COUNTY BOARD MINUTES FEBRUARY 3 & 4, 2014 The Board convened on Monday, February 3, 2014 at 9:30 AM with all members present: Geerts, Byrne, Holthaus, Andersen and Zoll. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. At 10:00 AM a member from the media was also present. Motion by Byrne, Seconded by Andersen to approve agenda for February 3 & 4, 2014. Roll Call: All Ayes. Motion Carried. Motion by Zoll, Seconded by Andersen to approve board minutes of January 27 & 28, 2014. Roll Call: All Ayes. Motion Carried. Land Use Administrator Staci Schutte met with Board to review and approve minor subdivision for William Hoey. Motion by Byrne, Seconded by Geerts to approve and authorize Chairman Signature on the Resolution for the minor subdivision for William Hoey. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 02-03-14-05 RESOLUTION 02-03-14-05 A RESOLUTION APPROVING THE MINOR SUBDIVISION PLAT OF PARCEL A IN THE EAST HALF OF THE NORTHWEST QUARTER AND PARCEL B IN THE SOUTHEAST QUARTER OF THE NORTHWEST QUARTER BOTH IN SECTION 25, TOWNSHIP 96 NORTH, RANGE 12 WEST OF THE 5TH P.M., CHICKASAW COUNTY, IOWA WHEREAS, ON THE 3rd DAY of FEBRUARY, 2014 at a regular meeting by the Board of Supervisors, Chickasaw County, Iowa a minor subdivision plat of Parcel A in the East Half of the Northwest Quarter and Parcel B in the Southeast Quarter of the Northwest Quarter both in Section 25, Township 96 North, Range 12 West of the 5th P.M., Chickasaw County, Iowa was presented. WHEREAS, the minor subdivision plat of Parcel A in the East Half of the Northwest Quarter and Parcel B in the Southeast Quarter of the Northwest Quarter both in Section 25, Township 96 North, Range 12 West of the 5th P.M., Chickasaw County, Iowa has been considered and should be approved. NOW, THEREFORE, it is hereby resolved by the Board of Supervisors, Chickasaw County, Iowa that said Minor Subdivision Plat be approved, accepted and the Chairman is hereby directed to certify this Resolution of Approval. Knoll, Auditor The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles, maintenance of gravel roads; 1-27-14 everything out at 5:30 Am-6:00 PM; 1-28-14 everything out at 5:00 AM blower also; 1-29-14 Motorgraders pushing back; 1-30-14 everything out, normal time; 1-31-14 everything out, 5:00 AM; 2-1-14 one ways out at 5:30 AM to Noon; out cleaning up today; cleaning snow in the shop yard/parking lot; fixing mailboxes; wear and tear on vehicles, sensors, trucks, motorgraders; Usherís bridge, removal old bridge; concrete paving conference in Des Moines; skid loader quotes, today. Etc. Vendors present for the opening of sealed bids for a new skid loader were: Larry Heying representing Mitko LLC; Brad Tholen representing Star Equipment and Jared Buckson representing Zeigler Cat. Chairman Holthaus opened the sealed bids. There were six sealed bids from the following vendors: Bodensteiner Implement, New Hampton; Deike Implement, Waverly; Mitko LLC, New Hampton; New Hampton Red Power, New Hampton; Star Equipment, Cedar Rapids; and Zeigler Cat, Postville. County Engineer Dusten Rolando will review the bids and the Board deferred action until the February 10, 2014. A copy of the Bid tabulations is filed in the Engineerís Office. Dave Bonfig met with the Board on an update on Secondary Road equipment. Motion by Zoll, Seconded by Andersen to approve permit for Hawkeye REC to place overhead line along Vanderbilt Avenue and anchor in the county right of way at the intersection of Vanderbilt Avenue and 210th Street. Roll Call: All Ayes. Motion Carried. Supervisor Holthaus gave the board an update on the Farm Bureau Legislative Forum held on Saturday, February 1, 2014. The topics discussed were the EMS shortage, road use gas tax and school financing. Mr. Holthaus also gave the Board an update on the Heartland Meeting held on Thursday, January 30, 2014. County Attorney Pat Wegman met with the Board to discuss the written request to use the Courtroom on March 8, 2014 for the Republican Party Convention. Also present was Assistant County Attorney Mark Huegel. Motion by Andersen, Seconded by Geerts to allow the Republican Central Committee to use the district courtroom on Saturday, March 8, 2014 between 1:00 and 3:30 PM since the Republican Party County Convention has been held in the district courtroom for at least the last 50 years without incident and since there appears to be no written Board of Supervisors policy regarding the use of the district courtroom and that the Board of Supervisors develop and adopt an appropriate and reasonable policy or policies to regulate and safeguard the use or non-use of County-owned facilities by various groups as soon as practicable while ensuring public safety. Discussion followed. Motion by Geerts, Seconded by Zoll to call the question. Roll Call: Ayes: Geerts, Zoll, and Andersen. Nays: Byrne and Holthaus. Motion Carried. The Board proceeded to vote on the main motion. Roll Call: Ayes: Geerts, Zoll and Andersen. Nays: Byrne and Holthaus. Motion Carried. Received and filed Floyd-Mitchell-Chickasaw Solid Waste Management Agency Independent Auditorís Reports Financial Statement and Required Supplementary Information Schedule of Findings ending September 30, 2014. Budget Worksession Motion by Zoll, Seconded by Andersen to adjourn the meeting at 1:30 PM. Roll Call: All Ayes. Motion Carried. The Board convened on Tuesday, February 4, 2014 at 9:30 AM with all members present: Geerts, Zoll, Holthaus, Byrne and Andersen. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media. Conservation Director Brian Moore met with the Board for an update on the Conservation meeting held Monday, February 3, 2014. Topics discussed were the geothermal heating problem at Nature Center. Director Moore reported that four units would have to be repaired or replaced and that he has talked to Brian Gage who will give a written estimate. Discussion followed. Director Moore also indicated that Adam Geerts was coming out to evaluate the units. Director Moore presented his budget plan for addressing the problem. Brian Moore also identified projects to be completed by the end of FY 15 are: north entrance to the Nature Center, chlorination at Split Rock; wetlands access to the Troyna Property, Haus Park dam removal; sale of the log cabin at the Munson Park, aerator at Split Rock, new water line at the Airport Lake and staining the Nature Center. Motion by Andersen, Seconded by Geerts to correct January 2, 2014 Board Minutes. The January 2, 2014 minutes identified Geerts as both the person who moved and seconded the motion to appoint the various custodians of the county buildings. Auditor Knoll reported that her notes indicated that Geerts made the motion and that Zoll seconded the motion. Thus, the corrected motion reads as follows. Motion by Geerts, Seconded by Zoll to appoint the following as custodians of the following buildings in compliance with the Code of Iowa: Courthouse: Supervisors, Auditor: Community Services Building: Supervisors, Auditor: Law Enforcement Building: Supervisors. Heritage Residence: Supervisors. Human Services Building: Supervisors. Legal and Emergency Management Center: Supervisors. Roll Call: All Ayes. Motion Carried. Sylvia Mork with Prairie View Management, Inc. and Tori Reicherts, Director of the Heritage Residence met with the Board for a departmental update. Also present was CPC/TCM/GA Director Sheila Kobliska. Ms. Mork and Ms. Reicherts stated that the transition is smooth for the clients and staff; working on documentation process; looking for options to better service Chickasaw County. Building repairs update, etc. Budget worksession. Motion by Geerts, Seconded by Andersen to adjourn the meeting at 12:45 PM. Roll Call: All Ayes.
