COUNTY BOARD MINUTES

JUNE 30 & JULY 1, 2014

 

The Board convened on Monday, June 30, 2014, at 9:15 am with the following members present:  Byrne, Holthaus, Andersen, and Geerts.   The meeting was called to order by Chairman Holthaus.  Mail was opened and distributed.   Also present was a member from the media.  At 9:25 am Supervisor Zoll was present.

 

Motion by Andersen, Seconded by Geerts to approve agenda for June 30 & July 1, 2014.  Roll Call: All Ayes. Motion Carried.

 

Motion by Anderson, Seconded by Byrne to approve board minutes of June 23 & 24, 2014.   Roll Call:  All Ayes.  Motion Carried.

 

Land Use Administrator Staci Schutte and Assistant County Attorney Huegel met with Board to review and approve minor subdivision for Louie B. and Linda A. Hugh. 

 

Motion by Byrne, Seconded by Andersen to approve and authorize Chairman Signature on the Resolution for the minor subdivision for Louie B. and Linda A. Hugh as per recommendation of the Land Use Administrator.  Roll Call:  All Ayes.  Motion Carried.  RESOLUTION 06-30-14-24:

A RESOLUTION APPROVING THE MINOR SUBDIVISION PLAT OF PARCELs D and e in the WEst Half of the southeast quarter of section 18, Township 95 NORTH, Range 13 WEST OF THE 5TH P.M., Chickasaw County, Iowa  WHEREAS, ON THE 30th DAY of  June, 2014 at a regular meeting by the Board of Supervisors, Chickasaw County, Iowa a minor subdivision plat of Parcels D and E in the West Half of the Southeast Quarter of Section 18, Township 95 North, Range 13 West of the 5th P.M., Chickasaw County, Iowa was presented. WHEREAS, the minor subdivision plat of Parcels D and E in the West Half of the Southeast Quarter of Section 18, Township 95 North, Range 13 West of the 5th P.M., Chickasaw County, Iowa has been considered and should be approved.  NOW, THEREFORE, it is hereby resolved by the Board of Supervisors, Chickasaw County, Iowa that said Minor Subdivision Plat be approved, accepted and the Chairman is hereby directed to certify this Resolution of Approval.  PASSED AND APPROVED on this 30th DAY of June 2014. /ss/ Rick Holthaus, Chairman, Board of Supervisors ATTEST:  /ss/ Donna Geerts, Deputy Auditor

 

Sheriff Todd Miller met with the Board to review bids for sale of 2002 Dodge Intrepid and 2007 Ford Crown Victoria in the Sheriff’s Department.  No bids were received.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; worked on flood damage washes; permits, various areas; Conservation driveways; FEMA meeting Tuesday; mowed outside shop;  signing-opened and closed roads;  sign vandalism, stolen, replacing; hauling spot rock, motorgraders repairing washes; V21 patching completed; Pembroke Ave, 110th-culvert; storms-trees on roads, culverts washed out; Usher’s Bridge-end posts poured, moving dirt-wet conditions; survey, day labor projects; mechanic interviews, etc.

 

Motion by Andersen, Seconded by Geerts to approve the buried cable permit for Bremer Butler Communications to place a fiber optic cable on Mission Avenue from 310th Street north to 225 street (approximately 10 miles) Sections 6, 7, 18,19,30, & 31 T94N-R12W, Sections 18, 1, 9, 30 & 31 T95N-R12W, and Sections 24-T95N-R13W as per recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

At 10:30 am Ken Rasing, Sheriff Todd Miller, and Jeremy McGrath with Chickasaw Ambulance Service met with the Board to discuss mental health transports.

 

Ken Rasing met with the Board to discuss the cars at the Heritage Residence. 

 

Sheriff Todd Miller met with the Board to discuss Sheriff Department’s protocol.   Also present were Chief Deputy Marty Hemann, Deputy Reed Palo, County Attorney Pat Wegman, Deb and Roger Lantzky.

 

Motion by Andersen, Seconded by Byrne to acknowledge the hiring of Lori A. McCarthy as part-time on call jail matron effective June 22, 2014, as per union contract and as per recommendation of the Sheriff.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Andersen to acknowledge the hiring of Jenny Frerichs as part-time-on call homemaker aide effective June 30, 2014, as per union contract and as per recommendation of the Public Health/Home Care Administrator.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Zoll to approve the fireworks permit for John Gorman.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Andersen to approve the fireworks permit for Kurt Leichtman.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Byrne, Seconded by Andersen to approve the fireworks permit for Gerald Tieskotter.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Zoll to approve the fireworks permit for Dave Liddle.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Byrne, Seconded by Zoll to approve the fireworks permit for Andy Trask.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Andersen to adjourn the meeting at 12:45 pm.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, July 1, 2014, at 9:30 am with all members present:  Geerts, Zoll, Holthaus, Byrne, and Andersen.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media.

 

Custodian Dave Gorman met with the Board to open sealed bids for the vintage Courthouse pop machine.  No bids received. The Board and Gorman discussed posting the pop machine on Craig’s List.

 

Motion by Andersen, Seconded by Geerts to bring the item, agreement between Chickasaw County and Chickasaw County Historical Society aka Old Bradford Pioneer Village Museum, off the table for discussion.  Roll Call:  All Ayes.  Motion Carried.

 

The Board reviewed the revised agreement dated July 1, 2014, between the Chickasaw County and Chickasaw County Historical Society aka Old Bradford Pioneer Village Museum. 

 

Motion by Andersen, Seconded by Byrne to amend the motion to enter into the revised agreement dated July 1, 2014, between Chickasaw County and Chickasaw County Historical Society aka Old Bradford Pioneer Village Museum as presented.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Andersen, Seconded by Byrne to adopt the motion as amended and to enter into the agreement between Chickasaw County and Chickasaw County Historical Society aka Old Bradford Pioneer Village Museum as presented.  Roll Call:  All Ayes.  Motion Carried.

 

Ken Rasing met with the Board for a departmental update.

 

Motion by Andersen, Seconded by Zoll to appoint Dr. Jared Cardwell as Deputy Medical Examiner for 2014. Roll Call:  All Ayes. Motion Carried.

 

Ken Rasing also discussed with the Board a new steel roof on the shop at the Heritage Residence.

 

Motion by Geerts, Seconded by Zoll to authorize Ken Rasing to compile a specifications sheet and notice to the papers for the installation of a new steel roof on the shop at the Heritage Residence.  Roll Call:  All Ayes.  Motion Carried.

 

Veterans Affairs Director Dave Jacobsen met with the Board to review the process for Veterans Affairs Commission appointments and departmental update.

 

Motion by Geerts, Seconded by Zoll to rescind June 23, 2014, Motion by Geerts, Seconded by Zoll to acknowledge the re-appointment of James Link as Veterans Affairs Commission Board member for a three year term beginning July 1, 2014.  Roll Call:  All Ayes.  Motion Carried.

 

CPC/TCM/GA Director Sheila Kobliska met with the Board for a departmental update.

 

The Board allowed claims.

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at 1:00 pm.  Roll Call: All Ayes. Motion Carried.
