COUNTY BOARD MINUTES
AUGUST 6 & 7, 2012
The Board convened on Monday, August 6, 2012 with all members present:Byrne, Holthaus, Andersen, Zoll, and Pickar.The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.
Motion by Andersen, Seconded by Pickar to approve agenda for August 6 & 7, 2012.Roll Call: All Ayes. Motion Carried.
Motion by Andersen, Seconded by Zoll to approve board minutes of July 30 & 31, 2012.Roll Call:All Ayes.Motion Carried.
AssistantCounty Attorney Mark Huegel met with the Board.The Board reviewed the bidding procedures for the County Farm Rental Property and the Troyna Rental Property Discussion followed.AssistantCounty Attorney Mark Huegel will make the revisions to the County Farm Rental Property and the Troyna Rental Property for the Boardís review at the next meeting.
The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.Topics included:maintenance and service of vehicles; maintenance of gravel roads; work orders in various areas; entrance permits, field drive; mowed shops, signing, railroad crossing; repair signs; spraying weeds; mowing hard surface roads; bladed out washboarding spots; mowing gravels, box culvert, Boyd bridge; painting bridge decks; fix lab roof; survey, bridges, culverts; right of way on Ushers bridge, railroad crossing; sidewalk in Ionia; utility permits; 28E agreement at Winneshiek County; opening 160th street; etc.
Motion by Pickar, Seconded by Andersen to approve permit for Windstream Communications to place buried cable along 240th Street and Odessa Avenue and install a new entrance along Odessa Avenue in Sections 28 & 29 of New Hampton Township.Roll Call:All Ayes.Motion Carried.
Motion by Zoll, Seconded by Byrne toenter into aJoint Public Service Agreement with Winneshiek County for Project STP-S-C096(99)-5E-19.Roll Call:All Ayes. Motion Carried.
Supervisor Holthaus updated the Board regarding the Conservation meeting held on August 2, 2012.
Motion by Pickar, Seconded by Andersen to adjourn the meeting at Roll Call: All Ayes. Motion Carried.

Joe Glaser met with the Board to request permission to for a Veteranís Memorial on the south side of the Courthouse grounds. Also present was Roger Nosbisch and Custodian Dave Gorman. Discussion followed.
It was the consensus of the Board to grant permission for a Veteranís Memorial on the south side of the Courthouse grounds.The committee will update the Board on the progress of the project.
Diane Murphy met with the Board to discuss the hiring of a part-time on call homemaker aide.
Motion by Pickar, Seconded byAndersen to acknowledge the hiring of Brittany Howard as part-time on call homemaker aide at $9.00 per hour and50 cents increase upon successfully completed probationary period as per union contract. effective August 6, 2012.Roll Call:All Ayes. Motion Carried.
Chief Deputy Todd Miller and Deputy Marty Hemann met with the Board for a departmental update.
Custodian Dave Gorman met with the Board to discuss the possibility of installing 2 ceiling fans in the dispatcherís area of the jail building. Also present was Chief Deputy Todd Miller.Discussion followed.Dave Gorman will contact vendors and the Board will review the quotes at the next meeting.
Custodian Dave Gorman met with the Board to discuss the part-time scheduled custodian position.It was the consensus of the Board to re-advertise the position for 20 hours per week.
Received and filed Washington Township Annual Report for Receipts and Disbursements for FY 2011-2012.
The Board received and filed IDNR Annual Update for Chickasaw Farms, LLC (ID 62444) in Section 22of DaytonTownship located at 2241 Jasper Avenue, New Hampton, IA 50659.
The Board received and filed IDNR Manure Management Plan for Mike Kurtenbach (ID New Site) in Section 17of StapletonTownship located at 2159 Stanley Avenue, Lawler, IA52154.
Received and filed Jendro Sanitation rural recycling collection for the month of July, 2012.
