COUNTY BOARD MINUTES
AUGUST 31, SEPTEMBER 1 & 2, 2009
The Board convened on Monday, August 31, 2009 at with all members present:Holthaus, Andersen, Mattke, Boge and Pickar.The meeting was called to order by Chairman Pickar. Mail was opened and distributed.
Motion by Boge, Seconded by Holthaus to approve agenda for August 31 & September 1 & 2, 2009. Roll Call:All Ayes. Motion Carried.
Motion by Andersen, Seconded by Boge to approve board minutes of August 24 & 25, 2009.Roll Call:All Ayes. Motion Carried.
Sue Breitbach, Treasurer met with the Board to discuss abating mobile home taxes and penalty.
Motion by Boge, Seconded by Andersen to adopt resolution 08-31-09-22 to approve tax abatement.Roll Call:All Ayes. Motion Carried.WHEREAS, the Real Estate taxes, listed under the name ofMary Alderman, due for a mobile home on the Treasurerís 2008 tax rolls, payments due September 2009 and March 2010.This mobile home was junked May 26, 2009.According Iowa Code Section 435.25 the Board of Supervisors may abate taxes on property by resolution when it is administratively impractical to pursue tax collection through remedies of this section, all taxes shall be abated by resolution of the Board of Supervisors.WHEREAS, the mobile home is described and was owned by Mary Alderman or Steve Wiggins. VIN #06-L-19794, Title #19W075383 now Junking Certificate #190112187in the Name of Frederick William Rodemaker.The taxes owed are for the year 2008 and the amount is $82.00. NOW, THEREFORE, BE IT RESOLVED, this Board is in agreement by their motion on August 31, 2009, and directs the Treasurer to strike from the tax books and abate any an all taxes due.AYES: /ss/ Virgil M. Pickar, Jr., Chairman, Arnie J. Boge, Vice-Chairman, Sherry Mattke, John Andersen, Rick Holthaus. ATTEST: Joan Knoll Auditor.
Motion by Holthaus, Seconded by Andersen to approve Fireworks Permit for Mary Rausch and Tom Pritts.Roll Call:All Ayes. Motion Carried.
Dusten Rolando, CountyEngineer met with the Board to discuss road departmental activities. The Board reviewed Secondary Road Department Annual Report to Iowa Department of Transportation for FY 2008-09. Other topics of discussion included sign repair, blading various area, seeding completed by the AltaVistaBridge, and interviews for the sign maintenance position.
John Rigler met with the Board to discuss bonding options.Also present were Grant Anderson, Robert Rigler and Dusten Rolando the county engineer.
The Board reviewed the additional name to be added to the tax suspension list FY 2009/2010 as certified by DHS.
Motion by Boge, Seconded by Mattke to approve the Additional Tax Suspension List FY 2009/2010 as certified by DHS.Roll Call:All Ayes. Motion Carried.
Loren Kiel and Karla Baumler, representing Midwest Group Benefits Inc. met with the Board for review and discussion of countyís self-funded health insurance/ prescription Drugs/ Hines and Associates statistics, new laws-Mental Health Parity, GINA and Michelleís Law. GASB 45, wellness/screenings/ flexible spending accounts/debit card. R
Reviewed the FY 2009/10 suspended tax listing

Alice Bartz, County Assistance Director, met with the Board for a departmental update.
Also present was Ken Rasing. Alice will review the county assistance ordinance for policy and guideline updates.
Ken Rasing met with the Board to discuss the facia sheeting and brick work at the Heritage Residence.
Joan Becker representing Tyler Technologies met with the Board for an Eden overview. Also present was Susie Anderson, Deputy Auditor.
The Board received and filed IDNR Management Annual Update for Don Kurtenbach (ID# 64997) in Section 23, of UticaTownship.
The Board received and filed IDNR Management Annual Update for HBA (ID# 64998) in Section 31, of JacksonTownship, located at 1040 343rd Avenue, Waucoma, Iowa.

Alice Bartz, Marty Larsen, Ken Rasing, Dusten Rolando, and Joan Knoll.
Jeff Schott with the Institute of Public Affairs from the University of Iowa met with the Board of Supervisors, Elected Officials and Department Heads for a Goal Planning Worksession.
