COUNTY BOARD MINUTES

 AUGUST 27 & 28, 2012

 

The Board convened on Monday, August 27, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed

 

Motion by Byrne, Seconded by Pickar to approve agenda for August 27 & 28, 2012.   Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Zoll to approve board minutes of August 20 & 21, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

Motion by Byrne, Seconded by Pickar to approve Fireworks Permit for Cathy Skoda.  Roll Call:  All Ayes. Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; permits in various areas; entrance works; contract rock division IV; crack sealing on B57; mowing gravels in various areas; blading gravels, all week in different locations; edge rutting V14; siding salt shed; signing detour on 100th Street; placed bump signs on bridge on Ridgeway Blvd.; low water crossing repair; cross road pipes on 100th street; survey work; Groves Bridge letting-Taylor Construction; material audit on T76 and B57; etc.

 

Motion by Zoll, Seconded by Andersen to enter into an agreement with the City of Nashua for payment on resurfacing and other related work done on T76 from Iowa Hwy 346 north to the north corporation limits.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve a joint resolution with Howard County to support RISE Grant Application for paving project on Chickasaw/Howard County Line.  Roll Call:  All Ayes. Motion Carried. Resolution No. 08-27-12-38 WHEREAS, Chickasaw County is partnering with the Norman Borlaug Heritage Foundation and Chickasaw County Business and Tourism on the State of Iowa RISE application to improve roadways to the original Norman Borlaug boyhood farm and birthplace, and WHEREAS, Chickasaw County endorses the project that will continue to improve the visibility and access to the Norman Borlaug boyhood farm and birthplace where exceptional education and tourism activities currently reside, and WHEREAS, the current roadways to and around the Norman Borlaug boyhood farm and birthplace are County roadways dedicated to public use, and WHEREAS, the roadways are currently maintained by the County and under an improved state will continue to be maintained by the County, and WHEREAS, it is in the best interest of Chickasaw County and all other parties to promote the achievements of Dr. Norman Borlaug and preserve his original boyhood farm and birthplace and to advance the educational and tourism activities that offer themselves to this project, and NOW THEREFORE, in consideration of the aforementioned items, Chickasaw County supports the RISE application to the State of Iowa for the potential to improve existing roadways to and around the Norman Borlaug boyhood farm and birthplace:  COUNTY OF CHICKASAW, IOWA /ss/ Rick Holthaus, Chairman. Motion by Andersen, Seconded by Byrne to approve unpaid leave for Ryan Shawver as requested.  Roll Call:  All Ayes. Motion Carried.

 

Deputy Sheriff Todd Miller and Deputy Marty Hemann met with the Board for a departmental update.

 

County Attorney Pat Wegman, Assistant County Attorney Mark Huegel met with the Board for a departmental update.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 11:53 AM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, August 28, 2012 with all members present:   Byrne, Holthaus, Zoll, Andersen, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was a member from the media.

 

Chickasaw County Tourism Coordinator/Director Mary Schrandt-Prouty met with the Board for a departmental update and a progress report on the hotel/motel tax that will be on the General Election ballot this fall. 

 

Motion by Byrne, Seconded by Andersen to accept the Letter of Retirement from Marty Larsen as Chickasaw County Sheriff effective September 30, 2012.  Roll Call:  All Ayes. Motion Carried.  Also present was Assistant County Attorney Mark Huegel.

 

Motion by Byrne, Seconded by Pickar to approve Fireworks Permit for Gary Tenge.  Roll Call:  All Ayes. Motion Carried.

 

The Board allowed claims

 

The Board received and filed IDNR Annual Update for C & N Livestock Farms LLC-Seamans North (ID 66437) in Section 20 of Dresden Township located at Mission Avenue, Fredericksburg, IA 50630.

 

The Board received and filed IDNR Annual Update for SFF LLC-SFF Finisher (ID 66932) in Section 17 of Washington Township located at 150th Street, Alta Vista, IA 50603.

 

The Board received and filed IDNR Annual Update for Larry Nilges (ID 62496) in Section 4 of Sumner Township located at 1042 Usher Avenue, Sumner, IA 50674.

 

The Board received and filed IDNR Annual Update for Dale Reicks (ID 60643) in Section 23 of Jacksonville Township located at 1020 Pembroke Avenue, Lawler, IA 52154.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 12:15 P.M.   Roll Call: All Ayes. Motion Carried.
