COUNTY BOARD MINUTES

OCTOBER 24 & 25, 2011

 

The Board convened on Monday, October 24, 2011 with all members present:  Pickar, Byrne, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Pickar. Mail was opened and distributed.  Also present was a member from the media.

 

Motion by Andersen, Seconded by Zoll to approve agenda for October 24 & 25, 2011.  Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve board minutes of October 17 & 18, 2011.   Roll Call:  All Ayes.  Motion Carried.

 

Assessor Doug Welton met with the Board to acknowledge the resignation of Eleanore Martin.

 

Motion by Holthaus, Seconded by Andersen to acknowledge the resignation of Eleanore Martin as office manager in the Assessorís office effective September 28, 2011.  Roll Call:  All Ayes. Motion Carried.

 

Doug will prepare a job description and advertisement for the position and have the Conference Board review it.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads, ditch cleaning on 280th Street; pulling up ditches on LaSalle Avenue; permits for various areas; school signs up in Deerfield Township; blades out all week; spot rocking in various areas; mowing gravels in the Lawler area; bridge repair; shop drawings completed as per EMC insurance request; T76 and B57 plans submitted; detour IDOT on T76 and B57; etc.

 

Motion by Holthaus, Seconded by Zoll to approve the permit for Hawkeye REC to place buried cable in the county right of way thru 150th Street East of Gilmore Avenue.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Byrne, Seconded by Andersen to approve the permit for Windstream to moving this pedestal south about 25 ft to accommodate the expansion of the entrance at 1930 Union Avenue for a new home.  Roll Call:  All Ayes. Motion Carried.

 

Discussed the K-9 department.

 

Motion by Byrne, Seconded by Holthaus to acknowledge the retirement of K-9 Deputy Ringo and to sell K-9 Deputy Ringo to his handler Reed Palo in the amount of $1.00.  Roll Call:  All Ayes. Motion Carried.

 

County Attorney Pat Wegman met with the Board to discuss the price Wildlife Habitat Property.

 

The IDNR made a motion to allow Chickasaw County to dispose of up to 127 acres known as the Price Wildlife Habitat and 100% of the proceeds will be used to acquire new habitat within 2 years, or 75 % of the proceeds will be returned to the Wildlife habitat Grant program.   It passed 4-1.  Pat Wegman will prepare a resolution for the Boardís review at the next meeting.

 

Motion by Andersen, Seconded by Holthaus to adjourn the meeting at Noon.   Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, October 25, 2011 with all members present:  Pickar, Zoll, Holthaus, Andersen and Byrne.   The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Supervisor Holthaus updated the Board on the Northeast Iowa Community Action meeting scheduled on Monday, October 24, 2011.

 

Conservation Director Brian Moore met with Board to review the 2010-2011 Weed Commissionersí Report.

 

Motion by Andersen, Seconded by Byrne to acknowledge and authorize Chairmanís signature on the 2010-2011 Weed Commissionerís Report.

 

CPC/TCM/GA director Sheila Kobliska met with the Board for a departmental update.

 

Motion by Andersen, Seconded by Byrne to approve the tax suspension for FY 2010-2011 as per General Assistance guidelines. Roll Call:  All Ayes. Motion Carried.

 

The Board reviewed the easement request with Butler County REC.

 

Motion by Zoll, Seconded by Holthaus  to approve the easement request with Butler County REC to place underground electric lines  in the SW ľ  SW ľ  of Section 28-T95N-R13 in Chickasaw County, Iowa..  Roll Call:  All Ayes. Motion Carried.

 

The Board allowed claims.

 

The Board received and filed IDNR Manure Management Annual Update for Don Kurtenbach-Kurppy Ltd. (ID#61912) in Section 20 of Stapleton Township located at 2145 Stanley Avenue, Lawler, IA 52154.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 11:10 AM.  Roll Call: All Ayes. Motion Carried.
