COUNTY BOARD MINUTES JANUARY 6, 7, & 8, 2014 The Board convened on Monday, January 6, 2014 at 9:00 AM with all members present: Geerts, Byrne, Holthaus, Andersen, and Zoll. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media. Motion by Byrne, Seconded by Zoll to approve agenda for January 6-8, 2014. Roll Call: All Ayes. Motion Carried. Motion by Andersen, Seconded by Byrne approve board minutes of December 30 & 31, 2013 and January 2, & 3, 2014. Roll Call: All Ayes. Motion Carried. Chief Deputy Sheriff Marty Hemann met with the Board to discuss personnel matter. Discussion followed. Motion by Andersen, Seconded by Geerts to acknowledge the Sheriff Department’s report that the dispatch employee did not successfully complete the probationary period and the last date of employment in the Sheriff’s Office was December 31, 2013. Roll Call: All Ayes. Motion Carried. Chief Deputy Sheriff Hemann discussed with the Board the hiring of a full time dispatcher. Motion by Geerts, Seconded by Byrne to authorize the Sheriff’s Department to start the process of hiring a full time dispatchers. Roll Call: All Ayes. Motion Carried. Chief Deputy Sheriff Hemann presented to the Board two sealed bids for a new sheriff’s vehicle. The Board opened the two bids. One bid from Vern Laures Auto Center, Inc in the amount of $24,195.00 plus the patrol package in the amount of $1549.00 for a 2014 Dodge Charger and one bid from Stu Hansen Dodge in the amount of $22,695.00 but does not an address the patrol package. The Sheriff’s Department will review and compare the bids and report to the Board later today or at Tuesday’s meeting with the results. County Attorney Patrick Wegman met with the Board to discuss the letter regarding the health insurance billing. The Board reviewed the letter and it was the consensus of the Board that the County Attorney sends the letter to the provider. Data Processing Manager Doug Welton met with the Board to review FY 2014-2015 budget. Also present was Chief Deputy Sheriff Marty Hemann. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; brushing in various areas; 12-31-13, one ways out from 5:30- 11:30 AM; 1-1-14-one ways out form 5:00 -11:30 AM; 1-2-14-6 one ways out, motorgraders from 5:00 AM-5:00 PM; salt delivered, Thursday and Friday; 1-3-14- cleaning up, motorgraders, one ways; 1-4-14- 7 one ways out, east –west roads; 1-5-14- 1-one ways, city route; today, cleaning up with one ways, 2 routes drifts; calcium chloride delivered Friday; sign repair, mailbox repair; day labor protects; Ushers Bridge, delayed until 1-13-14; interview last week, engineering tech; FY 15 budget working on, etc. Motion by Andersen, Seconded by Zoll to adopt Resolution for county vehicles. Roll Call: All Ayes. Motion Carried. RESOLUTION 01-06-14-03. WHEREAS, unforeseen weather conditions do frequently damage the Chickasaw County Secondary Roads, thereby creating situations that are hazardous to the traveling public, and WHEREAS, damages arising from accidents and other actions by others, create hazardous conditions on the Secondary Roads that can result in damage or injury to the traveling public, and WHEREAS, the above actions may occur anytime, day or night, it is therefore, determined to be in the best interests of the COUNTY and the traveling public that certain individuals be given the responsibility of being available on a 24 hour basis so that immediate response can be made to accomplish temporary repair or installation of warning devices as to inform the traveling public of the conditions. Persons so designated shall be authorized to take vehicles, communications, and other equipment to their residences during times other than normal working hours. Vehicles and other equipment are to be used for official purposes only. Motion carried and Resolution adopted this 6th day of January, 2014. Knoll, Chickasaw County Auditor The Board discussed the designation of the official county newspapers. Also present was Dave Staley of the New Hampton Newspapers and Nashua Reporter. Discussion followed. Iowa Code Section 349.6 requires counties that designate two official newspapers to select those two newspapers showing the largest number of bona fide yearly subscribers living within the county as official newspapers. Motion by Geerts, Seconded by Andersen to rescind the motion passed on January 2, 2104 as follows: Motion by Geerts, Seconded by Byrne to designate the official county newspapers as follows: New Hampton Tribune and Fredericksburg Review. Roll Call: Ayes: Geerts, Andersen, Byrne, and Holthaus. Nays: Zoll. Motion Carried. Motion by Geerts, Seconded by Andersen to designate the official county newspapers as follows: New Hampton Tribune and Nashua Reporter. Roll Call: All Ayes. Motion Carried. Official Board minutes are available on the Chickasaw County Website. Recorder Cindy Messersmith met with the Board to review FY 2014-2015 budget. The Board recessed at 11:05 AM to attend New Hampton Industrial Development Corporation annual meeting luncheon at Big Ed’s Firehouse. The Board reconvened at 1:30 PM. Conservation Director Brian Moore met with the Board to review FY 2014-2015 budget. Mr. Moore also reviewed the 2013 Weed Commissioner Report. Also present was Conservation Board Member Bill Raine. Motion by Byrne, Seconded by Geerts to approve and authorize Chairman Signature on the 2013 Weed Commissioner Report. Roll Call: All Ayes. Motion Carried. Motion by Andersen, Seconded by Geerts to adjourn the meeting at 3:35 PM. Roll Call: All Ayes. Motion Carried. The Board convened on Tuesday, January 7, 2014 at 9:30 AM with all members present: Geerts, Zoll, Holthaus, Byrne, and Andersen. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media at 10:00 AM. Veteran Affairs Director Dave Jacobsen met with the Board to review FY 2014-2015 budget. The Board reviewed the Leave of Absence for the Veterans Affairs Director. Motion by Byrne, Seconded by Zoll to acknowledge the Leave of Absence from February 3, 2014 to March 12, 2014 for Veterans Affairs Director Dave Jacobsen. Roll Call: All Ayes. Motion Carried. Land Use Administrator Staci Schutte met with Board to review and approve minor subdivision for Meier. Motion by Byrne, Seconded by Geerts to approve and authorize Chairman Signature on the Resolution for the minor subdivision for R.J. Meier, Patrick Meier & Lawrence Meier. Roll Call: All Ayes. Motion Carried. RESOLUTION 01-07-14-04. RESOLUTION 1-7-14-04. A RESOLUTION APPROVING THE MINOR SUBDIVISION PLAT OF PARCEL E IN PART OF LOTS 1, 2 & 4 OF THE IRREGULAR SURVEY OF THE W1/2 OF THE NE1/4; PARCEL F IN PART OF LOTS 1 & 4 OF THE IRREGULAR SURVEY OF THE W1/2 OF THE NE1/4 AND IN THE E1/2 OF THE NE1/4; AND PARCEL G IN THE E1/2 OF THE NE1/4; ALL IN SECTION 16, TOWNSHIP 94 NORTH, RANGE 12 WEST OF THE 5TH P.M., CHICKASAW COUNTY, IOWA WHEREAS, ON THE 7th DAY of JANUARY, 2014 at a regular meeting by the Board of Supervisors, Chickasaw County, Iowa a minor subdivision plat of Parcel E in part of lots 1, 2 & 4 of the irregular survey of the W1/2 of the NE1/4; Parcel F in part of lots 1 & 4 of the irregular survey of the W1/2 of the NE1/4 and in the E1/2 of the NE1/4; and Parcel G in the E1/2 of the NE1/4; all in Section 16, Township 94 North, Range 12 West of the 5th p.m., Chickasaw County, Iowa was presented. WHEREAS, the minor subdivision plat of Parcel E in part of lots 1, 2 & 4 of the irregular survey of the W1/2 of the NE1/4; Parcel F in part of lots 1 & 4 of the irregular survey of the W1/2 of the NE1/4 and in the E1/2 of the NE1/4 ; and Parcel G in the E1/2 of the NE1/4; all in Section 16, Township 94 North, Range 12 West of the 5th p.m., Chickasaw County, Iowa has been considered and should be approved.NOW, THEREFORE, it is hereby resolved by the Board of Supervisors, Chickasaw County, Iowa that said Minor Subdivision Plat be approved, accepted and the Chairman is hereby directed to certify this Resolution of Approval. Knoll, Auditor Alicia Smiley with the Riverview Center met with the Board to present the FY 2014-2015 budget request in the amount of $2500.00. The request will be considered within the context of the total county budget. Custodian Dave Gorman met with the Board to review FY 2014-15 budgets for the Jail Building, Courthouse, Vets Building, and Community Services Building. Motion by Geerts, Seconded by Andersen to adjourn the meeting at 12:25 PM. Roll Call: All Ayes. Motion Carried. The Board convened on Wednesday, January 8, 2014 at 9:30 AM with all members present: Geerts, Zoll, Holthaus, Byrne and Andersen. . The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media at 10:25 AM Auditor Joan Knoll met with the Board to review the following budgets: Misc. Budgets Board of Supervisors and Clerk of Court for FY 2014/2015 budgets. Conservation Director Brian Moore met with the Board for an update on the Conservation meeting held on Monday, January 6, 2014. Also present were Conservation Board Members Lori Carey and Tom Soenen, Assistant County Attorney Mark Huegel and Denise Straw. Topic discussed included the Gilmore Wapsi Access Wetland Restoration aka the Troyna Property, the Price Wildlife Replacement Property, the Airport Lake Project and the Munson Park. Denise Straw gave an update on the Haus Park Project. Motion by Zoll, Seconded by Andersen to adjourn the meeting at 12:05 P.M. Roll Call: All Ayes.
