Ken Rasing met with the Board for a departmental update. Discussion of Zoning Administrator/Assistant Environmental Health Specialist position, interviewing scheduling, and the public hearing for the Hazard Mitigation Plan for Chickasaw County. Public hearing scheduled August 4, 2009 at in the Boardroom.
Dusten Rolando, CountyEngineer met with the Board to discuss road departmental activities.Discussion topics included Alta Vista Bridge is now open, seeding along the roadway needs to be completed, Gravel off a county roadway in the area of Gilmore Avenue and 180th Street, PC patching on the Waucoma pavement and still rock spotting is taking place.
Tim Kleinschmidt transferring to the equipment operator position at the Ionia Shop.

Jeanne Heit, Homemaker Health Administrator met with Board for a departmental update. Homemaker Health Agency is serving 102 clients.

FOR FUNDING STATE CREDITS FY 2009-2010:WHEREAS, the State of Iowa has appropriated monies for fiscal year July 1, 2009 through June 30, 2010, which monies are insufficient to fund various local property tax credits/taxpayer exemptions full, and
WHEREAS, Iowa Code Section 25B.7 requires local governments to extend to the taxpayers only those portions of the property tax credits/taxpayer exemptions that are estimated by the Iowa Department of Revenue and Finance to be funded by the state of appropriations, and WHEREAS, The Iowa Department of Revenue and Finance has estimated the percentage of funding for the affected property tax credits/taxpayer exemptions as follows: Homestead credit at 73%; Low-income Elderly Disabled Credit at 100% and Military Exemption at 100% and WHEREAS, the Board finds that passing on the reduced state-reimbursed values of the homestead credits to the taxpayers in the County funds local governments has the greatest effect while impacting the largest number of persons with minimal effect, and therefore, in the public interest, NOW, THEREFORE, BE IT RESOLVED, pursuant to Iowa Code Section 25B.7 that the property tax credits/taxpayer exemptions in Chickasaw County for fiscal year July 1, 2009 through June 30, 2010, shall be funded as follows: Homestead Credit at 73%; Low-income Elderly Disabled Credit at 100% and Military Exemption at 100%. Joe Sheehy, Veterans Affairs Director, met with Board for a departmental update.
Beginning on July 1, 2009, each county in the state will be required to have (1) a veterans affairs office that is owned or leased by the county and (2) an employee occupied in veteran affairs duties for a minimum amount of hours.This new requirement is the result of two pieces of legislation passed during the last two sessions of the General Assembly.
In order to assist counties with any additional costs associated with the office hours and training requirements, a $1 million appropriation has been provided in this yearís budget. $10,000 of this appropriation will be distributed to each county for complying with the requirements of the bill.
Motion by Boge, Seconded by Mattke to increase veterans affairs director salary from
$9640.30 to $13,176.38 to be in compliance with Iowa Department of Veterans Affairs minimal requirement under Iowa Code Section 35B.6 effective July 1, 2009.Roll Call:

Dave Gorman, Custodian, and Rod Diercks with Schumacher Elevator met with the Board to discuss Courthouse elevator.Elevator estimated installed in the early 60ís.
John Andersen and Rod Diercks will keep the Board updated on the elevator project.
Marty Larsen met with the Board for a departmental update and to discuss a copy of citizenís complaint.
Also present were Lt. Todd Miller and CountyAttorney, Pat Wegman.
The CountyAttorney and Sheriff will investigate the complaint further and update the Board.
Supervisor Holthaus gave the Board an update on July 27, 2009 meeting with Northeast Iowa Community Action.
