COUNTY BOARD MINUTES

APRIL 29 & 30, 2013

 

The Board convened on Monday, April 29, 2013 with all members present:  Holthaus, Andersen, Byrne, Geerts, and Zoll.   The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was Gene Zimmer as an observer.

 

Motion by Andersen, Seconded by Zoll to approve agenda for April 29 & 30, 2013 with the deletion of the approval L. T. Tap Liquor License.   Roll Call: All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Andersen to approve board minutes of April 22 & 23, 2013.   Roll Call:  All Ayes.  Motion Carried.

 

Gene Zimmer left at 9:36 AM

 

At 9:30 AM   Sheriff Todd Miller met with the Board.  Also present were Attorney Pat Wegman, Assistant County Attorney Mark Huegel, and Chief Deputy Martin Hemann.

 

Motion by Andersen, Seconded by Geerts to go into closed session for personnel matter and pending litigation at 9:37A.M.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Byrne, Seconded by Geerts to end the closed session at 9:50 A.M.  Roll Call:  All Ayes. Motion Carried.

 

Gene Zimmer returned at 10:00 AM

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; NACE meeting in Des Moines, culvert township survey continues; ditch cleaning, entrances; signing repair and inventory shop signs, blades out all week; rocking Ivanhoe North of Highway 18 (1st mile 100%, 2nd mile spot rocking); Newell, Stevens Avenue off of Highway 18 (spot rocking); 150th near Pembroke (spot rocking); white deck plank repair, remove trees from 210th East Vanderbilt; general bridge repairs; York Avenue project continues; etc.

 

Motion by Byrne, Seconded by Zoll to set summer help wages for 2013.  Roll Call:  All Ayes. Motion Carried.

 

Chip Schwickerath met with the Board.  Also present were Attorney Michael Kennedy, Assistant County Attorney Mark Huegel, County Attorney Pat Wegman, Terry Denner, Charles Edson, Sheriff Todd Miller, and Chief Deputy Martin Hemann.

 

Supervisors responded to Chip Schwickerath submitted questions to the Board.  Discussion followed.

 

Ken Rasing met with the Board to discuss the 40 acres across the road adjacent to the Landfill property. Also present were County Attorney Pat Wegman, Assistant County Attorney Mark Huegel, and Conservation Director Brian Moore. The Secondary Road Department uses this property for stockpiling dirt, spreading leachate on the property, liability concerns, etc.  It was the consensus of the Board to keep the property as is and have County Attorney’s Office reply to Matt Moeller regarding the Board’s decision.

 

Motion by Andersen, Seconded by Byrne to approve and authorize Chairman Signature of the FY 2013-2014 Library Contract.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Geerts, Seconded by Andersen to adjourn the meeting at 12:35 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, April 30, 2013 with all members present:  Byrne, Zoll, Holthaus, Geerts and Andersen.    The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was Gene Zimmer as an observer and a member from the media.

 

Assessor Doug Welton met with the Board to review and approve the 2013 Slough Bill applications for property tax exemption through the Soil Conservation Slough Bill approval process.  Iowa law allows a 10% increase each year with the first year starting at 3,000 acres (in 1986).  The County has 4,366.11 acres as of January 1, 2013 versus an acre count of 4,455.15 as of January 1, 2012.  This is a decrease of 89.04 acres.  The present amount of acres that are allowed in the county is 5,314 acres.  Thirteen applicants did not complete 2013 renewal process and were disallowed the exemption.

 

Motion by  Andersen, Seconded by Zoll to approve the list as presented for 2013 slough bill applications and authorize Chairman Signature to sign notifications to thirteen         property owners not renewing 2013 slough bill applications.  Roll Call:  All Ayes. Motion Carried.

 

Farm Bureau Representatives Curt Franzen and Greg Richards met with the Board for a general discussion and an overview presentation on the Affordable Health Care. Also present was Assessor Doug Welton.

 

The Board discussed HR Collective Bargaining Negotiation written proposals and their presentations.   Discussion followed.  The Board narrowed their choices to two.

 

It was the consensus of the Board to notify PJ Greufe and have him send two contracts for review, one for HR audit and one for collective bargaining negotiations services.  The Board deferred action until the County Attorney’s Office reviews the contracts.

 

The Board received and filed IDNR Annual Update for Don Chambers (ID 58948) in Section 8 of Deerfield Township located at 1195 150th Street, Charles City, IA 50616.

  

Motion by Geerts, Seconded by Andersen to adjourn the meeting at 12:08 P.M.  Roll Call: All Ayes. Motion Carried.
