COUNTY BOARD MINUTES

 SEPTEMBER 5 & 6, 2011

 

The Courthouse and offices were closed-Labor Day Holiday.

 

The Board convened on Tuesday, September 6, 2011 with all members present:  Pickar, Zoll, Holthaus, Andersen and Byrne.    The meeting was called to order by Chairman Pickar. Mail was opened and distributed.  Also present was a member from the media.

 

Motion by Holthaus, Seconded by Andersen to approve agenda for September 5 & 6, 2011. Roll Call: All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Zoll to approve board minutes of August 29 & 30, 2011.   Roll Call:  All Ayes.  Motion Carried.

 

Ken Rasing met with the Board for the approval of E-911 equipment for Narrow banding radios.  The equipment list included an Ops Base, Lea Base, Fire Base, EMS Base and a new mobile for the Sheriff’s Dept. for a total amount of $20,025.34 that will be totally funded from the E-911 budget.  Discussion followed. 

 

Motion by Andersen, Seconded by Byrne to approve the E-911 equipment for narrow banding as per E-911 board action in the amount of $20,025.34.  Roll Call:  All Ayes. Motion Carried.

 

Ken also discussed the secretarial position for the newspapers.

 

Ken Rasing also discussed with the Board the maintenance and operation of the local emergency management agency established pursuant to Chapter 29C to be funded through the General Supplemental levy as per Iowa Code Section 331.424(10).  Also present was Doug Strike.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Also present was Rick Noah and Jared Buckson.

 

Sealed bids for the purchase of two motorgraders were opened as follows:  Murphy Tractor & Equipment and Ziegler, Inc.  Murphy Tractor & Equipment bid 2011 John Deere for $238,309.00 less trade-in of $43,500.00 for net price of $194,809.00.  Murphy Tractor & Equipment had a guaranteed 5 year buy back option of $140,000.00.

Ziegler, Inc. bid 2011 Caterpillar for $260,065.00 less trade-in of $41,340.00 for net price of $218,725.00.  Ziegler, Inc. had a guaranteed 5 year buy back option of $135,000.00.  The trade in is a 1987 caterpillar motorgrader.  Discussion followed.

 

County Engineer Dusten Rolando recommended the Caterpillar, citing better fuel usage and customer service. The Board deferred action until the next scheduled meeting.

 

The County Engineer also discussed road department activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; reviewed county engineer’s FY 2011 annual report; entrance permits, sign repair in various locations; opening and closing roads; nighttime sign survey in a couple weeks; spot rocking at various locations; motorgrader demos, Caterpillar and John Deere; blades out all week; bridge repair at various spots; PCC patches on v14 and west of Alta Vista; met with City of Nashua, T76 paving; Groves bridge right of way continues; bridge review, repair several structures; R.O.W. cropping issues, etc.

 

Motion by Zoll, Seconded by Holthaus to approve the permit for Butler County REC for underground construction 8 miles east from Nashua on the Geneva Drewelow Farm.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Andersen to approve fireworks permit for Bryan Hugeback.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Zoll, Seconded by Holthaus to approve fireworks permit for Big Four Fair.  Roll Call:   All Ayes. Motion Carried.

 

Motion by Holthaus, Seconded by Andersen to approve and authorize chairman signature on IDPH County Substance Abuse Prevention Services Grant for FY 2012 for $1774.00.  Roll Call:  All Ayes. Motion Carried.

 

Land Use Administrator Jill Brincks met with the Board to review and approve minor subdivision.

 

Motion by Andersen, Seconded by Holthaus to approve and authorize Chairman Signature on approving the minor subdivision for Aaron Blatti.  Roll Call:  All Ayes. Motion Carried. RESOLUTION 09-06-11-28:  A RESOLUTION APPROVING THE MINOR SUBDIVISION OF PARCEL S IN THE NW ¼ -SE ¼ OF SECTION 6, TOWNSHIP 95N, RANGE 12W CHICKASAW COUNTY, IOWA.  WHEREAS, ON THE 6TH, DAY OF SEPTEMBER, 2011, at a regular meeting by the Chickasaw County Board of Supervisors, Chickasaw County, Iowa a minor subdivision plat of Parcel S in the NW ¼ -SE ¼ of Section 6, Township 95N, Range 12W Chickasaw County, Iowa. WHEREAS, the minor subdivision plat of Parcel S in the NW ¼ -SE ¼ of Section 6, Township 95N, Range 12W Chickasaw County, Iowa has been considered and should be approved.  NOW, THEREFORE, it is hereby resolved by the Chickasaw County, Iowa Board of Supervisors, that said Minor Subdivision Plat be approved, accepted and the Chairman is hereby directed to certify this Resolution of Approval.  PASSED AND APPROVED on this 6th day of September, 2011./ss/ Virgil M. Motion by Andersen, Seconded by Zoll to adjourn the meeting at Noon.   Roll Call: All Ayes. Motion Carried.
