COUNTY BOARD MINUTES

MARCH 23 & 24, 2015

 

The Board convened on Monday, March 23, 2015 at 9:30 AM with the following members present:  Geerts, Holthaus, Andersen, and Zoll.  Absent:  Carolan.  The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.  Also present was a member from the media. 

 

Motion by Zoll, Seconded by Geerts to approve agenda for March 23 & 24, 2015.   Roll Call: Ayes: Geerts, Andersen, Zoll and Holthaus.  Absent:  Carolan.   Motion Carried.

 

Motion by Andersen, Seconded by Geerts to approve board minutes of March 16 & 17, 2015.   Roll Call: Ayes: Geerts, Andersen, Zoll and Holthaus. Absent:  Carolan.   Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; blades out all week; concrete patching V-48 (marking, Prep work, sawing); concrete pavement seminar in Mason City;  3-23-15-one ways out at 5:30 AM, maintainers out at 7:00 AM (more snow north-northeast); hauling rock, roads and yard; sign repair, no passing zone markers V-48; GPS signs; cleaning out under guardrails; on call foreman got call from Sheriff’s office Saturday. Smoke across the road; bridge inspection, office work; reset section corner; design work bridge 19880 B-22; pre work V-48 P.C.C. paving; new employee starts today mechanic; etc.

 

Chairman opened sealed bids for a new motorgrader. Present were Jared Bucksa representing Ziegler, Inc., Patrick Messmore representing Murphy Tractor, and Bob Boeding.  Comments followed.

 

Murphy Tractor 2015 John Deere motorgrader in the amount of $254,107.00 less trade in of $33,000.00 for net price of $221,107.00; Ziegler, Inc 2015 M140 M 2 in the amount of $288,400.00 less trade in of $48,600.00 for net price of $239,800.00 and a 2015 M140 M3 in the amount of $296,300.00 less trade in of $48,600.00 for net price of $247,700.00.  The trade is a 1986 Caterpillar.  Both vendors gave additional comments.  The Board deferred action until the next meeting for the County Engineer to review the bids and make his recommendation.

 

Motion by Zoll, Seconded by Andersen to approve permit for Butler County REC to place overhead cable, poles and associated guying in the county right of way along Fayette Avenue south of 280th Street as per the recommendation of the County Engineer.  Roll Call: Ayes: Geerts, Andersen, Zoll and Holthaus.   Absent:  Carolan.    Motion Carried.

 

 

Bob Boeding discussed with the Board the entrance on 220th Street east of Union Avenue. Mr. Boeding presented to the Board his proposal to the County and expressed his concern about the associated public safety issues.  The County Engineer will review the site, take additional information and consult the County Attorney’s Office.

 

Motion by Geerts, Seconded by Zoll to approve New Hampton Golf & Country Club liquor license.  Roll Call: Ayes: Geerts, Andersen, Zoll and Holthaus. Absent:  Carolan.  Motion Carried.

 

It was the consensus of the Board to give permission to the Chickasaw County Child Abuse Council to decorate the Courthouse grounds on Sunday, March 29, 2015 for the month of April for Chickasaw County Child Abuse.

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at 11:58 AM.  Roll Call: Roll Call: Ayes: Geerts, Andersen, Zoll and Holthaus.  Absent:  Carolan.  Motion Carried.

 

The Board convened on Tuesday, March 24, 2015 at 8:30 AM with the following members present:  Geerts, Holthaus, Carolan, and Andersen.   Absent:  Zoll.   The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was a member from the media.

 

Supervisor Zoll present at 10:15 AM.

 

Representatives from Pathways including Executive Director Chris Hoffman, Coordinator Christa Hawver and intern April Welsh met with the Board for introductions of new employees and to introduce Chickasaw County Substance Abuse Counselor Connie Poppenhagen.  Chris Hoffman gave an update on Pathways.

 

Supervisor Zoll left at 11:00 AM.

 

Natalie Andrews and Kristi Peterson with ADP (Automatic Data Processing) met with the Board to discuss Affordable Care Act (ACA) updates and changes and services that with ADP (Automatic Data Processing) can provide.

 

The Board recessed at Noon and re-convened at 1:00 PM.

 

Tyler representatives Ron Pieracci, Larry House and Sandy Johnston met with the Board to demonstrate Version X financial.  Also present were Doug Welton, Sue Breitbach, Cindy Heying, Betty Franzen, Donna Geerts and Kathy Lechtenberg.

 

The Board allowed claims.

 

Supervisor Carolan left at 3:55 PM.

 

Motion by Andersen, Seconded by Geerts to adjourn the meeting at 4:30 PM.  Roll Call:  Ayes: Geerts, Andersen, and Holthaus.  Absent:  Carolan and Zoll.  Motion Carried.
