COUNTY BOARD MINUTES APRIL 21 & 22, 2014 The Board convened on Monday, April 21, 2014 at 9:30 AM with all members present: Byrne, Holthaus, Andersen, Geerts, and Zoll. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media. Motion by Byrne, Seconded by Andersen to approve the agenda for April 21 & 22, 2014. Roll Call: All Ayes. Motion Carried. Motion by Zoll, Seconded by Andersen to approve board minutes of April 14 & 15, 2014. Roll Call: All Ayes. Motion Carried. Chickasaw County Rescue Squad Chairman Jeff Bernatz met with the Board to promote the upcoming raffle fundraiser event. The money will be used for E-911 equipment. Also present was Kraig Tweed, regional Extension & Education Director with Iowa State University Extension and Outreach and Jeremy McGrath. Jeremy McGrath also gave the Board an ambulance update. Jeremy McGrath signed a two year ambulance service contract with the City of Fredericksburg in the amount of $20,000.00 per year. Mr. McGrath updated the Board with the number of ambulance calls in the other cities. Also discussed were some dispatching concerns at the Sheriff’s Office and the desire to schedule a meeting with the Sheriff’s Department to resolve the concerns. Jeremy McGrath informed the Board that the billing issue has been resolved. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles, maintenance of gravel roads; 4-14-14, 4 one ways out; spot rock in various locations; motorgraders out all week; hearing tests on Tuesday 4-15-14; culvert survey, different townships; permits, driveways, ditch cleaning; sign repair, various areas; spot rock, dips over culverts; fixing guardrail; fixed bridge 290th, East of Vanderbilt; fixed wing pile, bridge 170th & Asherton; bridge inspection class, Roman, Ames; Usher’s Bridge, set beams; start decking this week; etc. New Hampton High School SADD (Students Against Destructive Decisions) Group met with the Board for a 10-15 minute presentation. Also present were: April McQuillen, Emily Schwickerath, Susan Schwickerath, Thea Throndson, Connor Frerichs, and Assistant County Attorney Mark Huegel Motion by Andersen, Seconded by Geerts to authorize Chairman Signature on Resolution for The Month of April 2014 “Alcohol Awareness Prevention Month” in Chickasaw County, Iowa. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 04-21-14-12 THE MONTH OF APRIL 2014 “ALCOHOL AWARENESS PREVENTION MONTH” IN CHICKASAW COUNTY, IOWA WHEREAS, Governor Terry Branstad aims for Iowa to become the Healthiest State in the Union, Chickasaw Connections, Inc., and New Hampton High School SADD have partnered to promote healthy choices and healthy lifestyles in Chickasaw County; and WHEREAS, alcohol continues to be the number one drug of choice among Chickasaw County youth; and WHEREAS, research shows the human brain continues to develop into a person’s mid-20’s and that development is influenced by a person’s environment and exposure to drugs and alcohol; and WHEREAS, people who begin drinking before age 15 are four times more likely to develop alcohol dependence at some time in their lives as compared to those who have their first drink at age 20 or older; and WHEREAS, underage drinking is linked to youth depression, academic failure, suicide, and violence, including sexual assault; and WHEREAS, alcohol continues to kill more youth than all other illegal drugs combined; and WHEREAS, studies show parents talking to other parents and taking other concrete steps to prevent underage drinking are the most powerful influences in a young person’s life; and WHEREAS, 59% of Chickasaw County juniors report having a full drink of alcohol as compared to 48% of their State of Iowa peers (2012 Iowa Youth Survey); and WHEREAS, 34% of Chickasaw County juniors report first drinking "more than a few sips of alcohol" by age 15 as compared to 23% of their State of Iowa peers (2012 Iowa Youth Survey); and WHEREAS, 42% of Chickasaw County juniors report having consumed at least one drink of alcohol in the last 30 days as compared to 26% of their State of Iowa peers (2012 Iowa Youth Survey); and WHEREAS, 35% of Chickasaw County juniors report binge drinking (5 or more within a couple of hours) in the past 30 days as compared to 19% of their State of Iowa peers (2012 Iowa Youth Survey); and WHEREAS, 24% of Chickasaw County juniors report that most of the students in their school feel it would be "wrong" or "very wrong" to drink alcohol as compared to 32% of their State of Iowa peers (2012 Iowa Youth Survey); and WHEREAS, despite these great strides, many youth report “easy access” to alcohol, and many parents or other adults are allowing their children to host parties where alcohol is present, and WHEREAS, even though we’ve made great progress, there is still a lot of work to do. NOW THEREFORE BE IT RESOLVED, that in furtherance of these important efforts, we, Chickasaw County Board of Supervisors, do hereby declare the month of April, 2014 Alcohol Awareness Month within Chickasaw County, and hereby invite citizens to pledge support for continued strategic efforts to reduce youth alcohol access and consumption in our county. DONE IN COUNCIL this 21st day of April, 2014. /ss/ Richard Holthaus, County Board Chair Jason Byrne, Supervisor John Andersen, Supervisor Tim Zoll, Supervisor Steve Geerts, Supervisor ATTEST: /ss/Joan Knoll, County Auditor Public Health and Homecare Services Administrator Kathy Babcock met with the Board to review the Substance Abuse Prevention Services Grant for FY 15 and gave a departmental update. Also present was Prevention Specialist Shelley Smith. The Board reviewed the agreement with Iowa Department of Public Health County Substance Abuse Prevention Services Grant for FY 15. Administrator Babcock explained how the grant was funded and the program that will utilize the funding. The grant is in the amount of $10,000.00 of which the County share is $7,500.00 and IDPH is $2,500.00. The evidence-based prevention services for families and children 0-18 in Chickasaw County will be used as follows: Star Mentoring Program $5,000.; New Hampton Middle School Life Skills Curriculum and Program $1,500; Advertising and Media Related Direct Service Programs $1,000; and Strengthening Families Program $2,500. Kathy Babcock also informed the Board that she is applying for additional grant money to expand the Star Mentoring Program in Nashua-Plainfield and Sumner-Fredericksburg Schools. Ms. Babcock is also exploring the partnership with Cedar Valley Hospice and also is receiving approximately $23,000 grant money for emergency preparedness. Motion by Geerts, Seconded by Zoll to approve the L.T. Tap License. Roll Call: All Ayes. Motion Carried. Motion by Byrne, Seconded by Andersen to approve fireworks permit for David Lechtenberg. Roll Call: All Ayes. Motion Carried. Motion by Andersen, Seconded by Geerts to adjourn the meeting at 12:05 PM. Roll Call: All Ayes. Motion Carried. The Board convened on Tuesday, April 22, 2014 at 9:15 AM with all the members present: Geerts, Zoll, Holthaus, Andersen, and Byrne. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media. Heritage Residence Administrator Tori Reicherts, Prairie View Management Inc. Representative Sylvia Mork and Greg Ernst with GA Ernst & Associates met with the Board to review the energy audit for the Heritage Residence. Discussion followed. Tori Reicherts also gave the Board an update on the Heritage Residence. At 11:06 AM Paul Greufe, county union negotiator, via phone conference met with the Board for a union contract update. Also present was Treasurer Sue Breitbach Motion by Geerts, Seconded by Andersen to enter into exempt strategy closed session as per Iowa Code Section 20; Section 17.3 at 11:08 AM. Roll Call: All Ayes. Motion Carried. Discussion followed. Motion by Andersen, Seconded by Zoll to exit exempt strategy closed session at 11:34 AM. Roll Call: All Ayes. Motion Carried. The Board allowed claims. The Board review FY 13-14 County Budget Amendment. Supervisor Holthaus gave a health insurance update. Motion by Zol1, Seconded by Andersen to adjourn the meeting at Noon.
