COUNTY BOARD MINUTES

 NOVEMBER 11 & 12, 2013

 

The Courthouse and offices were closed to observe Veteran’s Day.

 

The Board convened on Tuesday, November 12, 2013 at 9:30 AM with all members present:  Geerts, Zoll, Holthaus, Andersen and Byrne.    The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was Gene Zimmer as an observer and member from the media.

 

Motion by Andersen, Seconded by Byrne to approve agenda for November 11 & 12, 2013. Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Geerts to approve board minutes of November 4 & 5, 2013.   Roll Call:  All Ayes.  Motion Carried.

 

Board members proceeded to canvass the city elections held on November 5, 2013.  Also present were Rick and Pat Crooks.  There was a tie vote for council member for the City of Nashua for an unexpired two year term.  According to the City of Nashua ordinance under Chapter 45, the city elected not to have a runoff election or primary election and therefore under Iowa Code Section 50.44 the name is drawn by lot. Bob Mehman was drawn by lot by Supervisor Zoll.

 

Motion by Geerts, Seconded by Andersen to approve canvass of the city elections and authorize Commissioner of Elections to certify results to cities and record in Permanent Election Register.  Roll Call:  All Ayes. Motion Carried.

 

The Assistant County Engineer John Murray met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; ditch cleaning, tile line, crossroad culverts, entrance; Thursday work order training in Charles City; blades maintaining roads; placing wings post on maintainers; mowing weeds-paved roads; sign repairs county wide; bridge 1841 Durham avenue, bridge 1971 Windsor Avenue placing concrete and rip pap, abutments; bridge inspection, survey’s for 2014 constructions, November 11th-4 one-way trucks sanding and plowing from 10:00 AM-2:00 PM, etc.

 

Motion by Byrne, Seconded by Andersen to approve the permit for Hawkeye REC to place poles, anchors, and overhead power lines in the county right of way along Windsor Avenue & 195th Street northeast of Lawler as per recommendation of the Assistant County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve the permit for Windstream Communications to place buried cable in the county right of way along Durham Avenue south of 230th Street for a bridge repair project as per recommendation of  Assistant County Engineer.  Roll Call:   Ayes: Andersen, Byrne, Geerts, And Holthaus.  Abstain: Zoll. Supervisor Zoll decided to abstain was until the Assistant County Engineer Murray further investigates the matter regarding the buried cable-Iowa one call.  Motion Carried.

 

Motion by Geerts, Seconded by Byrne to set public hearing regarding vacating a portion of road in Section 23, T96, R12 for November 25, 2013 at 10:00 AM. in the Board Room on the 2nd Floor of the Courthouse as per recommendation of the Assistant County Engineer.  Roll Call:  All Ayes. Motion Carried.

 

The Board received and filed an Annual Update for James Heffelmeier-Whitetail (ID# 61488) in Section 19 of Chickasaw Township located at 1089 230th Street, Nashua, IA 50658.

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at 10:30 AM.  Roll Call: All Ayes. Motion Carried.
