MARCH 16 & 17, 2015


The Board convened on Monday, March 16, 2015 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.   Also present was a member from the media.


Motion by Andersen, Seconded by Geerts to approve agenda for March 16 & 17, 2015.   Roll Call: All Ayes. Motion Carried.


Motion by Andersen, Seconded by Carolan to approve board minutes of March 9 & 10, 2015.   Roll Call:  All Ayes.  Motion Carried.


HR consultant Paul Greufe met with the Board via phone conference to review the Chickasaw County Handbook vacation language.  The Board was in consensus with the language changes and authorizes the Auditor to make the changes in the Handbook and inform the employees in writing of the changes.


The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel, spot blading in various areas; removing wings, motorgraders; work zone safety class, Waterloo; hauling rock to the yard; sign repairs as needed; pulling up rock form road edges; looking at box culverts; bridge crew; bridge inspections with Calhoun Burns; local systems meeting, Clear Lake; preliminary plans B22 box culvert; April 13rh, seal coat letting South Linn; rock resurfacing letting today; ISAC, Des Moines; V48 patching, start on, etc.


Chairman Holthaus received and opened bids for limestone surfacing contracts for Divisions I, II, III, and IV at 10:00 AM.  Vendors present included Ron Abbas, representing Paul Niemann Construction; Jim Dohlman, representing Allied Manatts Construction; Chris Wiltgen, representing Wiltgen Construction, Inc.; Dennis Kleve, representing Bruening Rock Products, and Barry Klingman, County Road Foreman.


Motion by Geerts, Seconded by Zoll to approve the recommendation of the County Engineer and authorize Chairman Signature on vendor limestone surfacing contracts with Paul Niemann Const. Co. for $ 282,561.75 for Division 1; Wiltgen Const. for $ 254,198.00 for Division II; Bruening Rock Products for $286,476.12 for Division III; and Allied Manatts for $251,437.50 for Division IV.  Roll Call:  Ayes:  Geerts, Zoll, Andersen, And Holthaus. Abstain: Carolan.  Motion Carried.


Motion by Geerts, Seconded by Andersen to approve health insurance renewal for FY 2015-2016 with IGHCP and authorize Chairman Signature.  Roll Call:  Ayes: Geerts, Andersen, Carolan, And Holthaus.  Nays: Zoll.  Motion Carried.


Supervisor Andersen updated the Board on the Spring ISAC School held on March 12 & 13, 2015. 


Received and filed in the Auditor’s Office a short form for annual updates for Denner Site (ID# 64312) in Section 21 of Stapleton Township located at 2295 Union Avenue, Lawler, IA 52154.


Received and filed in the Auditor’s Office a short form for annual updates for Bill & Tod Elliott (ID# 58726) in Section 20 of Fredericksburg Township located at 2969 290th Street, Fredericksburg, IA 50630.



Received and filed in the Auditor’s Office Jendro Sanitation rural recycling report for the month of March 2015.



Motion by Carolan, Seconded by Zoll to adjourn the meeting at 11:30 AM.  Roll Call: All Ayes. Motion Carried.


The Board convened on Tuesday, March 17, 2015 at 9:30 AM with all members present:  Geerts, Zoll, Holthaus, Carolan, and Andersen.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.   Also present was a member from the media.


Ken Rasing and Jeremy McGrath met with the Board for an ambulance update. Also present were Chief Deputy Marty Hemann and Chief Dispatcher Cathy Knutson.


Motion by Andersen, Seconded by Zoll to adjourn the meeting at 11:15 AM.  Roll Call: All Ayes. Motion Carried.


At 1:00 PM. a Joint 28 E Chickasaw-Mitchell Targeted Case Management Board convened at the Pub on the Cedar in Charles City:  Present at Chickasaw County were Supervisors John Andersen, Tim Zoll, Dan Carolan, Steve Geerts, and Rick Holthaus Assistant County Attorney Mark Huegel, and Auditor Joan E. Knoll.  Present at Mitchell County were Supervisors Joel Voaklander, Shannon Paulus, and Stan Walk, Deputy Auditor, Barb Baldwin, Regional Coordinator of Disability Services Sheila Kobliska, Case Manager Supervisor Megan Taets, Case Managers Julia Maliszewski and Terri Tesch County Attorney Mark Walk, and Bob Lincoln.


Mitchell County Supervisor and Chair of the 28E Board Shannon Paulus called the meeting to order.  Ms. Paulus and Sheila Kobliska led the discussion on the various items on the agenda. Agreement was reached regarding the concern about the possibility of health insurance lapsing-the carrier (ISAC Health Insurance) will waive the normal waiting time period.  According to the plan document, Megan Taets, Terri Tesch, and Julia Maliszewski will have their Chickasaw County coverage terminate on June 30, 2015.  Flex benefit will taken care of through discussions with employees.  Agreement was reached regarding vacation/sick leave-each employee’s accumulated sick leave and vacation leave will roll over from one county to the other when the transition is made from Chickasaw County to Mitchell County.  Heartland Insurance Risk Pool general liability insurance will continue, once the 28E Agreement ends for FY 2015-2016 funded through the Chickasaw/Mitchell Fund (Fund 5410).  Job vacancy notices will be posted in Mitchell County as required.


The Chickasaw/Mitchell 28E Agreement ends June 30, 2015.  July 1, 2015 Chickasaw County and Mitchell County will be separate entities.


A procedure audit will be completed for the Chickasaw/Mitchell Fund (Fund 5410) by Hacker, Nelson & Co., PC and to be paid for from the Chickasaw/Mitchell Fund (Fund 5410)


Any equipment and monies left in the Chickasaw/Mitchell Fund (Fund 5410) will be disbursed at a later date. 


Motion by Geerts, Seconded by Stan Walk to adjourn the meeting at 2:00 PM.  Roll Call: Chickasaw County:  All Ayes.  Mitchell County:  All Ayes.  Motion carried.


Paul Greufe with PJ Greufe & Associates met with the department heads on Thursday, March 19, 2015 at 1:00 PM at the Courthouse in the meeting room located on the 1st floor of the Courthouse (room behind the Driver’s License) to discuss HR topics. Department heads in attendance included Doug Welton, Mark Huegel, Diane Murphy, Sue Breitbach, Bobbi Jo O’Donnell, John Murray, Dave Gorman, Brian Moore, Kathy Babcock, Marty Hemann, and Joan Knoll
