COUNTY BOARD MINUTES

APRIL 20 & 21, 2015

 

The Board convened on Monday, April 20, 2015 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.  Also present was a member from the media.

 

Motion by Andersen, Seconded by Geerts to approve agenda for April 20 & 21, 2015.   Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Geerts to approve board minutes of April 13 & 14, 2015.   Roll Call:  All Ayes.  Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel, blades out on gravels; hauling spot rock, dust control areas; hauling spot rock in various areas; ditch cleaning permits in various areas; sealed salt/sand shed; asphalt patch, Nashua; PCC patching on V-48 continues; crane inspection, ATEK; putting snow equipment away; repair signs as needed; spot rock, on Jasper Avenue on Friday; preconstruction meeting on V-48; box culvert, contract bridge plans; rock gradations at Boice Quarry; bridge deck overlays, repairs, maintenance projects; IDOT budget & construction program approved; posted in house, equipment operator; etc.

Motion by Andersen, Seconded by Geerts  to approve and authorize Chairman Signature on the Employee Benefit Systems  (EBS) (Third Party Administration) Renewal for Chickasaw County for FY 2015-2016.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Zoll, Seconded by Carolan to approve the cigarette permit for Abby Leaís.  Roll Call:

All Ayes.  Motion Carried.

 

Supervisor Carolan updated the Board on the Turkey River Watershed held on Thursday, April 16, 2015.

 

Supervisor Anderson updated the Board on the Upper Wapsipinicon River Watershed held on Wednesday, April 15, 2015.

 

Received and filed in the Auditorís Office a short form for annual updates for Exeter, Ltd, Finisher Farm (ID# 59543) in Section 14 of Bradford Township located at 2751 Exeter Avenue, Nashua, IA 50658.

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at 10:50 AM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, April 21, 2015 at 9:30 AM with all members present:  Geerts, Zoll, Holthaus, Carolan, and Andersen.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.   Also present was a member from the media.

 

Ken Rasing met with the Board to discuss the Dickinson County Master Matrix Survey. The Dickinson County Survey sought to find out if counties wished to ďrepairĒ the existing Iowa Master Matrix to increase the amount of local control.  Survey results: Number of Supervisorís in favor of Master Matrix repair for more local control:  Zero; Number of Supervisorís opposed to Master Matrix repair for more control: Four; and Number of Supervisorís with no opinion to Master Matrix repair for more local control:  One.  The Board requested the County Auditor to send the results of the survey to Dickinson County Auditor.

 

Ken Rasing discussed with the Board the Master Matrix process and updated the Board regarding the public hearing scheduled for May 11, 2015 that has to do with the master matrix for Rubybrook, LLC (7499 finishing swine building located in Deerfield Township in Section (22).

 

Ken Rasing discussed the property directly west and across road from the closed landfill property on Hickory Avenue.  After consulting with the County Attorneyís office regarding the property, Supervisor Holthaus will contact the Conservation Board regarding the Boardís consensus decision to have the Conservation Department manage the property with the understanding that the property will likely be used for public hunting.

 

The Board allowed claims.

 

Motion by Geerts, Seconded by Andersen to adjourn the meeting at 11:20 AM.  Roll Call: All Ayes.   Motion carried.
