COUNTY BOARD MINUTES

OCTOBER 15, 16, & 19, 2012

 

The Board convened on Monday, October 15, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll and Pickar.   The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

Motion by Pickar, Seconded by Zoll to approve agenda for October 15 & 16, 2012.   Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve board minutes of October 8 & 9, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

Conservation Director Brian Moore met with the Board to discuss the Troyna Property easement.  Also present was Assistant County Attorney Mark Huegel.  Brian Moore will discuss the three possible options with the Conservation Board at the November meeting and update the Board at a later date.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; work orders in various areas; permit, ditch cleaning; removed dirt pile on 190th Street north of shop; getting trucks ready for winter; signing repairs as needed; V14 crack sealing; mowing hard surface roads on the west side; spot rocking in various locations; blades out after rain; bridge repair in various locations; survey work, bridges, staking; wetland mitigation site; advertising equipment operator; Groves bridge starting today; etc.

 

Motion by Andersen, Seconded by Pickar to approve the permit for Windstream Communications Inc. to place temporary buried cable along 260th street for bridge replacement project.  Roll Call:  All Ayes. Motion Carried.

 

The Board recessed at 11:30 AM and reconvened at 1:00 PM

 

The Chairman opened the sealed bids for the Price Wildlife Habitat Property. Also present were Duane R. Schwickerath, Gladys Christoph, George Freidhof, Kenneth L. Shatek, Conservation Director Brian Moore, Ed Suhr, Della Reiser, Gail Carolan, Edward Gebel, Curtis Schwickerath, Mark Schwickerath, Dale Tiemessen, Nathaniel Schwickerath, Roger Tiemessen, Donald Caspersen, County Attorney Patrick Wegman and Assistant County Attorney Mark Huegel.

Motion by Byrne, Seconded by Andersen to adjourn the meeting at 2:20 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, October 16, 2012 with all members present:   Byrne, Holthaus, Zoll, Andersen, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

Dave Gorman discussed with the Board the contract with Smith Restorations, LLC to repairs to decorative moldings, decorative painting touch-ups painted symbolism/decoration touch-ups and water damaged ceiling in the Court Room.  Also present was Assistant County Attorney Mark Huegel.

 

Motion by Zoll to not enter into a contract with Smith Renovations, LLC due to price difference in the verbal bid of $2,200.00 per week to the contract bid of $3.000.00 per week.  Motion died to lack of second.  The Board will defer action until next week.

 

Custodian Dave Gorman met with the Board to review quotes for the sidewalk repair at the Courthouse and the Vets Building, the cell repair at the Jail Building, the tree removal at the Vets Building and the front step removal at the Vets Building.

 

The Board reviewed the quotes.

 

Motion by Byrne, Seconded by Andersen to accept the quote from Jerry Tank Masonry in         

the amount of $1,705.00 for sidewalk repair at the Courthouse.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Pickar, Seconded by Andersen to accept the quote from Jerry Tank Masonry in the amount of $1,350.00 for sidewalk repair at the Vets Building.  Roll Call:  Ayes: Pickar, Andersen, Byrne, Pickar.  Nays: Zoll.  Motion Carried.

 

Motion by Pickar, Seconded by Byrne to accept the quote from L & R Manufacturing, LLC in the amount of $525.00 for cell repair at the Jail Building.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Pickar, Seconded by Byrne to accept the quote from Bob Rosonke in the amount of $900.00 for tree removal at the Vets Building.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Andersen to accept the quote from Jerry Tank Masonry in the amount of $ 300.00 for front step removal at the Vets Building.  Roll Call:  All Ayes. Motion Carried.

 

Assistant County Attorney met with the Board to modify a deed restriction.  Also present was Land Use Administrator Jill Brincks.  Discussion followed.  Assistant County Attorney Mark Huegel will meet with the Board at a later date when all the documentation is signed and completed.

 

Jon Scharf, representing Howard R. Green Company, met with the Board for an update on the landfill.  Also present was Ken Rasing.  

 

The Board received and filed IDNR Annual Update for Bodensteiner Site-Gerald Lynch (ID # 58597) in Section 27 of Utica Township located at 1779 Vanderbilt Avenue, Lawler, IA 52154.

 

The Board received and filed IDNR Annual Update for Mike Kurtenbach (ID # New Site)) in Section 17 of Stapleton Township located at 2159 Stanley, Lawler, IA 52154.

 

The Board received and filed IDNR Annual Update for Wesley, Ltd.-Rings Site (ID # 66115) in Section 35 of Cedar East Township located at 1203 Windfall Avenue, Charles City, IA 50616.

 

Motion by Byrne, Seconded by Andersen to adjourn the meeting at 11:44 A.M.   Roll Call: All Ayes. Motion Carried.

 

The Board convened at 9:00 AM on Friday, October 19, 2012 at the Chickasaw Event Centre with all members present:   Byrne, Holthaus, Zoll, Andersen, and Pickar.  The meeting was called to order by Chairman Holthaus.  

 

Motion by Zoll, Seconded by Andersen to approve agenda for October 19, 2012.   Roll Call: All Ayes. Motion Carried.

 

Supervisor Holthaus discussed the minimum bid raise.

 

Motion by Andersen, Seconded by Byrne to approve the minimum bid raise requirement of $100.00.  Roll Call:  All Ayes. Motion Carried.

 

Supervisor Holthaus asked Assistant County Attorney Mark Huegel to start the auction process on several parcels of the Price Wildlife Habitat Property.

 

Motion by Pickar, Seconded by Andersen to accept the bid from Mark Schwickerath in the amount of $35,000.00 and to sell parcel #19-06-23-3-25-003 to Mark Schwickerath.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Zoll to accept the bid from Roger Tiemessen and Dale Tiemessen in the amount of $12,100.00 and to sell parcel #19-06-22-1-00-002 to Roger Tiemessen and Dale Tiemessen.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Pickar to accept the bid from David Brus in the amount of $3,308.00 and to sell parcel # 19-03-33-3-50-002 to David Brus. Roll
