FEBRUARY 21, 22, & 26, 2011


The Courthouse and offices were closed in observance of the Presidents’ Day Holiday.


The Board convened on Tuesday, February 22, 2011 with the following members present:   Zoll, Holthaus, Byrne, and Andersen. Absent: Pickar.  The meeting was called to order by Vice-Chairman Holthaus. Mail was opened and distributed. 


Motion by Andersen, Seconded by Byrne to approve agenda for February 21& 22, 2011 with the correction of Assistant County Engineer.   Roll Call: All Ayes. Motion Carried.


Motion by Andersen, Seconded by Zoll to approve board minutes of February 14 & 15, 2011.   Roll Call:  All Ayes.  Motion Carried.


Assistant County Attorney Mark Huegel and County Attorney’s Secretary Tammy Schnurr met with the Board to present copier quotes as follows:  Riley’s Inc.: $ 3500.00 for a CS-2560 (25 copies per minute) and $4000.00 for 300i (30 copies per minute.)


Motion by Andersen, Seconded by Byrne to approve the quote for the purchase a 300i copier from Riley’s Inc. in the amount of $4000.00. Roll Call:  All Ayes. Motion Carried.


The Assistant County Engineer John Murray met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; pushing snow back all week; one way plows out Sunday; one way plows out Monday; Sunday a tree down east of Gilmore on 170th Street-pushed off road with the maintainer; design/plan T-76 and B-57 PCC overlay, Carlson program; bridge inspection program; repaired bridge 180th east of Asherton; making chains; 203 excavator out Thursday and Friday; Water along road or over roads 230th West Asherton, 140th West of LaSalle; 230th West of Exeter; 250th West of Fayette; 150th West of Highway 63; called out Friday for hole in road on 200th East of Panora; etc.


Discussed the County Budget for FY 2011-2012.


The Board received and filed IDNR Manure Management Annual Update for Northwood Creek LLC (ID#64407) in Section 14 of Paris Township, Howard County located 20526 Quail Avenue, Lawler, IA 52154. 


The Board received and filed IDNR Manure Management Annual Update for Bill and Tod Elliott (ID#58726) in Section 20 of Fredericksburg Township located 2969 290th Street, Fredericksburg, IA 50630. 


Motion by Byrne, Seconded by Andersen to adjourn the meeting at 12:25 PM.  Roll Call: All Ayes. Motion Carried.


The Board convened on Saturday, February 26, 2011 at 10:35 a.m. at the Farm Bureau Building in New Hampton in a work session-public forum with the following members present:   Andersen, Byrne, Holthaus, and Pickar present. Absent: Zoll.  The meeting was convened by Chairman Pickar. Mail was opened and distributed. 


After a brief introduction by Chairman Pickar, a variety of topics was discussed including the following: gun control on county property and whether county roads are owned by the county; actions to improve courthouse security; commendations from several parties about the performance of the county roads department;  concerns about the funding of county roads especially through the road use tax; the strategies for plowing roads for snow removal especially with respect to low use roads and the need for pushing snow into ditches to reduce the amount of work to be done on the roads during wet springs; the challenge of building roads to adequately handle heavier farm equipment and trucks; some ideas for changing the grid system of county roads in Iowa; the amount of rock on county roads and the need to get in front of the rock issue; the specifications for the hardness of rock for use on the county roads; the desire for a better truck route especially from the north instead of the one that leads through downtown New Hampton; road embargos; the ages (in terms of 1000’s of hours of use on county road equipment and the costs of new equipment; the amount of time it takes to clear the county roads after a normal snowfall; the causes of the “washboard” roads; the mutual responsibility between Chickasaw and Howard county for maintaining  “border” roadways; questions about the status of the proposed county zoning ordinance; the history of the development of the zoning ordinance; questions and comments about budgets and the funding of the public employee pension funds; and questions about the county’s position on requests from the City of New Hampton on funds for the airport. 


The work session-public forum was adjourned at 11:33 p.m.
