COUNTY BOARD MINUTES

 JULY 30 & 31, 2012

 

The Board convened on Monday, July 30, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.   Also present was a member from the media.

 

Motion by Andersen, Seconded by Byrne to approve agenda for July 30 & 31, 2012.   Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve board minutes of July 23 & 24, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

Ken Rasing met with the Board to open the quote(s) for wireless panic alarm system for the Courthouse.

 

Chairman opened sealed quotes received from Radio Communication in the amount of $7,017.26 and New Hampton Electric in the amount of $ 18,019.00.   Discussion followed.

 

Motion by Andersen, Seconded by Byrne to accept the quote from Radio Communication in the amount of $ 7,017.26 for a wireless panic alarm system for the Courthouse as per recommendation of Ken Rasing.  Roll Call: All Ayes. Motion Carried.

 

Ken Rasing also gave an update on the property in the City of Jerico. Discussion followed.  It was the consensus of the Board to follow the advice of the Assistant County Attorney Mark Huegel.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; work orders in various areas; entrance permits; helped clear trees in the City of Nashua due the windstorm; sealing shop floor; road closures from storm; division II contract rock completed; mowing gravels; spraying brush; spot blading, washboards; durapatcher east half; bridge repair list; painted bridge rails; day labor bridge 2040 starting; rock gradation at Jackson Quarry; signed plans, Winneshiek county line; right of way for Ushers bridge;  vinyl siding on the salt shed; etc.

 

Motion by Andersen, Seconded by Zoll to approve the permit for Windstream Communications to place load coils with existing buried cable along the 100th Street East of Highway 63 in two locations.  Roll Call:  All Ayes. Motion Carried.

 

 Motion by Pickar, Seconded by Andersen  to approve the permit for Windstream Communications to place load coils with existing buried cable along 100th Street West of Protivin in three locations and along V56 South of 100th Street in two locations. Roll Call:  All Ayes. Motion Carried.

 

Conservation Director Brian Moore met with the Board to discuss the Troyna Property farm rental lease. Also present was Assistant County Attorney Mark Huegel.  Discussion followed.  Assistant County Attorney Mark Huegel asked Brian Moore to find out the number of acres in CRP and tillable acres for the Troyna farm rental lease.  Brian will contact Assistant County Attorney Mark Huegel with the information.

 

Brian Moore also informed the Board that Doug Janke, Iowa DNR specialist, regarding the Troyna Wetland Restoration work. Doug Janke is  working on the specs to take out the electric pump out of the original proposal and is anticipating approval by late fall of 2012 so the permits can be issued in the winter of 2012 and start work the spring of 2013.

 

County Attorney Pat Wegman met with the Board to discuss the Price Wildlife Habitat Property. Also present was Assistant County Attorney Mark Huegel and Conservation Director Brian Moore.  Discussion followed.  The Board reviewed the resolution and deferred action on the setting the public hearing date until Tuesday’s meeting.

 

Received and place on file the State Auditor report for the North Iowa Juvenile Detention Services Commission ending June 30, 2011.

 

Received and filed Utica Township Annual Report for Receipts and Disbursements for FY 2011-2012.

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at 12:05 P. M.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, July 31, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

Eric Robinson with Robinson Telecommunications met with the Board to discuss and review the quote for new phone system for the Community Services Building.  Also present was Public Health & Home Care Services Administrator Kathy Babcock and Veterans Affairs Director Dave Jacobsen.  Discussion followed

 

Motion by Pickar, Seconded by Byrne to accept the quote in the amount of $ 9,105.92.           from Robinson Telecommunications for new phone system for the Community Services Building.  Roll Call:  Ayes:  Pickar, Andersen, Byrne, Holthaus.  Nays: Zoll.   Motion Carried.

 

Iowa Workforce Investment Act Director Fern Rissman met with the Board to discuss office space.  Also present was CPC/TCM/GA Director Sheila Kobliska and a member from the media.

 

Fern Rissman gave the Board an update on Iowa Workforce Investment Act Program.  Iowa Workforce Investment Act Program will no longer be able to rent at its current longer and Fern Rissman asked for help from the Board of Supervisors.  Discussion followed. It was the consensus of the Board and CPC/TCM/GA Director Sheila Kobliska could provide office space for the entity in the office located at 24 N. Chestnut, New Hampton, IA.  The office will be available every Tuesday from 8:00 to 4:30 PM effective September 11, 2012.

 

Rachel Narum, Pam DePuew, and Brian Huinker representing Midwest Group Benefits, Inc. met with the Board to review the second quarter health insurance statistical reports and to discuss health insurance renewal. 

 

The Board reviewed the resolution to set the public hearing date for the Price Wildlife Habitat.

 

Motion by Pickar, Seconded by Andersen to approve Resolution directing the Chickasaw

County Auditor to publish Notice of Hearing on the sale of real estate property in Chickasaw County, Iowa, Collectively known as Price Wildlife Habitat.  Roll Call:  All Ayes. Motion Carried.  RESOLUTION NO. 07-31-12-37 RESOLUTION DIRECTING THE CHICKASAW COUNTY AUDITOR TO PUBLISH NOTICE OF HEARING ON THE SALE OF REAL ESTATE PROPERTY IN CHICKASAW COUNTY, IOWA, COLLECTIVELY KNOWN AS PRICE WILDLIFE HABITAT WHEREAS, Chickasaw County, Iowa, owns certain real estate in Chickasaw County, Iowa collectively known as Price Wildlife Habitat, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that the continued ownership of Price Wildlife Habitat is a detriment to the citizens of Chickasaw County, Iowa, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that it is in the best interest of the citizens of Chickasaw County, Iowa that Price Wildlife Habitat be abandoned by Chickasaw County for the purpose of sale, and WHEREAS, a public hearing shall be set at which time and place the said Chickasaw County, Iowa Board of Supervisors will consider arguments for or against the selling of certain real estate owned by Chickasaw County, collectively known as Price Wildlife Habitat. NOW, THEREFORE, BE IT HEREBY RESOLVED that a public hearing thereon will be held in the Chickasaw County Board of Supervisors meeting room at the Courthouse in New Hampton, Chickasaw County, Iowa on the 20th day of August, 2012, at 1:30 p.m. in the conference room at the Community Services Building, located at 260 E. Prospect Street, New Hampton, IA, at which time and place the Chickasaw County Board of Supervisors will consider arguments for or against the sale of certain property owned by Chickasaw County, collectively known as Price Wildlife Habitat. BE IT FURTHER RESOLVED the Chickasaw County Auditor is hereby authorized and directed to cause to be published notice of such hearing on the time not less than four (4) days or more than twenty (20) days prior to the date herein established for hearing as provided by law.  A copy of said Notice of Public Hearing is attached hereto marked Exhibit “A”, and is incorporated herein as though set forth verbatim. EXHIBIT “A” NOTICE OF PUBLIC HEARING TO:  ALL RESIDENTS OF CHICKASAW COUNTY, IOWA YOU AND EACH OF YOU ARE HEREBY NOTIFIED that at a meeting held on July 31, 2012, the Chickasaw County Board of Supervisors passed Resolution No. 07-31-12-37 giving notice of its intent to consider the abandonment and sale of certain real estate owned by Chickasaw County, Iowa, collectively known as Price Wildlife Habitat. 

A public hearing on considering arguments for or against the selling of Price Wildlife Habitat will be held at 1:30 p.m. on August 20, 2012 in the conference room at the Community Services Building, located at 216 East Prospect Street, New Hampton, Iowa.

Written comments in support of or opposition at the sale of Price Wildlife Habitat may be sent to Board of Supervisors, PO Box 311, New Hampton, Iowa 50659 on or before the date set for hearing. BOARD OF SUPERVISORS, CHICKASAW COUNTY, IOWA

The Board received and filed IDNR Annual Update for Terry & Steven Schulz-Weidler Site (ID # 66436) in Section 36 of New Hampton Township located at Quinlan Avenue, New Hampton, IA 50659.

 

The Board received and filed IDNR Annual Update for Willow Creek, LLC-Fuss Site (ID # 57719) in Section 11 of Paris Township located at 17177 200th Street, Elma, IA 50628.

 

The Board received and filed IDNR Annual Update for Mike Klassen (ID # 59679) in Section 13 of Chickasaw Township located at 2130 Exeter Avenue, Ionia, IA 50645.

 

The Board received and filed IDNR Annual Update for North Lawler Farms, LLC-Lynch Finishers (ID # 63965) in Section 15 of Utica Township located at 1548 Union Avenue, Lawler, Iowa 52154.

 

Motion by Pickar, Seconded by Byrne to adjourn the meeting at 12:30 PM.  Roll Call: All Ayes. Motion Carried.
