COUNTY BOARD MINUTES

JULY 20 & 21, 2015

 

The Board convened on Monday, July 20, 2015 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.  

 

Motion by Geerts, Seconded by Andersen to approve agenda for July 20 & 21, 2015.   Roll Call:  All Ayes:  Motion Carried.

 

Motion by Andersen. Seconded by Zoll to approve board minutes of July 13 & 14, 2015.   Roll Call:  All Ayes.  Motion Carried.

 

Assistant County Attorney Mark Huegel and Deputy Assessor Ray Armel met with the Board to discuss the county property adjoining Old Bradford Village tax certification/deed.  The County Attorneyís Office and the Assessorís Office sent letters to the three adjoining landowners.  The three adjoining landowner were interested in the property.  It was consensus of the Board to authorize the County Attorneyís Office to continue the process for the sale of the county property adjoining Old Bradford Village.  The Board will set the public hearing at the next Board meeting.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel, cross road culverts, ditch cleaning, entrances; inventory; signing-detours-maintenance; edge rutting; mowing side roads and hard surface roads; Division II rock Northeast started Wednesday, Division I rock started Thursday; working culvert on Pembroke. Set Wednesday; V-48 shouldering and pavement marking opened on Friday, July 17, 2015; staking bridge 2630 (170th); closed bridge south Bassett (deck overlay) etc.

 

Motion by Geerts, Seconded by Carolan to approve fireworks permit for Mary Beth Kamrath-Ovel.  Roll Call:  All Ayes.  Motion Carried.

 

At 10:25 AM a member from the media was present.

 

Charles Vikdal met with the Board to discuss the location of the commercial driverís license (CDL) drive test.  Also present were Treasurer Sue Breitbach and Joan Vikdahl.

 

Mr. Vikdal addressed his concerns to the Board regarding the street being used on Thursdays for the Commercial Driverís License (CDL) drive test locations.  Sue Breitbach informed the Board that she and two other Supervisors were looking into other locations for the Commercial Driverís License (CDL) drive test locations. Sue Breitbach informed the Board that the current CDL drive test location will be unavailable to use beginning August 1, 2015.   Department of Transportation Supervisor Deb Ott will be looking at the other locations on Tuesday, July 21, 2015.  Sue Breitbach informed the Board that the Department of Transportation has to approve the location.  Sue Breitbach will continue to update the Board of the progress.

Treasurer Sue Breitbach met with the Board for the approval of Resolution for abatement of mobile home taxes and cancel county held tax sale certificates.

 

Motion by Geerts, Seconded by Andersen to approve the Resolution for abatement of mobile home taxes and cancel county held tax sale certificates as per the recommendation of the Treasurer.  Roll Call:  All Ayes.  Motion Carried.  RESOLUTION 07-20-15-32 FOR ABATEMENT OF MOBILE HOME TAXES AND CANCEL COUNTY HELD TAX SALE CERTIFICATES WHEREAS, there are unpaid mobile home taxes and county held tax sale certificates, under the names of Diane Toussaint and Patricia Stanton.  According to Iowa Code Section 435.25 and 445.16, the County Treasurer may recommend tax abatement to the Board of Supervisors.  On July 20, 2015, Treasurer Sue Breitbach recommended the Board of Supervisors cancel held tax certificates and abate all delinquent taxes on the following mobile homes: 1972 Liberty mobile home, Title #19W099196, VIN# W2933, owner Patricia Stanton, cancel County Held Tax Sale Certificate #08-00105 in the amount of $344.00 and abate the taxes for the years 2009 thru 2015 in the amount of $938.00.  This mobile home has no value.  1976 Cameron mobile home, Title #19w075545, VIN#07300446J, owner Diane Toussaint, cancel County Held Tax Sale Certificate #08-00106 in the amount of $302.00 and abate the taxes for the years 2009 thru 2015 in the amount of $696.00.  This mobile home has no value.  The above mobile homes were located in the Shady Acres Mobile Home Court, 2300 S Linn Ave., New Hampton, IA.  NOW, THEREFORE, BE IT RESOLVED, THIS Board is in agreement by their motion on July 20, 2015, and therefore will abate any and all taxes due and cancel the aforesaid tax sale certificates.  1972 Liberty mobile home, Title #19W099196, VIN# W2933, owner Patricia Stanton, cancel County Held Tax Sale Certificate #08-00105 in the amount of $344.00 and abate the taxes for the years 2009-$134.00; 2010-$134.00; 2011-$134.00; 2012-$134.00; 2013-$134.00; 2014-$134.00; 2015-$134.00=$934.00.  This mobile home is valueless.   1976 Cameron mobile home, Title #19W075545, VIN#07300446J, owner Diane Toussaint, cancel County Held Tax Sale Certificate #08-00106 in the amount of $302.00 and abate the taxes for the years 2009-$116.00; 2010-$106.00; 2011-$116.00; 2012-$116.00; 2013-$116.00; 2014-$116.00; 2015-$116.00=$696.00.  This mobile home is valueless AYES: /ss/ Rick Holthaus, Chairman, Steve Geerts, Vice-Chairman, Tim Zoll, Dan Carolan, John Andersen.  ATTEST: /ss/ Joan Knoll, Auditor

 

Motion by Carolan, Seconded by Zoll to adjourn the meeting at 11:00 AM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, July 21, 2015 at 9:30 AM with all members present:  Geerts, Holthaus, Carolan, Zoll, and Andersen.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was a member from the media.

 

Sheriff Todd Miller met with the Board for an update on the showers at the at the Jail building.  Also present was Custodian Dave Gorman.  Dave Gorman presented to the Board estimates from the vendors for the Board to review.   Discussion followed.

 

Chairman opened a sealed bid for the 2005 pickup box and topper lid.

 

Motion by Carolan, Seconded by Geerts to accept the bid from Darin Hayzlett in the amount of $250.00 for the 2005 pickup box and topper lid.  Roll Call:  All Ayes.  Motion Carried.

 

Supervisor Andersen reviewed with the Board the Chickasaw County Courthouse and Public Building Security Confidential records policy.

 

Motion by Andersen, Seconded by Carolan to adopt the Chickasaw County Courthouse and Public Security Confidential Records Policy as presented.  Roll Call: All Ayes.  Motion Carried.

 

Motion by Carolan, Seconded by Geerts to acknowledge the change of status of Jean Leichtman from part-time scheduled nurse to part-time-on-call nurse effective August 1, 2015.  Roll Call:  All Ayes.  Motion Carried.

 

Supervisor Holthaus gave the Board an update on the Heartland Insurance Risk Pool. Mr. Holthaus informed the Board that the Heartland Insurance Risk Pool elected officers for FY 2015-2016: Larry Vest, Chair; Joel Voaklander, Vice-Chair; Jon Finney, Treasurer.  Mr. Holthaus informed the Board that the Employment Seminar is scheduled for September 10, 2015.

 

Supervisor Carolan gave an update on the Munson Park.

 

Received and filed in the Auditorís Office received a MMP short form for Annual Updates for Harrington, Ltd.-Harrington, Ltd., Finisher Farm (ID# 58790) in Section 26 of Bradford Township located at 1646 290th Street, Nashua, IA 50658.

 

Received and filed in the Auditorís Office received a MMP short form for Annual Updates for Mike Kurtenbach (ID# 67464) in Section 17 of Stapleton Township located at 2159 Stanley Avenue, Lawler, IA 52154.

 

Received and filed in the Auditorís Office received a Manure Management Plans & Plan Updates for Ionia Pigs, Inc.-Leon Sheets (ID# 60072) in Section 22 of Richland Township.  This is a corrective purpose only.

 

Received and filed in the Auditorís Office received a MMP Short Form for Annual Updates for Mark Bruening, Harry Buhre Jr. and Ron Reis (ID# 60444) in Section 10 of Jacksonville Township located at 2504 140th Street, New Hampton, IA 50659.

 

Received and filed in the Auditorís Office received a MMP Short Form for Annual Updates for James Reicks (ID# 64786) in Section 21 of Utica Township located at 3060 160th Street, Lawler, IA 52154.

 

Received and filed in the Auditorís Office received DNR Construction Permit Application for Palladiumbrook, LLC-Stanley Site (ID# New Site) in Section 3 of Sumner Township, Bremer County.
