COUNTY BOARD MINUTES

JANUARY 11 & 12, 2016

 

The Board convened on Monday, January 11, 2016 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Andersen.   Mail was opened and distributed.  

 

Motion by Geerts, Seconded by Carolan to approve agenda for January 11 & 12, 2016.   Roll Call: All Ayes. Motion Carried.

 

Motion by Carolan, Seconded by Holthaus to approve board minutes of January 4 & 5, 2016.   Roll Call:  All Ayes.  Motion Carried.

 

Treasurer Sue Breitbach met with the Board for review and approval of the Semi Annual Report, with discussion following and review of bank balances.

 

Motion by Holthaus, Seconded by Geerts to approve the Treasurer’s semi-annual report ending December 31, 2015, subject to audit.   Roll Call:  All Ayes. Motion Carried

 

The Board reviewed the quarterly reports for Auditor, Recorder and Sheriff.

 

Motion by Zoll, Seconded by Geerts to approve quarterly reports ending December 31, 2015 for Auditor, Recorder and Sheriff, subject to audit.  Roll Call:  All Ayes. Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; 1-4-16 pushing back snow, one ways, motorgraders; mixing salt & sand; scraping gravel roads, ice, all week; 1-7-16 7 one ways out mornings at 5:15 AM; 1-8-16 7 one ways out at 5:00 AM; motorgraders scraping; 1-9-16 one ways out at 5:15 AM to 10:00 AM; 1:00 PM to 5:00 PM; 1-10-16 one ways out at 5:00 AM to 8:220 AM; 1-11-16 motorgraders out at 4:45 AM drift roads; service conservation van, brakes; repair signs, mailboxes; new mechanic Andrew Duff started today; bridge design, several projects; channel cross sections, SIIMS, IDOT; day labor projects. Rock resurfacing maps; March letting; finish placing snow fence; 2010 John Deere motorgrader, high metal count, 6700 hours; etc.

 

Motion by Zoll, Seconded by Carolan to approve the permit for MidAmerican Energy to replace one wood structure on the existing 69KV electric line along west side of Bay Place north of 270th Street in Bradford Township as recommended by the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

Chickasaw Ambulance Service represented by Jeremy McGrath met with the Board for an ambulance update. Mr. McGrath reviewed with the Board the write-off and the call volume report from 2010 -2015. Mr. McGrath also presented to the Board a budget request for FY 2016-17 in the amount of $10,000.00.  The request will be considered within the context of the total county budget. 

 

Assistant County Attorney Mark Huegel met with the Board to review the resolution and to approve the resolution to consider the abandonment and to sell a parcel of real estate in the NW ¼ NW ¼ of Section 28-T97N-R12 property to Clair and Dorothy Huber.

 

Motion by Holthaus, Seconded by Geerts to approve Resolution 01-11-16-04.  Roll Call:  Ayes

Motion Carried.  RESOLUTION NO. 01-11-16-04 A RESOLUTION SETTING FORTH THE CHICKASAW COUNTY BOARD OF SUPERVISORS INTENT TO SELL AND ABANDON A PARCEL OF REAL ESTATE CONTAINING 966 SQUARE FEET, LEGALLY DESCRIBED AS: COMMENCING AT THE NORTHEAST CORNER OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER OF SECTION 28, TOWNSHIP 97 NORTH, RANGE 12 WEST OF THE 5TH P.M. IN CHICKASAW COUNTY, IOWA; thence south 03°00’10” EAST, 1089.65 feet along the east line of said quarter-quarter section to the point of beginning; thence continuing south 03°00’10” east, 70.00 feet along said east line to the east right-of-way line of nolan avenue; thence north 26°14’02” west, 70.00 feet along said east right-of-way line; thence north 75°22’54” east, 28.19 feet to the point of beginning. WHEREAS, Chickasaw County owns a parcel of real estate described herein above which they have granted an Ingress and Egress Easement to Clair Huber and Dorothy Huber, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, have determined that the continued ownership of the above described real estate is a detriment to the citizens of Chickasaw County, Iowa, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that it is in the best interests of the citizens of Chickasaw County, Iowa, that the real estate described herein above be abandoned by Chickasaw County for the purposes of sale, and WHEREAS, Clair Huber and Dorothy Huber have tendered an offer for the purchase of the above described real estate owned by Chickasaw County, Iowa, in the amount of $1.00 and other valuable consideration, and WHEREAS, it is in the best interests of Chickasaw County, Iowa, to sell the real estate described as follows:  COMMENCING AT THE NORTHEAST CORNER OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER OF SECTION 28, TOWNSHIP 97 NORTH, RANGE 12 WEST OF THE 5TH P.M. Chief Deputy Marty Hemann met with the Board for a departmental update.  Mr. Hemann informed the Board that the revenue (jail room & board payments, out of county prisoners holding, phone cards & jail commissary program) for 2015 amounted to $24,197.40. Mr. Hemann also informed the Board that the City of Fredericksburg is reviewing the current law enforcement contract.  Also present was Assistant County Attorney Mark Huegel.

 

Motion by Carolan, Seconded by Geerts to appoint Dr. Garry Cole as the Medical Director for  the Board of Health for a three year term expires January 2019.  Roll Call:  All Ayes.  Motion Carried.

 

The Board recessed at 12:03 PM and reconvened at 1:00 PM.

 

Ginger Rasmussen and Staci Schutte met with the Board to review FY 2016-17 budget.

 

Motion by Carolan, Seconded by Geerts to adjourn the meeting at 2:30 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, January 12, 2016 at 9:30 AM with all members present:  Geerts, Zoll, Holthaus, Carolan, and Andersen.  The meeting was called to order by Chairman Andersen. Mail was opened and distributed.   Also present was a member from the media.

 

Wally Boehmer, President of the Pioneer Cemetery Commission, met with Board to present an overview of the Pioneer Cemetery Commission’s work.  Also present was Treasurer Julie Eckenrod and Vice President Merrilyn Knight.  Mr. Boehmer presented to the Board FY 2016-2017 budget request. The budget request in the amount of $4,000.00 was received and place on file for consideration within the total context of the county budget.

 

Wally Boehmer reviewed with the Board the 2015 Expenses, 2016 Proposed Budget, 2015 accomplishments, 2015 list of hours and 2015 donations.

The joint 28E Chickasaw/Mitchell Targeted Case Management Board convened at 10:00 AM via a conference call:  Present at Chickasaw County were Supervisors: John Andersen, Dan Carolan, Rick Holthaus, Tim Zoll, Steve Geerts, Auditor Joan Knoll,  Hacker, Nelson & Co. PC representatives Neil Schrader and Christi Meyer, and Regional Coordinator of Disability Services Sheila Kobliska.  Present at Mitchell County were Supervisors Shannon Paulus, Joel Voaklander, Stan Walk and Auditor Lowell Tesch. 

 

Neil Schrader reviewed with the Board the Chickasaw-Mitchell County Targeted Case Management Agreed-Upon Procedures Report ending June 30, 2015.  The Procedures Report was completed due to the termination of the Chickasaw-Mitchell 28E Agreement ending June 30, 2015.  Discussion followed.

 

It was the consensus of the Boards to keep the Chickasaw-Mitchell Case Management Fund open for two years.  The Chickasaw County Attorney’s office will prepare an agreement regarding the disbursement of funds and the indirect costs (3 years) for the Chickasaw County and Mitchell County to review.

 

Land Use Administrator Staci Schutte met with the Board for the approval of a minor subdivision.

 

Motion by Carolan, Seconded by Holthaus to approve Resolution 01-12-16-05 and authorize Chairman Signature for the minor subdivision for Rose Njus.  Roll Call:  All Ayes.  Motion Carried. RESOLUTION 1-12-16-05 A RESOLUTION APPROVING THE MINOR SUBDIVISION PLAT OF parcel  F  in the Southeast Quarter of the Northwest quarter and the southwest quarter of the northeast quarter of Section 30, Township 96 NORTH, Range 11 WEST OF THE 5TH P.M., Chickasaw County, Iowa.WHEREAS, ON THE 12th DAY of  JANUARY at a regular meeting by the Board of Supervisors, Chickasaw County, Iowa a minor subdivision plat of Parcel F in the Southeast Quarter of the Northwest Quarter and the Southwest Quarter of the Northeast Quarter of Section 30, Township 96 North, Range 11 West of the 5th P.M., Chickasaw County, Iowa was presented. WHEREAS, the minor subdivision plat of Parcel F in the Southeast Quarter of the Northwest Quarter and the Southwest Quarter of the Northeast Quarter of Section 30, Township 96 North, Range 11 West in the 5th P.M., Chickasaw County, Iowa has been considered and should be approved. NOW, THEREFORE, it is hereby resolved by the Board of Supervisors, Chickasaw County, Iowa that said Minor Subdivision Plat be approved, accepted and the Chairman is hereby directed to certify this Resolution of Approval. Mary Litterer with the Foster Grandparents Program met with the Board to present the FY 2016-2017 budget request in the amount of $1,000.00. Also present was Foster Grandparent Pat Leichtman. The request will be considered within the context of the total county budget. 

 

The Board allowed claims.

 

Paul Greufe with PJ Greufe & Associates met with the Board via phone conference.  Also present was Kathy Babcock.

 

Motion by Geerts, Seconded by Carolan to enter into exempt strategy session Iowa Code Section 20; Section 17.3 at 11:57 AM. Roll Call:  All Ayes.  Motion Carried.

 

Discussion followed.

 

Motion by Zoll, Seconded by Carolan to exit into exempt strategy session Iowa Code Section 20; Section 17.3 at 12:21 PM. Roll Call:  All Ayes.  Motion Carried.

 

Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for Seamans Farms (ID 57708) in Section 5 of Richland Township located at 1751 260th Street, Ionia, IA 50645.
