COUNTY BOARD MINUTES

 JUNE 4 & 5, 2012

 

The Board convened on Monday, June 4, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  

 

Motion by Andersen, Seconded by Byrne to approve agenda for June 4 & 5, 2012.   Roll Call: All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Andersen to approve board minutes of May 28 & 29, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

Assistant County Attorney Mark Huegel met with the Board to discuss the Troyna Property restoration project.  The Board will discuss the Troyna Property restoration project further at the Board meeting on Tuesday and after the  June 4th Conservation meeting.

 

The Board reviewed and discussed the Upper Cedar River Watershed Project.

 

Motion by Pickar, Seconded by Byrne to enter into an agreement with cities, counties and soil and water conservation districts of the upper cedar Watershed project and authorize Chairman signature:  Roll Call:  All Ayes. Motion Carried.  RESOLUTION 06-04-12-20 A RESOLUTION authorizing the chairman of the board of supervisors to sign and the county auditor to attest to an agreement between eligible counties, cities, and the soil and water conservation districts of the upper cedar watershed to establish and join a watershed  management authority within the iowa portion of the upper cedar watershed     WHEREAS, two (2) or more political subdivisions, defined under Iowa Code Section 466B as including cities, counties and/or soil and water conservation districts, are enabled under Chapter 28E of the Code of Iowa to enter into agreement to cooperate for the mutual advantage of the government involved; and WHEREAS, the County of Chickasaw deems a Watershed Management Authority agreement to be of mutual interest to the County and other parties to this agreement. NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Chickasaw County hereby authorize the Chairman of the Board of Supervisors to sign and the County Auditor to attest to the 28E Agreement between the eligible counties, cities and the soil and water conservations districts of the Upper Cedar Watershed to establish and join a Watershed Management Authority within the Iowa portion of the Upper Cedar Watershed.  PASSED AND APPROVED on this 4th day of June, 2012. /ss/ Rick Holthaus, Chairman, Board of Supervisors ATTEST:  /ss/ Joan E. The Board reviewed and discussed the Turkey River Watershed Management Project.

The Board deferred taking action until the next meeting.

 

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; work orders in various locations; entrance permits; mowed lawns and shops; blades out; dust control at various areas; mowing hard surfaces; mowing gravel; spot rocking at various locations; Division 1 contract rock today; PCC patching on V48; T76 and B57 project paving complete. Etc.

 

Motion by Pickar, Seconded by Zoll to approve fireworks permit for David Lechtenberg.  Roll Call:  All Ayes. Motion Carried.

 

CPC/TCM/GA Director met with the Board to discuss the MH-DD redesign and to set public hearing date for the Mental Health and Disability Management Plan for the Chickasaw County Social services.  The Board deferred action on the Resolution for to join the 28E intergovernmental Agreement for Mental Health & Disability Service Network called County Social Services until Tuesday’s meeting.,

 

Sheila Kobliska reviewed with the Board the outline of MHDS redesign Legislation and the timeline for Mental Health & Disability Services Redesign for FY 2013-2015.

 

Motion by Pickar, Seconded by Zoll to set public hearing date for June 25, 2012 at 11:00 AM for the Mental Health and Disability Management Plan for the Chickasaw County Social services.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Pickar, Seconded by Byrne to adjourn the meeting at 12:10 P.M.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, June 5, 2012 with all members present:   Holthaus, Byrne, Zoll, Pickar, and Andersen.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

Custodian Dave Gorman and Dave Randall with Randall Construction met with the Board for an update on the Courthouse Tuckpointing Phase III.  Topics discussed were the replacement of 3 stones above the balcony and the resurfacing or replacement of the floor balcony.  Discussion followed.  It was the consensus of the Board that Dave Randall gets estimates from the vendors and updates the Board in two weeks.

 

Conservation Director Brian Moore met with the Board for a departmental update. Also present was Assistant County Attorney Mark Huegel, Ken Rasing and Chad Humpal.  Topics discussed were the log cabin at Munson Park, chlorination system at Twin Ponds and the Airport Lake, and the Troyna Property restoration project.

Motion by Andersen, Seconded by Pickar to approve the resolution for to join the 28E intergovernmental Agreement for Mental Health & Disability Service Network called County Social Services.  Roll Call:  All Ayes. Motion Carried. RESOLUTION NUMBER-06-05-12-22 RESOLUTION TO JOIN 28E INTERGOVERNMENTAL AGREEMENT FOR MENTAL HEALTH & DISABILITY SERVICE NETWORK CALLED COUNTY SOCIAL SERVICES Whereas Code of Iowa, 2011, Chapter 331, Section 331.440(3) “A county may implement the central point of coordination process as part of a consortium of counties and may implement the process beginning with the fiscal year ending June 30, 1995.” Whereas a consortium of counties will provide greater equity of mental health & disability (MH/D) services in the region, Whereas a consortium of counties will provide greater equity of funding services in the region, Therefore, Chickasaw County resolves to join the County Social Services consortium by transferring Mental Health & Disability Services fund balance and the current MH/D Property Tax dollars to the County Social Services in exchange for equitable Mental Health & Disability Services coverage for residents of Chickasaw County by the last day of July, 2012. The Board allowed claims.

 

The Board received and filed IDNR Manure Management Plan for Schulz Farm Partnership-Home Farm (ID # 58254) in Section 15 of New Hampton Township located at 2581 220th Street, New Hampton, IA 50659.

 

The Board received and filed IDNR Manure Management Plan for Schulz Farm Partnership-South Farm (ID # 62397) in Section 22 of New Hampton Township located at 2271 Pembroke Avenue, New Hampton, IA 50659.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 11:15 AM to attend an Open House for B & J Construction Supply Inc.  Roll Call: All Ayes. Motion Carried.
