COUNTY BOARD MINUTES

JANUARY 26 & 27, 2015

 

The Board convened on Monday, January 26, 2015 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.  

 

Motion by Andersen, Seconded by Zoll to approve agenda for January 26 & 27, 2015.   Roll Call: All Ayes. Motion Carried.

 

Motion by Geerts, Seconded by Andersen to approve board minutes of January 19-21, 2015.   Roll Call:  All Ayes.  Motion Carried.

 

Supervisor Holthaus gave the Board an update on the Heartland meeting held on January 22, 2015.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; motorgraders out spot blading, brushing across the county all week; 1-21-15 7 one ways out at 5:30 AM; 1-22-15 2 one ways out at 7:00 AM; fixed snow fence; sign repair as needed; cut brush with sign truck bucket; salt delivery; 1-25-15 7 one ways out at 6:30 Am-10:30 AM; 1-26-15 7 one ways out at 7:00 AM; PCC update, Roman; day labor projects; South Linn & North Linn, New Hampton; look at seal coat south to 220th St.; budget FY 16; mechanic applications thru February 6th.

 

Motion by Geerts, Seconded by Carolan to approve the following resolution pertaining to the policy for the acquisition of right of way.  Roll Call: All Ayes.  Motion Carried.  RESOLUTION

01-26-15-05 WHEREAS, it is necessary from time to time to acquire right of way for road and bridge construction, and WHEREAS, it is within the powers of the Board of Supervisors of Chickasaw County to acquire such necessary right of way, and WHEREAS, the Chickasaw County Board of Supervisors has determined that property values are 4.25 times the assessed valuation, NOW THEREFORE BE IT RESOLVED: That the following schedule shall constitute the policy by which Chickasaw County shall acquire right of way land, improvements thereon, and fill dirt. 1.  Right of way land acquired by easement or deed shall be purchased for an amount 4.25 times the assessed valuation. 2. Fence removal/replacement costs shall be paid according to the following schedule: Removal by owner-------------------------------$  4.00/rod, barbed,                                               $  5.00/rod, woven;  Placement of fence @ new right of way line-----$ 13.50/rod, barbed                                                $ 18.00/rod, woven;  Placement and removal of temporary electric fence------$  6.50/rod (for temporary construction easements and borrow areas); Corner/Brace posts used in fence placement-------------$ 25.00/each;  Placement of permanent fence shall be completed within one year after the project is completed in order to receive compensation. 3. The County shall pay all recording costs and mortgage release fees.  4. The acquisition, replacement, or relocation of buildings, shrubs, or other improvements shall be negotiated by the County and the Owner.  The acquisition of fill dirt shall be negotiated on the basis of a cost per cubic yard.  Date: 1-26-2015 /ss/ Rick Holthaus, Chairman  Board of Supervisors  ATTEST: /ss/ Joan E. September 30, 2014.

 

The Board recessed at 12:30 PM and reconvened at 1:15 PM

Received and filed in the Auditorís Office a short form annual updates for Craig Kurtenbach (ID # 67040) in Section 16 of Stapleton Township located at 3028 210th Street, Lawler, IA 52154.

 

Received and filed in the Auditorís Office an Original Manure Management Plan for Troy Finisher (ID #  in Section 19 of Richland Township.

 

Received and filed in the Auditorís Office The Board received and filed a Original Manure Management Plan for Casper Nursery-Kevin and Kendra Gilbert (ID #) in Section 5 of Douglas Township located in Bremer County.

 

Received and filed in the Auditorís Office The Board received and filed a short form for annual update for Northwood Creek LLC-Braniger Site (ID # 65751) in Section 8 of Utica Township located 1447 Stevens Ave., Lawler, IA 52154.

 

Received and filed in the Auditorís Office The Board received and filed a short form for annual update for Linden Creek-Koudelka Site (ID # 66573) in Section 26 of Jacksonville Township located on 2624 110th Street, Lawler, Iowa 52154.

 

Received and filed in the Auditorís Office a short form for annual update for Seamans Farms, Inc. (ID # 57708) in Section 5 of Richland Township located at 1751 260th Street, Ionia, IA 50645.

 

Received and filed in the Auditorís Office a short form for annual updates for C & M Pork, LLC- Chickasaw Site (ID # 67003) in Section 30 of Deerfield Township located at 1046 115th Street, Alta Vista, IA 50603.

 

Received and filed in the Auditorís Office a short form for annual update for Knapp Finishers, LLC-Deerfield Site (ID #67002) in Section 30 of Deerfield Township located at 1152 Addison Avenue, Alta Vista, IA 50603.

 

Motion by Carolan, Seconded by Andersen to adjourn the meeting at 2:55PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, January 27, 2015 at 9:30 AM with all members present:  Geerts, Zoll, Holthaus, Carolan, and Andersen.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.   

 

Supervisor Holthaus gave the Board an update on the Northeast Iowa Community Action Corporation meeting held on January 26, 2015.

 

Budget worksession.

 

The Board allowed claims

 

Motion by Andersen, Seconded by Geerts to adjourn the meeting at 12:30 PM.  Roll Call: All Ayes. Motion Carried.

 

 

 

 

 

 

 

 

At 2:30 PM Supervisors Andersen and Holthaus listened to a Webinar through ISAC regarding the Affordable Care Act (ACA).  Also present were Doug Welton and Joan Knoll.
