COUNTY BOARD MINUTES

AUGUST 24 & 25, 2015

 

The Board convened on Monday, August 24, 2015 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Zoll, and Andersen.  The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.   Also present was a member from the media.

 

Motion by Andersen, Seconded by Geerts to approve agenda for August 24 & 25, 2015.   Roll Call:   All Ayes.   Motion Carried.

 

Motion by Andersen, Seconded by Carolan to approve board minutes of August 17 & 18, 2015.   Roll Call:  All Ayes.  Motion Carried.

 

Wally Boehmer, President of the Pioneer Cemetery Commission, met with Board to present an overview of the Pioneer Cemetery Commissionís work this year.  He reported that the Commission purchased their own tools for use in the cemeteries and that the several projects were undertaken in Yankee Cemetery, Jacksonville Cemetery, Pearl Rock Cemetery, Diagonal Cemetery in Lawler, and Maple Grove Cemetery. In addition, the members of the Commission attended a workshop in Decorah about various methods to be used to more effectively deal with challenges the Commission faces in repairing stones. 

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel, ditch cleaning permits in various areas; entrance permits in various areas; continue spraying in various areas; mowed lawns at shops; worked on new trailer; sign survey; setting up detour signs; spot rocking across county roads; blades outs on gravel roads all week after rain; bridge repair list; Cheyenne Avenue box culvert completed and opened on Friday; Cobbís bridge repair, overlay; Bassett bridge opened on Thursday; paving blocks, Cobbís bridge, HMA this week; closing Saude bridge today; B22 Bridge replacement design work; Transportation symposium in Ames; etc.

 

Motion by Geerts, Seconded by Carolan to approve permit for Hawkeye REC to place buried cable in the county right of way at 2764 100th Street in Section 24, Jacksonville Township as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Bremer County Sheriff Dan Picket met with the Board to discuss radio communications. Also present were County Attorney Pat Wegman, Assistant County Attorney Mark Huegel, Chief Deputy Marty Hemann, and Ken Rasing.  Sheriff Picket gave an overview of the Bremer County E-911 Service Board and radio communications.  The Sheriffís Department and Board of Supervisors are concerned about improving the reliability of the communications system in various remote portions of Chickasaw County.

 

Ken Rasing met with the Board to discuss Alert, Lockdown, Inform, Counter, Evacuate (ALICE) training.

 

Motion by Andersen, Seconded by Geerts to authorize Ken Rasing to schedule Alert, Lockdown, Inform, Counter, Evacuate (ALICE) Violent Intruder training from Eagle Ridge Tactical Consulting, LLC in the amount of $1,587.21 for Chickasaw County Employees with the date to be determined.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Andersen to adjourn the meeting at 12:35 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, August 25, 2015 at 9:30 AM with all members present:  Geerts, Holthaus, Carolan, Zoll, and Andersen.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was a member from the media.

 

Conservation Director Brian Moore met with the Board to open the sealed bids for the 1999 F150 pickup. Also present was Dennis Richter.

 

Received two bids for the 1999 F150 pickup.  Chairman Holthaus opened the sealed bids.

Bids from Larry A. Schmitt in the amount of $751.00 and Dennis Richter in the amount of $400.00.

 

Discussion followed.

 

Motion by Geerts, Seconded by Zoll to accept the bid from Larry A. Schmitt in the amount of

$751.00 for the 1999 F150 pickup as per the recommendation of the Conservation Director.  Roll Call:  All Ayes.  Motion Carried.

 

Public Health and Home Care Services Administrator Kathy Babcock met with the Board to

discuss the upcoming annual flu vaccine.

 

Motion by Geerts, Seconded by Carolan to allow Public Health and Home Care Services Agency to provide annual flu vaccine for the fall of 2015.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Geerts, Seconded by Carolan to rescind the previous motion.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Carolan to authorize the Public Health and Home Care Services Agency to be the contract agency to administer to Chickasaw County employees the annual flu vaccine for the fall of 2015 and submit the bill to their health insurance providers.  Roll Call:  All Ayes. Motion Carried.

 

Dwane Koch owner of Diversity, Inc. met with the Board to discuss the jail facility. Also present were Custodian Dave Gorman and Chief Deputy Marty Hemann.

 

Mr. Koch, after presenting an overview of his business, discussed with the Board how the facility needs to be prepared (sandblasted and cleaned up) before the epoxy is applied to the floors, walls, shower areas, and other features of the jail facility.  The Board also toured the jail facility.

 

The Board allowed claims.
