COUNTY BOARD MINUTES

FEBRUARY 7 & 8, 2011

 

The Board convened on Monday, February 7, 2011 with all members present:  Pickar, Byrne, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Pickar. Mail was opened and distributed. Also present was a member from the media. 

 

Motion by Andersen, Seconded by Byrne to approve agenda for February 7 & 8, 2011.   Roll Call: All Ayes. Motion Carried.

 

Motion by Holthaus, Seconded by Andersen to approve board minutes of January 31 and February 1, 2011.   Roll Call:  All Ayes.  Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; one ways out all week; plowed snow all week; snow storm on Tuesday and Wednesday; plowing lots and cleared snow; #50 John Deere wire harness freezes up; fixing mailboxes; one ways out on Sunday early; sand delivery tomorrow; mixing sand and salt this week; rock maps for contract rock; T-76 preliminary information; Iowa concrete paving seminar last week; union negotiations this week, etc.

 

County Engineer reviewed with the Board the Agreement with IDOT and Chickasaw County for STP monies.

 

Motion by Andersen, Seconded by Zoll to approve the federal aid agreement STP-S-CO19(80)—5E-19 between IDOT (#2-11-STPS-008) and Chickasaw County for the purpose of financing transportation improvements project for T-76 from Hwy 346 North

5.5 miles and B57 from the Floyd County line east 2 miles and authorize Chairman Signature.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to adopt Resolution authorizing publication of existing ordinances, as required by Iowa Code Section 331.302(9).  Roll Call:  All Ayes. Motion Carried. NOW, THEREFORE, BE IT RESOLVED, that the Chickasaw County Board of Supervisors adopt by resolution the Code of Ordinances by passing this resolution. PASSED, APPROVED AND ADOPTED this 7lth day of February, 2011. AYES: /ss/ Virgil M. Pickar Jr., Chairman, Rick Holthaus, Tim Zoll, John Andersen, Jason Byrne. NAYS: NONE.  ATTEST: /ss/ Joan E. The Board reviewed the FY 2011-2012 county budget.

 

Motion by Holthaus, Seconded by Byrne to set public hearing for the FY 2011-2012 county budget for March 7, 2011 at 10:30 AM.  Roll Call:  All Ayes. Motion Carried.

 

The Board reviewed Resolution of the Chickasaw County Board of Supervisors setting the compensation for elected official as required by Iowa Code Section 331.907 for fiscal year 2011-2012.

 

Motion by Holthaus, Seconded by Andersen to adopt Resolution No. 02-07-08: Resolution of the Chickasaw County Board of Supervisors setting the compensation for elected official as required by Iowa Code Section 331.907 for fiscal year 2011-2012 and authorizes Chairman Signature.  Roll Call:  All Ayes. Motion Carried.  WHEREAS, the Chickasaw County Board of Supervisors has received the recommendations of the Chickasaw County Compensation Board which met on Thursday December 16, 2010; and WHEREAS, the Chickasaw County Board of Supervisors has determined that the proposed salary recommendation for the Board of Supervisors shall be reduced from the recommendation of $950.00 to that of $0.00 for the fiscal year 2011-2012; and WHEREAS, the Chickasaw County Compensation Board recommended a proposed increase for the Sheriff of $3,000.00, Auditor $1,700.00, Treasurer $1,700.00, Recorder $1,700.00 and Attorney $2,000.00.  The Chickasaw County Board of Supervisors hereby reduces the recommended proposed increases by 50% thus resulting in the following:  Sheriff receiving $1,500.00, Auditor $850.00, Treasurer $850.00, Recorder $850.00, and Attorney $1,000.00; and NOW THEREFORE BE IT RESOLVED the Board of Supervisors of Chickasaw County, Iowa hereby sets the compensation increase of the Chickasaw County elected officials to be as follows: Supervisors $0.00, Sheriff $1,500.00, Auditor $850.00, Treasurer $850.00, Recorder $850.00 and Attorney $1,000.00, for the fiscal year 2011-2012. County Attorney Patrick Wegman met with the Board to go into closed session.

 

Motion by Andersen, Seconded by Holthaus to go into closed session according to Iowa Code Section 21.5(1) (c) at 11:15 AM.  Roll Call:  All Ayes. Motion Carried.

 

Discussion followed.

 

Motion by Byrne, Seconded by Andersen to exit closed session at 12:20 PM.  Roll Call:  All Ayes. Motion Carried.

 

The Board recessed at 12:25 PM and reconvened at 1:30 PM.

 

Budget Worksession.

 

Motion by Byrne, Seconded by Andersen to adjourn the meeting at 4:20 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, February 8, 2011 with all members present:  Pickar, Zoll, Holthaus, Byrne, and Andersen. .  The meeting was called to order by Chairman Pickar. Mail was opened and distributed. 

 

Custodian Dave Gorman met with the Board for a departmental update.

 

Conservation Director Brian Moore met with the Board for a departmental update.

 

County Attorney Pat Wegman met with the Board for an update on legal matters.

 

The Board reviewed Custodian Dave Gorman wage proposal increase of $750.00 to his base salary for FY 2011-2012.  Discussion followed.

 

Motion by Zoll, Seconded by Holthaus to approve a wage increase of $750.00 to his base salary of $29,500.00 for FY 2011-2012.  Roll Call:  All Ayes. Motion Carried.

 

The Board recessed at 12:10 PM and reconvened at 1:00 PM

 

Budget Worksession.

 

The Board received and filed IDNR Manure Management Annual Update for Denner Site. (ID#64312) in Section 21 of Stapleton Township located 2295 Union Avenue, Lawler, IA 52154. 

 

The Board received and filed IDNR Manure Management Plan for the Koudelka Site-Linden Creek LLC. (ID# New Site) in Section 26 of Jacksonville Township. 

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at 3:10 PM.  Roll Call: All Ayes. Motion Carried.
