COUNTY BOARD MINUTES

SEPTEMBER 21 & 22, 2015

 

The Board convened on Monday, September 21, 2015 at 9:30 AM with all members present: Carolan, Holthaus, Geerts, Zoll, and Andersen.   The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.  Also present was a member from the media.

 

Motion by Andersen, Seconded by Geerts to approve agenda for September 21 & 22, 2015.   Roll Call:  All Ayes.  Motion Carried.

 

Ken Rasing met with the Board to discuss the two bids for an air conditioning unit for the jail facility basement. Mr. Rasing and the Modus Engineering firm did review the two bids.  Also present was Custodian Dave Gorman.

 

Motion by Andersen, Seconded by Geerts to accept the bid from Mick Gage Plumbing and Heating in the amount of $8,975.00 for the air conditioning unit for the jail facility basement as per the recommendation of the Modus Engineering firm.  Roll Call:  All Ayes.   Motion Carried.

 

Mr. Rasing also gave an update on the Heritage Residence Water Test results. The Board received and filed the Lead & Copper Consumer Notice-Analytical Results for Lead & Copper Tap Water monitoring.

 

Mr. Rasing gave an update on the Courthouse Security. Ken Rasing discussed with the Board the professional employee training.  The Courthouse will be closed at Noon on Friday, November 6, 2015 for employees to attend the professional employee training.

 

Supervisors Holthaus and Zoll give and update on the Upper Cedar River Watershed Project.

 

Supervisor Carolan left at 10:28 AM to attend the R C & D meeting.

 

Motion by Andersen, Seconded by Zoll to approve board minutes of September 14 & 15, 2015. Roll Call:   Ayes:  Geerts, Zoll, Andersen, and Holthaus.  Absent:  Carolan.   Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel; work orders in various areas; entrance permits in various areas; ditch cleaning permits; mowed shop lawns; sign survey, daytime, west half complete; MUTCD, seminar in Charles City, sign crew; repairs signs as need; spray at the Landfill, trees, Ken Rasing; mowing hard surface roads; motorgraders, out blading; Alta Vista, cold patch asphalt; start mowing gravels, in Lawler; trimming brush around bridges; 2700 box culvert, set Monday, opened Wednesday; erosion control, various bridges; bridge repair list; SIIMS, input-bridges; survey, work, river X-channel; Alta Vista box culver, right of way; sand bids, Bruening; FHWA, review, V-48 project, etc.

 

Received and filed the First Judicial District Department of Correctional Services Combined Balanced Sheet ending June 30, 2015.

 

Received and filed the Iowa Northland Regional Council of Governments Balance Sheet ending

June 30, 2015.

 

Received and filed in the Auditorís Office MMP Short Form for annual updates for Zwanziger L.L. C.-Finisher Farm (ID # 59516) in Section 3 of Bradford Township located at 1351 260th Street, Nashua, IA 50658.

 

Motion by Andersen, Seconded by Geerts to adjourn the meeting at 11:25 AM. Roll Call:  All Ayes.   Motion Carried.

 

The Board convened on Tuesday, September 22, 2015 at 9:30 AM with all members present: Holthaus, Andersen, Zoll, Carolan and Geerts. The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.   Also present was a member from the media.

 

Sheriff Todd Miller met with the Board to review the Jail Inspection Report.  Also present were

Chief Deputy Marty Hemann and Deputy KJ Miller.

 

Chief Deputy Marty Hemann informed the Board that the Jail Inspection was done on Friday, September 4, 2015 by Chief Jail Inspector Delbert G. Longley. Mr. Longley stated that the jail is a very clean, well maintained and well-managed facility. Chief Deputy Marty Hemann also gave a departmental update on the jail.

 

Sheriff Todd Miller and Deputy K J Miller discussed with the Board the replacement of handguns.  Sheriff Miller received quotes from 3 vendors. Discussion followed.  Sheriff Todd Miller received money from a seizure in the amount of $5000.00.  The money received from the seizure will be used to purchase the handguns. Sheriff Miller will do more research and report to the Board at a later date.

 

Ken Rasing met with the Board to discuss the closed landfill (on Hickory Avenue).  Also present were Greg Brennan and Harman Mallhi, representing HR Green, Inc.  Ken Rasing informed the Board that Mr. Brennan and Mr. Mallhi inspected the Landfill and has developed a plan to address the concerns expressed by the Iowa Department of Natural Resources.  Mr. Brennan will send a letter to the Iowa Department of Natural Resources and will send a proposal and schedule for the Boardís review as per the Iowa Department of Natural Resources.

 

Jim Cook met with the Board to review the Continuity of Operations Plan (COOP).  Also present was Ken Rasing.  Discussion followed.  Mr. Cook will make the revisions and meet with the Board at a later date.

 

Received and filed in the Auditorís Office Jendro Sanitation rural recycling collection report for the month of September 2015.

 

The Board discussed the upcoming county budget amendment for FY 2015-2016. 

 

The Board allowed claims.

 

Sherry Mattke, Kerry Foods representative Aaron Rethamel, and Fredericksburg Council Member Randy Leach met with the Board to discuss county road property in Section 13, T94, R12 west of the 5th PM.  Also present was Assistant County Engineer John Murray.  Discussion followed.

The Board took no action until the next Board meeting.

 

Received and filed in the Auditorís Office MMP Short Form for annual updates for C & N Livestock Farms, LLC-Wenthold Site (ID # 66940) in Section 20 of Dresden Township located at 2333 280th Street, Fredericksburg, IA 50630.

 

Received and filed in the Auditorís Office MMP Short Form for annual updates for Harold Lantow-Lantow Site 2 (ID # 59760) in Section 12 of Dresden Township located at 2796 260th Street, Fredericksburg, IA 50630.

 

Received and filed in the Auditorís Office MMP Short Form for annual updates for Randy Burgart (ID # 65016) in Section 8 of Dresen Township located at 2676 Mission Avenue, Fredericksburg, IA 50630.

 

Motion by Carolan, Seconded by Zoll to adjourn the meeting at 12:15 PM. Roll Call:  All Ayes.  Motion Carried.
