COUNTY BOARD MINUTES

 SEPTEMBER 17 & 18, 2012

 

The Board convened on Monday, September17, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll and Pickar.   The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.

 

Motion by Byrne, Seconded by Andersen to approve agenda for September 17 & 18, 2012.   Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Pickar to approve board minutes of September 10 & 11, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; entrance repair work in various areas, entrance permits; ditch cleaning permits; blades out on gravels; mowing gravels; spot rocking in various locations; crack filling this week; mowed lawn at shop; sign repair in various locations; started night time survey of signs in the west half; bridge repair, erosion control; survey work at Groves bridge; etc.

 

Dusten Rolando discussed with the Board the Title VI Compliance for Chickasaw County. Discussion followed.  It was the consensus of the Board that the County Engineer will make the revisions to the Standard DOT Title VI Assurances document and the agreement between the IDOT and Chickasaw County. The Board will review the documents and take action at the next meeting.

 

The Board opened four bids for the 2013 county farm rental property.  Those present included: Gordon Davis Jr., Bruce Lantzky, Dale Rosonke, Robert Schellhorn and County Attorney Mark Huegel.  Initial bids were opened and read as follows: Gordon F. Davis Jr. $250.00 per acre; Bruce Lantzky $350.00 per acre; Dale Rosonke $280.00 per acre; and Robert Schellhorn $ 250.00 per acre.   The bidding procedure allowed for an auction process and was raised by $5.00 increments. 

 

Motion by Byrne, Seconded by Zoll to accept the bid of $445.00 per acre by Gordon F. Davis Jr. for a three year lease of 66.5 acres county farm rental and authorize Chairman signature on the lease agreement.  Roll Call:  All Ayes. Motion Carried.

 

At 11:15 AM the Board opened one bid for the 2013 Troyna farm rental property.  Those present included: Dale Rosonke, Conservation Director Brian Moore, and Assistant County Attorney Mark Huegel.  Initial bid was opened and read as follows:

Dale Rosonke total bid $6,250.00.

 

Motion by Pickar, Seconded by Andersen  to accept the total bid of $6,250.00 by Dale Rosonke for a three year lease of 46.65 acres more or less, crop ground, 14.45 acres more or less hay ground only and 36.7 acres more or less, CRP ground Troyna farm rental property and authorize Chairman Signature on the lease agreement. Roll Call:  All Ayes. Motion Carried.

 

County Attorney Patrick Wegman, Assistant County Attorney Mark Huegel, Conservation Director Brian Moore Roger Tiemessen, County Assessor Doug Welton, Deputy Assessor Ray Armel and Attorney Nathaniel Schwickerath met with the Board to finalize the sale procedures for the Price Wildlife Habitat Property.  Discussion was held regarding the splitting of parcels comprising the Price Wildlife Habitat.  The splitting of certain parcels would benefit the citizens of Chickasaw County by making the parcels more attractive to bidders, thus obtaining a higher sale price at the time of the auction.

 

The Board will consider splitting the following parcels as indicated.

PARCELS TO BE SPLIT PRIOR TO THE SALE AND SOLD ACCORDINGLY

 

TRACT D

Original parcel 19-06-23-3-25-002 to be split as follows:

1)         Parcel 19-06-23-3-25-004 containing 3.48 acres m/l. located in the S1/2 of SW1/4 to be sold separately. 

2)         Parcel 19-06-23-3-25-003 containing 10.23 acres m/l. located in the N1/2 of SW1/4 to be combined with the following two parcels for purposes of this sale:

Parcel 19-06-23-325-001 containing 1.32 acres and,

Parcel 19-06-23-350-002 containing 0.33 acres

Total acres to be sold as one piece being 11.88 m/l

TRACT E

Original parcel 19-06-15-2-25-001 to be split as follows:

1)         Parcel 19-06-15-2-25-003 containing 1.96 acres m/l located in the NE1/4 of SW1/4 to be sold separately.

2)         Parcel 19-06-15-2-25-002 containing 7.09 acres m/l located in the NE1/4 of SW1/4 to be sold separately.

TRACT E

Original parcel 19-03-32-4-00-001 to be split as follows:

1)         Parcel 19-03-32-4-00-003 containing 0.50 acres m/l located in the NE1/4 of SE1/4 to be sold separately.

2)         Parcel 19-03-32-4-00-002 containing 6.70 acres m/l located in the NE1/4 to be sold separately.

TRACT G

Original parcel 19-03-19-1-75-001 acres corrected to a total of 16.01 based on current assessed acres and not by occupancy.  The parcel is to be split as follows:

1)         Parcel 19-03-19-1-75-004 containing 1.90 acres to be retained by Chickasaw County as this is being used in conjunction with the adjoining parcel 19-03-19-1-75-001.

2)         Parcel 19-03-32-4-00-003 containing 8.34 acres m/l located in the to be sold separately.

3)         Parcel 19-03-32-4-00-002 containing 5.77 acres m/l located in the N1/2 of NE1/4 to be sold separately.

 

The Board canvassed the Turkey Valley School Special Election held on September 11, 2012.

 

Motion by Pickar, Seconded by Andersen to approve the canvass of the Turkey Valley School Special Election and authorize Commissioner of Elections to certify results and record in Permanent Election Register.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 1:15 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, September 18, 2012 with all members present:   Byrne, Holthaus, Zoll, Andersen, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

Custodian Dave Gorman met with the Board to discuss the painting of some of the decorative trim in the Courthouse.  Discussion followed.

 

Motion by Pickar, Seconded by Zoll to accept the quote from Smith Restoration located in Janesville, Wisconsin in the amount of $2200.00 per week to paint some of the decorative trim in the Courthouse.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve the hiring of Brian Moudry as part-time scheduled custodian (up to 20 hours per week) at $10.00 per hour and $.50 cents increase upon successfully completing the probationary period effective September 25, 2012.  Roll Call:  All Ayes. Motion Carried.

 

Dave Gorman informed the Board that Dave Randall Construction will be finished with the Courthouse Tuckpointing Phase III this week. 

 

Motion by Byrne, Seconded by Andersen to approve unpaid leave for Christie Roethler as requested.  Roll Call:  All Ayes. Motion Carried.

 

The Board received and filed IDNR Annual Update for Zwanziger L.L.C. (ID 59516) in Section 3 of Bradford Township located at 1351 260th Street, Nashua, IA 50658.

 

Motion by Pickar, Seconded by Andersen to adjourn the meeting at 11:50 A.M.   Roll Call: All Ayes. Motion Carried.
