COUNTY BOARD MINUTES

 SEPTEMBER 24 & 25, 2012

 

The Board convened on Monday, September 24, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll and Pickar.   The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.

 

Motion by Pickar, Seconded by Andersen to approve agenda for September 24 & 25, 2012.   Roll Call: All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Andersen to approve board minutes of September 17 & 18, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

CPC/TCM/GA Director Sheila Kobliska met with the Board to review the actual TCM cost report for FY 2012 and to discuss the purchase of a desktop computer for the New Hampton Office.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; widen radius on 130th and Cheyenne Avenue; entrance repair in various areas; picked up rock on Durham Avenue ditch; permits in various areas; maintenance managers meeting in Ames this week; night time sign survey continues; edge rutting on Airport blacktop; mowing gravels; blading gravel roads; crack sealing on B57; spot rocking in various areas; bridge repair in various locations; structural culvert inspection; sand quotes $7399; etc.

 

County Engineer Dusten Rolando reviewed with the Board Title VI nondiscrimination agreement between Iowa Dept. of Transportation and Chickasaw County and Standard DOT Title VI assurances.

 

Motion by Pickar, Seconded by Zoll to implement Title VI nondiscrimination agreement between Iowa Dept. of Transportation and Chickasaw County, designating County Engineer Dusten Rolando as Coordinator and authorize Chairman Signature.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Andersen to approve the Standard DOT (Department of Transportation) Title VI assurances and authorize Chairman Signature.  Roll Call:  All Ayes.  Motion Carried.

 

County Attorney Patrick Wegman, Assistant County Attorney Mark Huegel, Conservation Director Brian Moore, County Assessor Doug Welton, Deputy Assessor Ray Armel and Attorney Nathaniel Schwickerath met with the Board to finalize the sale procedures for the Price Wildlife Habitat Property.  The Board reviewed the changes and the splitting of parcels comprising the Price Wildlife Habitat.

County Attorney Pat Wegman discussed the resolution to sell the real estate property in Chickasaw County known as Price Wildlife Habitat, Notice of Property for Sale, Bid Sheet, the indemnity clause, and bidders picking up the packets in the Auditor’s Office at a cost of $5.00 per packet.  The Attorney’s Office and the Assessor’s Office will make the revisions for the Board’s review at Tuesday’s meeting and the Board has scheduled a meeting for Thursday, September 27, 2012 at 9:30 AM to finalize the project.

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at Noon.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, September 25, 2012 with all members present:   Byrne, Holthaus, Zoll, Andersen, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

At 9:45 AM a Joint 28E Chickasaw-Mitchell Targeted Case Management Board convened via conference call.  Those present from Mitchell County were three supervisors: Bob Marreel: Stan Walk; and Joel Voaklander; Auditor Lowell Tesch,  TCM Director Sheila Kobliska, and members from the public,   Those present from Chickasaw County were Supervisors: John Andersen, Rick Holthaus, Tim Zoll, Jason Byrne, and Virgil M. Pickar Jr.; Auditor Joan E. Knoll.

 

Sheila Kobliska reviewed the FY 2012 Actual Cost Report and the quote for new desktop computer for the New Hampton Office.  Quote received from Riley’s Inc. in the amount of $838.74.  Discussion followed.

 

Motion by Voaklander, Seconded by Andersen to approve and authorize Chairman Signature on the FY 12 Actual Cost Report.  Roll Call:  Mitchell County:

Ayes: Voaklander, Walk, Marreel; Chickasaw County: Holthaus, Andersen, Zoll, Byrne, Pickar. Motion Carried.

 

Motion by Pickar, Seconded by Voaklander to accept the quote from Riley’s Inc. in the amount of $838.74 for a new desktop computer for the New Hampton Office.  Roll Call:  All Ayes. Motion Carried.

 

Sheila Kobliska also gave a case management department update.

 

Motion by Voaklander, Seconded by Byrne to adjourn at 9:52 AM.

 

The Board discussed the “Social Host Ordinance.” Also present was a member from the media and Richard Holschlag. At 10: 40 A.M. Chief Deputy Todd Miller and at 10:50 A.M. the County Attorney Pat Wegman joined the discussion. 

 

County Attorney Patrick Wegman, Assessor Doug Welton, Deputy Assessor Ray Armel, and Conservation Director Brian Moore met with the Board to finalize the sale procedures for the Price Wildlife Habitat Property.  Also present was Attorney Nathaniel Schwickerath.  The Board reviewed the documents prepared by the Attorney’s Office and Assessor’s Office.  The Board discussed some additional revisions to the documents. The Attorney’s Office and Assessor’s will make the revisions to the documents for the Board’s review at the special board session on Thursday, September 27, 2012.

 

Motion by Zoll, Seconded by Byrne to approve and place on file First Judicial District Department of Correctional Services Report ending June 30, 2012. Roll Call:  All Ayes. Motion Carried.

 

The Board discussed Northeast Iowa RC & D.  It was the consensus of the Board to join the Northeast Iowa RC & D.   Supervisor Holthaus will contact the Chickasaw Soil and Water Conservation and update the Board at a later date.

 

County Auditor Joan E. Knoll discussed with the Board a possible wage increase for

Election Precinct Officials serving as Chairpersons. Discussion followed.

 

Motion by Andersen, Seconded by Byrne to approve an increase of $.25 per hour for the Election Precinct Officials serving as Chairpersons effective October 1, 2012.  Roll Call:  All Ayes. Motion Carried.

 

Received and filed Dresden Township Receipts and Disbursement annual report for FY 2011-2012.

 

Received and filed Dayton Township Receipts and Disbursement annual report for FY 2011-2012.

 

Received and filed Jacksonville Township Receipts and Disbursement annual report for FY 2011-2012.

 

The Board allowed claims

 

The Board received and filed IDNR Annual Update for Eickhoff Site (ID) in Section 31 of Eden Township in Fayette County.

 

The Board received and filed IDNR Annual Update for Randy Burgart (ID 650165) in Section 8 of Dresden Township located at 2676 Mission Avenue, New Hampton, IA 50659.

 

The Board received and filed IDNR Annual Update for C & N Livestock Farms LLC-Wenthold Site (ID 66940) in Section 20 of Dresden Township located at 280th Street, Fredericksburg, IA 50630.

 

The Board received and filed IDNR Annual Update for Harold Lantow-Lantow Site 2 (ID 59760) in Section 12 of Dresden Township located at 2796 260th Street, Fredericksburg, IA 50630.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at Noon.   Roll Call: All Ayes. Motion Carried.

 

The Board convened on Thursday, September 27, 2012 with the following members present:   Byrne, Holthaus, Andersen, and Pickar.   Absent: Zoll.   The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

County Attorney Patrick Wegman, Assessor Doug Welton, Deputy Assessor Ray Armel, Assistant County Attorney Mark Huegel met with the Board to discuss and finalize the sale procedures for the Price Wildlife Habitat Property.  Attorney Nathaniel Schwickerath joined the discussion at 10:30 AM. A member from the media was present beginning at 10:30 AM.  Supervisor Pickar left for a meeting at 10:30 AM. Various revisions to the Bid Sheet and Notice of Sale of the Property were discussed.  The Public Bidding Packet on the Price Wildlife Habitat Property will be available on Tuesday, October 2, 2012 in the Auditor’s Office for $5.00.

 

Motion by Andersen, Seconded by Byrne to approve and authorize Chairman Signature on resolution 09-27-12-40.  Roll Call:  All Ayes. Motion Carried. RESOLUTION NO.  9-27-12-40  RESOLUTION OF THE CHICKASAW COUNTY BOARD OF SUPERVISORS TO SELL REAL ESTATE PROPERTY IN CHICKASAW COUNTY, IOWA, COLLECTIVELY KNOWN AS PRICE WILDLIFE HABITAT WHEREAS, Chickasaw County, Iowa, owns certain real estate in Chickasaw County, Iowa collectively known as Price Wildlife Habitat, and  WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that the continued ownership of Price Wildlife Habitat is a detriment to the citizens of Chickasaw County, Iowa, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that it is in the best interest of the citizens of Chickasaw County, Iowa that Price Wildlife Habitat be abandoned by Chickasaw County for the purpose of sale, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has complied with Iowa Administrative Code 571-23.14(2) Land Disposal, and has the approval of the Iowa Natural Resources Commission to dispose of the land, and WHEREAS, a public hearing was held at which time and place the said Chickasaw County, Iowa Board of Supervisors considered arguments for or against the selling of certain real estate owned by Chickasaw County, collectively known as Price Wildlife Habitat, and WHEREAS, following said public hearing the Board of Supervisors for Chickasaw County, Iowa, has determined that it will sell said real estate collectively known as Price Wildlife Habitat.  NOW, THEREFORE, BE IT HEREBY RESOLVED that real estate owned by Chickasaw County, Iowa, collectively known as Price Wildlife Habitat will be sold in a manner and place to be determined by the Board of Supervisors of Chickasaw County, Iowa.
