COUNTY BOARD MINUTES

 SEPTEMBER 3 & 4, 2012

 

The Courthouse and offices were closed-Labor Day Holiday.

 

The Board convened on Tuesday, September 4, 2012 with all members present:  Pickar, Zoll, Holthaus, Andersen and Byrne.    The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

Motion by Andersen, Seconded by Byrne to approve agenda for September 3 & 4, 2012. Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Pickar approve board minutes of August 27 & 28, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

Public Health & Home Care Services Administrator Kathy Babcock met with the Board

to discuss the seasonal flu vaccine for county employees and spouses for fall of 2012.

 

Motion by Pickar, Seconded by Andersen to approve proposal one for seasonal flu vaccine charge for county employees and spouse for the fall of 2012.  Roll Call:  All Ayes. Motion Carried.  The charge for the county employee will be paid by the County and the charge for employee spouse will be $12.50.  Dates for the County Employees and Spouse are scheduled for October 1, 2012 from 7:30 AM-1:00 PM and October 9, 2012 from 11:00 AM Ė 4:30 PM at the Community Services Building Meeting Room.

 

Kathy Babcock also discussed the mentoring/co-partnership specialist.  She has 4 applicants and will begin the interviewing process later this week.

 

The Assistant County Engineer John Murray met with the Board to discuss road departmental activities.   Topics included:  maintenance and service of vehicles; maintenance of gravel roads; ditch cleaning, entrances, crossroads; stop sign down at V18 and Hwy 18 (IDOT) sign; salt shed siding; road closure and opening on 100th Street (Monday and Thursday); sign survey east half of County; blading mowing hard surface and granular roads; spraying brush east half and west half of county; request sent out for slurry level areas; remove and relay two culverts on 100th Street on B16; removed day bridge north of 115th street on Asherton avenue; G.P.S. survey, rock gradation; office up on coming projects bridges 260th and 220th; Winneshiek county line; new freightliner in at Donís but waiting for parts for hydraulic; etc.

 

Motion by Zoll, Seconded by Pickar to approve a permit for MidAmerican Energy Co. to string new wires on existing overhead lines crossing the county right of way over 280th, 290th, 300th and 310th Streets west of Fayette Avenue.  Roll Call:  All Ayes. Motion Carried.

 

At 10:20 AM a member from the media was present.

 

Dave Randall with D. Randall Construction met with the Board to discuss the balcony floor.  Also present was Custodian Dave Gorman.   Dave Randall has contacted two vendors but no reply.  Dave gave the Board three options: 1. Take out the cement overlay completely and redo the cement overlay, 2. Patch in the cement overlay and apply a sealer, and 3. Place a rubber membrane and redo the drain for drainage.  Discussion followed.  It was the consensus of the Board to patch in the cement overlay and apply a sealer.

 

Dave Randall also informed the Board that he ordered the steel for the elevator equipment room.  Dave Randall will keep the Board updated on the progress.

 

Custodian Dave Gorman discussed the Courthouse restoration project.  He contacted Smith Restoration from Janesville, Wisconsin.  The company does restoration painting for churches around the country.  The company gave an estimate of approximately $2200.00 to restore some of the painted trim in the Courthouse. The Board deferred action and took under advisement.

 

Ken Rasing met with the Board to discuss the sale of the old rescue boat.  Ken Rasing would like permission from the Board to sell the old rescue boat at Gilbert Sales in Charles City on Saturday, October 6, 2012 and the proceeds go the rescue squad account for new equipment.  Discussion followed.

 

Motion by Zoll, Seconded by Andersen to authorize Ken Rasing to sell the old rescue boat at the Gilbert Sales in Charles City on Saturday, October 6, 2012 and the proceeds go the rescue squad account for new equipment.  Roll Call:  All Ayes. Motion Carried.

 

Assistant County Attorney Mark Huegel and Attorney Nathaniel Schwickerath met with the Board to discuss the Price Wildlife Habitat Property appraisal.  The Board deferred action until Monday, September 10, 2012.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 11:47 AM.  Roll Call: All Ayes. Motion Carried.
