COUNTY BOARD MINUTES

  DECEMBER 14 & 15, 2009

 

The Board convened on Monday, December 14, 2009 at 9:30 A.M. with all members present:  Holthaus, Andersen, Mattke, and Pickar. Absent: Boge attending funeral.   The meeting was called to order by Chairman Pickar. Mail was opened and distributed. Also present a member from the media.

 

Motion by Holthaus, Seconded by Andersen to approve agenda for December 14 & 15, 2009. Roll Call:  Four Ayes. Motion Carried.

 

Motion by Mattke, Seconded by Holthaus to approve board minutes of December 7 & 8, 2009.  Roll Call:  Four Ayes. Motion Carried.

 

Marty Larsen, Sheriff, met with the Board to discuss city contracts. Discussion followed.

Upon the recommendation of the Sheriff, the Board approved a three percent increase for the FY 2010-11 city contracts.  The Board will send a letter to the City Clerks so that they can implement the increase in their FY 2010-11 city budgets.

 

Sheriff Larsen also gave the board the resignation of Gloria Bjergum as part-time scheduled dispatcher.

 

Motion by Mattke, Seconded by Holthaus to accept the resignation of Gloria Bjergum as part-time scheduled dispatcher effective 12-31-2009. Roll Call:  Four Ayes. Motion Carried.

 

Sheriff Larsen also discussed the Sheriff’s department security policy and procedures.  The Board will review the policy and procedures and contact the sheriff at a later date.

 

County Engineer, Dusten Rolando met with the Board to discuss road departmental activities. Topics included: Service and maintenance of vehicles; survey work, bridges; and snow removal, etc.

 

Pat Wegman, County Attorney and Mark Huegel, Assistant County Attorney met with the board to discuss the phone system for the attorney’s office.   The Attorney presented a quote from Seery Telecommunications in the amount of $959.00 to install a new phone system. Discussion followed.

 

Motion by Andersen, Seconded by Holthaus to approve the quote from Seery Telecommunications in the amount of $959.00 for the installation of a new phone system for the County Attorney’s office.  Roll Call:  Four Ayes. Motion Carried.

 

Received and filed 2009 Weed Commissioner’s Report.

 

Motion by Andersen, Seconded by Mattke to adjourn at 11:50 AM.  Roll Call:  Four Ayes. Motion Carried.

 

The Board convened on Tuesday, December 15, 2009 at 9:30 A.M. with the following members present:  Mattke, Holthaus, Andersen, Boge, and Pickar. The meeting was called to order by Chairman Pickar. Mail was opened and distributed. 

 

The Board reviewed the application for Conservation Board Director District 5.

 

Motion by Mattke, Seconded by Holthaus to appoint Ray Armbrecht, to five year term as 5th District Conservation Board to expire on December 31, 2015.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Holthaus to acknowledge the hiring of Kathy Fueling, RN, at $18.00 per hour effective December 7, 2009 and Mandy Kriener, RN, at 18.00 per hour effective December 17, 2009 as part-time scheduled nurses in the Public Health Department.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Mattke to correct June 10, 2008 Board Minutes by deleting the word “clerical” from the Board motion for Jean Leichtman.  Roll Call:  All Ayes. Motion Carried.

 

Sheila Kobliska, CPC, met with the Board for a departmental update and to review contract for outpatient services with Thein Therapy for FY 2010.  Discussion followed.

 

Motion by Boge, Seconded by Holthaus  to approve contract with Thein Therapy FY 2010 for outpatient services at the cost of $106.00 per unit and authorize chairman signature on contract.  Roll Call:  All Ayes. Motion Carried.

 

10:00 A.M. a joint 28E Chickasaw/Mitchell County Targeted Case Management meeting was convened via a conference call.  Those present from Mitchell County were three supervisors: Bob Marreel; Stan Walk; and Joel Voaklander; Auditor, Lowell Tesch, and Megan Taets, TCM Supervisor.  Those present from Chickasaw County were Supervisors: John Andersen, Rick Holthaus, Arnie Boge, Sherry Mattke, and Virgil Pickar Jr., Auditor, Joan Knoll, Sheila Kobliska, TCM Director and Felicia Cass, representative from Advanced Computer Engineering Solutions (ACES).

 

Sheila Kobliska, TCM Director reported that in order for the Case Management department to be HIPPA compliant a separate server is needed for the case manager’s personal computers.  Quotes were received from Virtual Quest and Advanced Computer Engineering Solutions (ACES). Felicia representing ACES reviewed a quote new server for the Case Management department.  Total cost for the server, hardware and software is $17019.60.  Sheila stated Medicaid would reimburse Case Management for the cost. Discussion followed.

 

Motion by Stan Walk, Seconded by Rick Holthaus to proceed with the quotes from ACES. Roll Call:  Mitchell County: Ayes: Marreel, Walk, Voaklander. Chickasaw County: Ayes: Boge, Holthaus, Mattke, Andersen, Pickar.  Motion Carried.

 

Supervisor Mattke attended funeral at 10:25 AM.

 

Sheila Kobliska, TCM Director also gave an update on a proposed 2 ½% funding cut by Governor Culver for case management services.  She advised both Boards to contact DHS and let DHS officials know their thoughts.             

 

Motion by Virgil Pickar Jr., Seconded by Joel Voaklander to adjourn the joint 28E Chickasaw/Mitchell County Targeted Case Management meeting at 10:30 AM.  Roll Call:  Mitchell County: Ayes: Marreel, Walk, Voaklander. Chickasaw County: Ayes: Boge, Holthaus, Andersen, Pickar.   Motion Carried.

 

Alan Powell with Jendro Sanitation met with Board to review the 2010 rural recycling schedule.

 

Motion by Andersen, Seconded by Holthaus to adjourn at Noon. Roll Call:  All Ayes. Motion Carried.
