COUNTY BOARD MINUTES

NOVEMBER 10 & 11, 2014

 

The Board convened on Monday, November 10, 2014 at 9:30 AM with all members present:

Byrne, Holthaus, Andersen, Geerts, and Zoll.  The meeting was called to order by Chairman Holthaus.  Mail was opened and distributed.   A member from the media was also present. 

 

Motion by Geerts, Seconded by Byrne to approve agenda for November 10 & 11, 2014. Roll Call: All Ayes. Motion Carried.

 

Motion by Zoll, Seconded by Andersen to approve board minutes of November 3 & 4, 2014.   Roll Call:  All Ayes.  Motion Carried.

 

Sheriff Todd Miller met with the Board to discuss the Jail Supervisor position.  Also present were Chief Deputy Marty Hemann, and Assistant County Attorney Mark Huegel. Discussion followed.

 

Motion by Andersen, Seconded by Byrne to authorize the Sheriff to start the hiring process for a Jail Supervisor at $17.00 per hour as per the recommendation of the County Sheriff.  Roll Call:  All Ayes.  Motion Carried.

 

Sheriff Miller informed the Board of the hiring of a Deputy Sheriff to fill the vacant position.

 

Motion by Andersen, Seconded by Geerts to acknowledge the hiring of Kerri Miller as Deputy Sheriff as per union contract effective November 18, 2014 as per recommendation of the County Sheriff.  Roll Call:  All Ayes.  Motion Carried.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.   Topics included:  maintenance and service of vehicles; maintenance of gravel roads; entrance permits, ditch cleaning permits; crossroad and entrance work orders in various areas; dressing one ways, snow equipment; building maintenance, Saude shop, Lawler shop; sign repair, replacement as needed; should retrieve rock, hard surface roads, blades out, blading gravels; start dressing some motorgraders next week; worked in yard, by salt shed, poured cement; bridge repair, repair list; pushing dirt piles up across county; printing maps for shop; structural culvert review; survey work day labor projects; pavement marking plans; V-48 white topping plans; better concrete conference in Ames; union negotiations continue, etc.

 

Motion by Geerts, Seconded by Andersen to accept the resignation of Steve Kuennen effective January 16, 2015.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Byrne, Seconded by Geerts to approve the hiring of Tim Glaser as per union contract effective November 17, 2014 as per recommendation of County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Byrne, Seconded by Zoll to approve the application/agreement for Horizontal Curve Sign Program and authorize Chairman Signature.  Roll Call:  All Ayes.  Motion Carried.

 

Alan Powell with Jendro Sanitation Services, Inc. met with Board to review the 2015 rural recycling schedule with Jendro Sanitation.

 

Motion by Andersen, Seconded by Geerts to approve the 2015 rural recycling schedule as recommended by Jendro Sanitation.  Roll Call:  All Ayes.  Motion Carried.

 

Deputy Assessor Ray Armel met with the Board to discuss the road vacations in the Old Bradford Village and set public hearing date.

 

Motion by Zoll, Seconded by Andersen to adopt the Resolution setting forth the intent of Chickasaw

County to vacate and abandon certain streets that were part of Bradford Corporation described in exhibit “A”. Said Exhibit “A” is incorporated herein as though set forth verbatim.  Roll Call:  All Ayes.  Motion Carried.  RESOLUTION NO. 11-10-14-40 A RESOLUTION SETTING FORTH THE INTENT OF CHICKASAW COUNTY TO VACATE AND ABANDON CERTAIN STREETS THAT WERE PART OF BRADFORD CORPORATION DESCRIBED IN EXHIBIT “A”. SAID EXHIBIT “A” IS INCORPORATED HEREIN AS THOUGH SET FORTH VERBATIM  WHEREAS, there are streets in the former Bradford Corporation that are no longer utilized or maintained, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa has determined that the continued ownership of said streets is a detriment to the citizens of Chickasaw County, Iowa, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa has determined that it is in the best interest of the citizens of Chickasaw County, Iowa to vacate and abandon said streets, and WHEREAS, a public hearing shall be set at which time and place the said Chickasaw County, Iowa, Board of Supervisors will consider arguments for or against the vacating and abandonment of said streets.  NOW, THEREFORE, BE IT HEREBY RESOLVED that a public hearing thereon will be held in the Chickasaw County Board of Supervisors meeting room at the Courthouse in New Hampton, Chickasaw County, Iowa on the 8th day of December, 2014 at 1:00 PM at which time and place the Chickasaw County Board of Supervisors will consider arguments for or against the vacating and abandonment of the streets described on Exhibit “A”.  BE IT FURTHER RESOLVED the Chickasaw County Auditor is hereby authorized and directed to cause to be published notice of such hearing on the time not less then four (4) days or more than twenty (20) days prior to the date herein established for hearing as provided by law.  A copy of said Notice of Public Hearing is attached hereto marked Exhibit “B”, and is incorporated herein as though set forth verbatim.  Board of Supervisors Chickasaw County, Iowa /ss/ Rick Holthaus, Chairman, Board of Supervisors.  ATTEST: /ss/ Joan E. Supervisor Andersen discussed with the Board the appointment of two supervisors to the Adolph Munson Park Task Force.  Discussion followed.

 

Motion by Geerts to appoint John Andersen to the Adolph Munson Park Task Force.  Motion died for lack of second.

 

Motion by Andersen, Seconded by Geerts to appoint Supervisor Rick Holthaus to the Adolph Munson Park Task Force and appoint the second Supervisor after January 1, 2015.  Roll Call:  All Ayes.  Motion Carried.

 

The Board reviewed the 2015 Holiday Schedule.

 

Motion by Byrne, Seconded by Andersen to approve the 2015 Holiday Schedule. Roll Call:  All Ayes. Motion Carried.

 

The Board recessed at Noon and reconvened at 1:00 PM

 

The Board proceeded to canvass the General Election held on November 4, 2014.

 

Motion by Zoll, Seconded by Geerts to approve the canvass of General Election held on November 4, 2014 and authorize Auditor to certify results to the State and record in permanent Election Register.  Roll Call:  All Ayes. Motion Carried.

 

Received and filed Jendro Sanitation rural recycling collection report for the month of November 2014.

 

Motion by Andersen, Seconded by Geerts to adjourn the meeting at 3:03 PM.  Roll Call: All Ayes. Motion Carried.

 

The Courthouse and offices were closed to observe Veteran’s Day.
