COUNTY BOARD MINUTES

FEBRUARY 22 & 23, 2016

 

The Board convened on Monday, February 22, 2016 at 9:30 AM with the following members present:  Carolan, Holthaus, Andersen, and Zoll.  Absent:  Geerts.  The meeting was called to order by Chairman Andersen.   Mail was opened and distributed.  Also present was a member from the media.

 

Motion by Carolan, Seconded by Holthaus to approve agenda for February 22 & 23, 2016.   Roll Call: Ayes: Carolan, Holthaus, Andersen and Zoll.  Absent:  Geerts.   Motion Carried.

 

Motion by Holthaus, Seconded by Zoll to approve board minutes of February 15 & 16, 2016.   Roll Call:  Ayes:  Carolan, Holthaus, Andersen and Zoll.  Absent:  Geerts.   Motion Carried.

 

Supervisor Geerts present at 9:37 AM.

 

Chief Deputy Marty Hemann met with the Board to discuss the Fredericksburg Law Enforcement Contract.  Also present were Assistant County Attorney Mark Huegel and Deputy Reed Palo.  Chief Deputy Marty Hemann updated the Board.  Marty Hemann and Dan Carolan met with Fredericksburg Mayor Shain Kroenecke February 12, 2016 for educational purposes only.  The City of Fredericksburg is currently soliciting proposals for law enforcement coverage for FY 17.  Currently the Chickasaw County Sheriffís office is providing the service.  Chief Deputy Marty Hemann and the Countyís Attorneys office will submit a proposal for law enforcement coverage to the City of Fredericksburg by March 1, 2016 deadline.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; 2-15-16 everything out at 5:00 AM; 2-15-16 pushing back snow, snow blower out; 2-17-16 cleaning up; maintenance meeting, foremen in Charles City; Jackson Quarry, rock, Vanderbilt Avenue this morning; fixing mailboxes in various locations; mixed sand & salt; Boyd Road, bridge plans; bridge lumber, sign post, pile, quotes; county engineers research focus group in Ames; bridge refresher this week for County Engineer this week; etc.

 

Motion by Holthaus, Seconded by Geerts to approve contracts for Project BRS-C019-(82)-60-19 (bridge replacement on 110th Street) with K Construction in the amount of $459,099.29 and authorize Chairman Signature as per the recommendation of the County Engineer.  Roll Call:   All Ayes.  Motion Carried.  The project will start on or before June 13, 2016. 

 

Assistant County Engineer John Murray met with the Board to discuss the sidewalk, parking lot and curb project at the Jail Facility located at 116 N. Chestnut.  Discussion followed.  John Murray will do some more research regarding the sidewalk to the parking lot of the jail facility and update the Board at a later date. The total cost of the project will be shared with the City of New Hampton.

 

The Board reviewed the Resolution for Public Notice for existing ordinances.

Mark J. Zaccone with Invenergy Services met with the Board for an update on alternative energy such as wind power throughout the county. Also present were Randy Breitbach, Staci Schutte, and Assistant County Attorney Mark Huegel.  Mr. Zaccone encourages the Board to contact some of the following counties regarding windtowers: Carroll County, Ida County and OíBrien County.  Also Palo Alto and Iowa Counties are in the beginning stages of the project as is Chickasaw County.  Mr. Zaccone informed the Board that Invenergy Services has so far entered into landowner lease easement agreements for approximately 5,000 acres with the intention of signing lease agreements for approximately 30,000 to 40,000 acres.  Mr. Zaccone reported that his firm has two leasing agents in the County who, reportedly, are being well received by the landowners. He further reported that three to four 200 foot towers will be erected in the County this summer to collect wind speed data.  Mr. Zaccone will send the Board of Supervisors information on decommissioning agreements for Counties both with and without zoning ordinances for windtowers that will be no longer in service.  The Board would like Mr. Zaccone to continue the process and advised him that Chickasaw County is very interested in alternative energy.

 

Received and filed in the Auditorís Office Jendro Sanitation rural recycling collection report for the month of February 2016.

 

Motion by Geerts, Seconded by Carolan to adjourn the meeting at 12:05 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, February 23, 2016 at 9:30 AM with the following members present:  Geerts, Holthaus, and Andersen.  Absent: Zoll and Carolan.  The meeting was called to order by Chairman Andersen. Mail was opened and distributed.   

 

The Board allowed claims.

 

Received and filed in the Auditorís Office MMP short form for annual updates for Tim Denner- Denner Site-(ID #64312) in Section 21 of Stapleton Township located at 2295 Union Avenue, Lawler, IA 52154.

 

Received and filed in the Auditorís Office MMP short form for annual updates for Mike Link (ID#65872) in Section 6 of Chickasaw Township located at 1989 Asherton Avenue, Ionia, IA 50645.
