 South 4-lane building project followed, with the modified sub-base rock surface to begin within 2-3 weeks and anticipated completion in 120 work days.The engineer has received a request for in-county haul routes in regard to the Highway 63 project.Discussion followed on a proposed county road vacation located in section 34 of JacksonvilleTownship.

The Board received and filed Bradford and Dayton Townships Receipts and Disbursements Report of FY 2007-08.
The Board received and filed IDNR Annual Manure Management Plan for Bodensteiner Site (ID58597) located at 1779 Vanderbilt Ave., Lawler in UticaTownship and Knapp Finisher Farm located in FloydCounty with field application sites in ChickasawCounty.
Motion by Pickar, Seconded by Boge, to acknowledge and place on file in the AuditorísOffice the combined audit report of the eight Judicial District Departments of Correction Services for the year ended June 30, 2007 AND A First Judicial District Department of Correctional Services Statement of Revenues, Expenditures and Changes in Fund Balances for year ending June 30, 2008.Roll Call: Four Ayes. Motion Carried.

Board members spoke with MitchellCounty via phone conference in a 28E Chickasaw-Mitchell Case Management meeting.Those present in MitchellCounty were Joel Voaklander, Bob Moreale and Stan Walk, members of the Board of Supervisors; Agency Director Sheila Kobliska and Auditor Lowell Tesch.
Director Kobliska reviewed the actual cost report for FYE 2008, with $236.22 for regular unit of service and $172.05 for childrenís mental health waiver.The actual represents a difference of $13,806.32 from the projected to the actual costs, reimbursable to Medicaid.
Motion by Walk, Seconded by Huegel, to authorize Chairman Boge to sign certification of actual cost report for FY2007-08.Roll Call: Three Ayes, MitchellCounty and Four Ayes, ChickasawCounty.Motion Carried.
Audit results could not reviewed as results had not been received from audit provider.

Motion by Pickar, Seconded by Huegel, to approve tax suspension for Seraphia Peters.Roll Call: Four Ayes. Motion Carried.
Sheriff Marty Larsen and First Deputy Todd Miller met with the Board to introduce new deputy candidate, Jeff Athey.Discussion followed.
Motion by Pickar, Seconded by Huegel, to approve Jeff Athey, as full-time deputy effective October 16, 2008, as per union salary scale.Roll Call: Four Ayes. Motion Carried.
Relief Director Alice Bartz met with the Board for an informational update.Chickasaw Ambulance does not contract with Medicaid.A phone call was placed to Chickasaw Ambulance followed by a discussion of Medicare and Medicaid reimbursement rates.
