COUNTY BOARD MINUTES

JUNE 15 & 16, 2015

 

The Board convened on Monday, June 15, 2015 at 9:30 AM with all members present:  Carolan, Holthaus, Andersen, and Zoll.  Absent:  Geerts.   The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.  Also present was one member from the media.

 

Motion by Andersen, Seconded by Zoll to approve agenda for June 15 & 16, 2015.   Roll Call:  Ayes: Carolan, Andersen, Zoll and Holthaus.  Absent:  Geerts.  Motion Carried.

 

Motion by Andersen, Seconded by Carolan to approve board minutes of June 8-10, 2015. Roll Call:  Ayes: Carolan, Andersen, Zoll and Holthaus.  Absent:  Geerts.  Motion Carried.

  

Assistant County Attorney Mark Huegel and Deputy Assessor Ray Armel met with the Board to discuss county property adjoining Old Bradford Village tax certificate/deed.  Ray Armel informed the Board that the property went to County tax sale in 1939. Mr. Armel informed the Board that the property is landlocked.  It was the consensus of the Board that the County Attorney’s Office and the Assessor’s Office send a letter to the three adjoining property owners who may have interest in the property and update the Board at a later date.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel, work orders in various areas; entrance & ditch cleaning permits in various areas; inventory, supplies, pipe; installed edge rutters; repair signs as needed; computer input for signs; start day time sign survey soon; blades out on gravels, everywhere; durapatcher on South Linn; spot rocking on Mission Avenue; mowing hard surface, mowing gravels; edge rutting on V-56 and other various areas; spot rock everywhere, continues; SCO420 repair open today; continue with bridge repairs; V-48, HMA Stress relief, finished up on Tuesday; longitudinal subdrains, finished Wednesday; Quotes box culvert; PCC 6’ start 18th or 22nd, V-48; department head meeting, etc.

 

At 10:55 AM a member from the media is present.

 

Motion by Andersen, Seconded by Carolan to approve the permit for Hawkeye REC to place buried cable in the county right of way thru 130th Street between Durham Avenue and Exeter Avenue in Deerfield Township as per the recommendation of the County Engineer. Roll Call:  Ayes: Carolan, Andersen, Zoll and Holthaus.  Absent:  Geerts.  Motion Carried.

 

Veterans Affairs Director Dave Jacobsen met with the Board for a departmental update. Mr. Jacobsen informed the Board that the department will be paperless in not too distant future.  Mr. Jacobsen informed the Board that according to the GDX reports published by the Veterans Administration in Washington D.C. (May 5, 2015) from 2004 to 2010 there was a net gain in Compensation/Pension dollars of $114,000.00; from 2010 to 2014 there was a net gain in Compensation/Pension dollars of $1,243,000.00; and total dollars coming into Chickasaw County from the Veterans Affairs in 2014 was $5,190,000, these dollars were dispersed between Compensation/Pension-Education-Medical Care.

Motion by Zoll, Seconded by Andersen to approve Fireworks Permit for Angela Mangrich.

Roll Call:  Carolan, Andersen, Zoll and Holthaus.  Absent:  Geerts.  Motion Carried.

 

 

 

Motion by Andersen, Seconded by Zoll to approve the Suspended Property Tax Certification List for FY 16 as per recommendation of the Department. of Human Services and County Coordinator of Disability Services Bobbi Jo O’Donnell and General Assistance Director Wendy Burgart.  Roll Call: Carolan, Andersen, Zoll and Holthaus.  Absent:  Geerts.  Motion Carried.

 

Motion by Andersen, Seconded by Zoll to adjourn the meeting at 11:21 AM.  Roll Call: Carolan, Andersen, Zoll and Holthaus.  Absent:  Geerts.  Motion Carried.

 

The Board convened on Tuesday, June 16, 2015 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was a member from the media.

 

Sheriff Todd Miller met with the Board to discuss body cameras for the Sheriff’s Department. Also present was Chief Deputy Marty Hemann.   Sheriff Miller presented to the Board comparisons from various vendors. Discussion followed.

 

It was the consensus of the Board that the Sheriff purchase body cameras and get the invoice to the Auditor’s Office on or before June 24th for payment.

 

Custodian Dave Gorman met with the Board to discuss a re-occurring problem with the elevator.   The Board received a proposal from Schumacher Elevator Company to install a new solid state door operator on the passenger elevator in the amount of $2,825.00.  This new door operator will allow for more precise control to eliminate inconsistencies. Mr. Gorman also informed the Board that Schumacher Elevator Company will also upgrade the interlocks, pickup rollers clutch with a code required zone lock and add fire retainers which will be required by State of Iowa in the near future for an additional $1,464.00.  It was the consensus of the Board to accept the proposal from Schumacher Elevator for the new door operator on the passenger elevator and upgrade the interlocks, pickup rollers clutch with a code require zone lock and add fire retainers as required by State of Iowa.

 

Custodian Dave Gorman met with the Board to discuss the Part-time scheduled custodian position.  The position will be up to 15 hours including weekends for custodial services at the Community Services Building, Department of Human Resources and the Courthouse.

 

Land Use Administrator Staci Schutte met with the Board for the approval of a minor subdivision.   Discussion followed.   The Board deferred taking any action until the next Board meeting in order to give the Land Use Administrator some time to do more research regarding a question that came up during the discussion.

 

Chickasaw County Tourism Coordinator/Director Jason Speltz met with the Board for a tourism update.  Also present was New Horizons/Chamber Assistant Theresa Rasmussen.  Mr. Speltz informed the Board that he and Ms. Rasmussen are continuing to make contacts in the communities and the county.  Mr. Speltz informed the Board that in the Spring they made visits to the Mennonite greenhouses providing the owners pamphlets, brochures, information, business cards, and answered the business owner concerns or questions.  Mr. Speltz informed the Board that the Northeast Iowa Tourism Association (NEITA) is trying to establish uniform signage throughout the State.  Mr. Speltz informed the Board that June is a busy month for festivals.  Mr. Speltz informed the Board that the website is being updated daily and he and Ms. Rasmussen continue to visit local governments in order to provide tourism information and answer questions. Jason Speltz informed the Board that he is working on a brochure that shows the sites of historical properties and landmarks within Chickasaw County. Jason Speltz informed the Board that a professional photographer will be taking photographs for the Northeast Iowa Tourism Association (NEITA) booklet.   Mr. Speltz informed the Board that the show “American Pickers” is coming to Chickasaw County in July.  Mr. Speltz also informed the Board that the tourism brochures are widely distributed and continues to promote tourism in Chickasaw County.

 

Treasurer Sue Breitbach met with the Board to discuss the CDL drive test.  Ms. Breitbach informed the Board that effective July 8, 2015 there are new regulations regarding the CDL drive test. The instructor can no longer ride with the driver to the test spot.  Ms. Breitbach informed the Board that the driving test is held on Thursdays.  Ms. Breitbach informed the Board that Floyd County is continuing to do the CDL drive test. Ms. Breitbach asked the Board if there were any options for the County to provide transportation for the instructor to and from the test spot.  It was the consensus of the Board that Chickasaw County will continue to provide the service of offering the opportunity for individuals to take the CDL drive test and will further investigate the possibility of purchasing a county vehicle or alternate options.

 

The Board deferred taking any action on the FY 16 Resolutions for Interfund Operating Transfers and Departmental Appropriations until the next Board meeting.

 

The Board allowed claims.

 

Received and filed in the Auditor’s Office Jendro Sanitation rural recycling collection for the month of June 2015.

 

Motion by Carolan, Seconded by Geerts to adjourn the meeting at 12:35 PM.  Roll Call: All Ayes.   Motion carried.
