COUNTY BOARD MINUTES

MAY 11 & 12, 2015

 

The Board convened on Monday, May 11, 2015 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed. 

 

Motion by Geerts, Seconded by Zoll to approve agenda for May 11 & 12, 2015.   Roll Call:   All Ayes:  Motion Carried.

 

Motion by Andersen, Seconded by Carolan to approve board minutes of May 4 & 5, 2015.   Roll Call:  All Ayes.  Motion Carried.

 

Ken Rasing met with the Board to review the master matrix for the Rubybrook, LLC-Zubrod Site. Present for the hearing were Ken Rasing on behalf of the County, Mark Kipp and Haley Pagel with Jerico Construction, and Assistant County Attorney Mark Huegel. 

 

Motion by Andersen, Seconded by Geerts to open the public hearing at 9:33 AM regarding the DNR Construction Permit Application and Master Matrix for the Rubybrook, LLC-Zubrod Site  in Section 22 of Deerfield Township located at 1635 Durham Avenue, Ionia, IA.  Roll Call:  All Ayes.  Motion Carried.

 

No written or oral comments had been received from the public.

 

Ken Rasing reviewed the master matrix and points assigned, along with site review by the DNR and affirmed a total matrix score of 455points.  Concerns regarding the manure and the location of the row of trees were addressed.  Discussion followed.  

 

Motion by Geerts, Seconded by Zoll to close the public hearing at 9:47AM.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Carolan, Seconded by Zoll to approve the master matrix scoring and recommend the approval of the DNR Construction Permit Application for the Rubybrook, LLC-Zubrod Site in Section 22 of Deerfield Township located at 1635 Durham Avenue, Ionia, IA as per the recommendation of Ken Rasing.  Roll Call:  All Ayes.  Motion Carried.  

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel, work orders in various locations; entrance permits in various areas; ditch cleaning permits in various areas; motorgrader school for five guys; hauling spot rock in various areas across the County; hauled last of salt Friday and today; hauled sand, mixed Friday and mixing today; Nashua shop door, quote on new; mowing outshops lawns; sign repair, various signs, reflectors, posts; dust controls, staking getting ready; motorgraders out, in between rains; rocked frost boils, across County; erosion control, culverts; bridge maintenance, deck patches, substructure repairs; cleaned bridge decks, finish today; rock gradation, Platte Quarry; survey work, day labor projects; staked subdrain outlets on V-48; deck overlay plans, getting ready; motorgrader delivered this week, hopefully; pavement markings painters start today, etc.

 

Motion by Zoll, Seconded by Geerts to acknowledge the hiring of Dakota Howe, Jordan Heit, and Evan Rausch as summer help for the secondary road department as per the approved summer wage and upon the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Wendy Burgart met with the Board to review the tax suspension for a county client.

 

Motion by Zoll, Seconded by Geerts to suspend the property taxes for the county client as per the recommendation of Wendy Burgart.   Roll Call:  All Ayes. Motion Carried.

 

Sheriff Todd Miller, Deputy K J Miller, and Deputy Reed Palo met with the Board to discuss the 2009 Dodge Charger. 

 

Motion by Andersen, Seconded by Geerts to approve liquor license for Heart and Home.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Andersen, Seconded by Carolan to acknowledge the resignation of Ashley Leach as part-time-on-call homemaker aide effective April 24, 2015.  Roll Call:  All Ayes.  Motion Carried.

 

The Board proceeded to canvass the City of New Hampton-Library Special Election held on May 5, 2015.

 

Motion by Andersen, Seconded by Geerts to approve the canvass of City of New Hampton-Library Special Election held on May 5, 2015 and authorize Auditor to certify results to the State and record in permanent Election Register.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Carolan to adjourn the meeting at 11:50 AM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, May 12, 2015 at 9:30 AM with the following members present:  Geerts, Holthaus, and Andersen.  Absent: Zoll and Carolan.   The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.

 

The Board discussed the Airport Lake Project.  Also present were Ken Rasing and Assistant County Attorney Mark Huegel.

 

Received and filed in the Auditorís Office a short form for annual updates for Meirick Enterprises-Protivin Site (ID# 58676) in Section 24 of Utica Township located at 1099 York Avenue, Fort Atkinson, IA 52163.

 

Received and filed in the Auditorís Office a short form for annual updates for Diemer Veterinary PC-Schwickerath Site (ID# 65984) in Section 15 of Washington Township located at 1948 150th Street, New Hampton, IA 50659.

 

Received and filed in the Auditorís Office Jendro Sanitation Rural Recycling Collection Report for the month of May 2015.

 

 

 

 

 

 

 

 

 

 

 

 

 

Motion by Andersen, Seconded by Geerts to adjourn the meeting at 10:40 AM.  Roll Call: All Ayes.   Motion carried.
