COUNTY BOARD MINUTES

OCTOBER 10 & 11, 2011

 

The Board convened on Monday, October 10, 2011 with all members present:  Pickar, Byrne, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Pickar. Mail was opened and distributed.  Also present was a member from the media.

 

Motion by Andersen, Seconded by Byrne to approve agenda for October 10 & 11, 2011. Call: All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Holthaus to approve board minutes of October 3 & 4, 2011.   Roll Call:  All Ayes.  Motion Carried.

 

Conservation Director Brian Moore met with the Board for a departmental update.  Topics included a progress report on the Twin Ponds Project, progress report on the well at the Airport Lake Park, purchase of a new vehicle, Halloween hike is scheduled for Tuesday, October 11, 2011, progress report on the log cabin at Munson Park, etc.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; ditch cleaning on Jasper Avenue; entrance permits; entrance repair at various locations; snow plows are sandblasted and painted; blades out on Monday and Tuesday; mowing gravels, mowing hard surface roads; durapatch machine at various locations; spot rocking on 290th street IDOT west of 63; bridge repair at various locations; bridge design on Usher bridge; safety inspection, EMC review; uniform supplier quotes; school signs in Deerfield township; union negotiations in November; R.O. W Groves bridge, etc.

 

Treasurer Sue Breitbach met with the Board for review and approval of the treasurerís quarterly reports.  Sue Breitbach also gave a departmental update. 

 

Motion by Andersen, Seconded by Zoll to approve treasurerís quarterly reports, subject to audit.  Roll Call:  All Ayes. Motion Carried.

 

Ken Rasing met with the board for a progress report on the hiring of a secretary for the Environmental Health/E-911/Emergency Mgt. and Medical Examiner.

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at Noon.   Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, October 11, 2011 with all members present:  Pickar, Zoll, Holthaus, Andersen and Byrne.   The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

 

County Attorney Pat Wegman met with the Board to discuss a letter that the County Attorney wrote on October 6, 2011 to Attorney David Skilton addressing dog bites in the City of Fredericksburg and Nashua.

 

Custodian Dave Gorman and the City of New Hampton Waterworks Supervisor Jerry Heying met with the Board to discuss rust in the water at the Community Services Building. Two options were discussed: one is to install a filter system or iron filter system or meet with the City of New Hampton to possibly install big water lines.  Jerry Heying will run some tests and get estimates for a filter system or iron filter system and installation for the Community Services building.  

 

Motion by Holthaus, Seconded by Byrne to acknowledge the hiring of

Christy Roethler as secretary for the Environmental Health/E-911/Emergency Mgt. and Medical Examiner at the rate of $10.00 per hour as per union contract with an increase of $.50 cents per hour after the completion of six months probationary period effective October 12, 2011.  Roll Call:  All Ayes. Motion Carried.            

 

The Board reviewed the quarterly reports for Auditor, Recorder and Sheriff.

 

Motion by Andersen, Seconded by Zoll to approve quarterly reports for Auditor, Recorder and Sheriff, subject to audit.  Roll Call:  All Ayes. Motion Carried.

 

The Board met with Recorder Cindy Messersmith to discuss the process of the fees collected and disbursed in the Recorderís Office and questions regarding ATVís on county roads.

 

The Board allowed claims.

 

The Board received and filed IDNR Manure Management Annual Update for Amble Site (ID#66837) in Section 22 of Jacksonville Township located Odessa Avenue, Lawler, IA 52154.

 

The Board received and filed IDNR Manure Management Annual Update for  C & N Livestock Farms, LLC-Wenthold Site (New Site) in Section 20 of Dresden Township.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 11:00 AM.  Roll Call: All Ayes. Motion Carried.
