COUNTY BOARD MINUTES JUNE 6 & 7, 2016 The Board convened on Monday, June 6, 2016 at 9:00 AM with all members present: Carolan, Holthaus, Geerts, Andersen, and Zoll. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Motion by Geerts, Seconded by Zoll to approve the agenda for June 6 & 7, 2016. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Geerts to approve the board minutes of May 30 & 31, 2016. Roll Call: All Ayes. Motion Carried. Chickasaw County Coordinator of Disability Services Bobbi Jo O’Donnell met with the Board to review the Integrated School Counseling contract. Motion by Geerts, Seconded by Holthaus to continue with the Integrated School Counseling contract (Sumner-Fredericksburg School and Nashua School) in the amount of $25,000 as per the recommendation of the Chickasaw County Coordinator of Disability Services. Roll Call: All Ayes. Motion Carried The Board reviewed the policy for use of Courthouse Grounds and application. Discussion followed. It was the consensus of the Board to have the County Attorney’s office review the policy. Motion by Geerts, Seconded by Carolan to approve the fireworks permit for Don Blazek. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Zoll to approve fireworks permit for Sue Burgart. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Geerts to approve fireworks permit for Dairy Days. Roll Call: All Ayes. Motion Carried. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; entrance permits in various areas; work orders, entrance work at Randolph to 120th Street; pip delivered to V-14; entrance or on 150th & Windsor; ditch cleaning permits; tandem truck quotes, this Wednesday; signs to Alta Vista, for A.V. Days; set up detour for V-14; Division $ & 3 rock finished; mowing hard surface; cold mix patching on Gilmore; motorgraders blading gravels; after mowing, retriever & edge rutting soon; b-22 box culvert, concrete continues; budget review; District 2 meeting in Decorah; etc. Motion by Holthaus , Seconded by Carolan to approve permit for Hawkeye REC to place buried cable and overhead line in Section 30-T97N-R11W along Roanoke Avenue as per the recommendation of the County Engineer. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Carolan to approve permit for Hawkeye REC to place buried cable under 170th Street at 1505 170th Street in Section 24-T96N-R14W as per the recommendation of the County Engineer. Roll Call: All Ayes. Motion Carried. Motion by Zoll, Seconded by Geerts to approve permit for Butler REC overhead permit to construct a line from 250th Street North approximately 1300 feet along Jasper Avenue as per the recommendation of the County Engineer. Roll Call: All Ayes. Motion Carried. The Board reviewed the Cost Allocation Plan for FY 2015. Motion by Holthaus, Seconded by Carolan to approve and authorize Chairman Signature on the Certification of FY2015 Cost Allocation Plan. Roll Call: All Ayes. Motion Carried. Public Health and Home Care Administrator Kathy Babcock met with the Board for a departmental update. Kathy Babcock informed the Board that the Board of Health hired a Home Care Manager/Assistant Administrator. Kathy Babcock informed the Board that the agency started a program called “Road to Weight Loss” which started on Tuesday. It is a support program for weight loss which meets twice a month. A program at Mercy Medical Center-New Hampton was offered but was cancelled due to low numbers. Regarding the Walking School Bus and Safe Routes to School: The school year is now complete; 20 students participated in the Spring Walking School Bus program from April 7 through May 26. A Bike Rodeo was held in May with St. Joe’s School for 2nd through 4th grades in which children learned bike safety. Regarding Emergency Preparedness: Jim Cook and Kathy Babcock will attend Illinois Emergency Preparedness Summit in Schaumberg, IL. From June 21 through June 23, 2016. Regarding Disease Outbreaks: Kathy Babcock informed the Board about a salmonella outbreak and one case of the mumps. Regarding Home Care: Kathy Babcock informed the Board that there were 20 referrals to the agency in May. Kathy Babcock informed the Board that the Quality Assurance/Quality Improvement Coordinator position will be filled this month and this person will be working the MCO’s. The Board recessed at Noon and reconvened at 1:00 PM. Assistant County Attorney Mark Huegel and Ray Armel met with the Board. Also present was Assessor Doug Welton. Motion by Zoll, Seconded by Carolan to approve Resolution 06-06-16-18. Roll Call: Ayes. Motion Carried. RESOLUTION NO. 06-06-16-18 A RESOLUTION SETTING FORTH THE CHICKASAW COUNTY BOARD OF SUPERVISORS INTENT TO SELL AND ABANDON PARCEL BDNA 191316250004, LOTS 9 AND 10, BLOCK 76 UNION PLAT OF BRADFORD, CHICKASAW COUNTY, IOWA ALSO DESCRIBED AS PARCEL 19136250004, 16-94-14, 10R X 10R NE¼ SE¼ BRADFORD TOWNSHIP, CHICKASAW COUNTY, STATE OF IOWA. WHEREAS, Chickasaw County owns Parcel BDNA 191316250004, Lots 9 and 10, Block 76 Union Plat of Bradford, Chickasaw County, Iowa also described as Parcel 19136250004, 16-94-14, 10R X 10R NE¼ SE¼ Bradford Township, Chickasaw County, State of Iowa. WHEREAS, the said property described herein above is landlocked and there is no easement for ingress or egress. WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that the continued ownership of the above described real estate is a detriment to the citizens of Chickasaw County, Iowa, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that it is in the best interests of the citizens of Chickasaw County, Iowa, that the real estate described herein above be abandoned by Chickasaw County for the purpose of sale, and WHEREAS, the adjacent land owner, Bradford Corporation, has the only ingress and egress access to the above described property. WHEREAS, the adjacent land owner, Bradford Corporation, has expressed an interest in acquiring the property, and WHEREAS, it is in the best interest of Chickasaw County, Iowa, to sell the real estate described as follows: Parcel BDNA 191316250004, Lots 9 and 10, Block 76 Union Plat of Bradford, Chickasaw County, Iowa also described as Parcel 19136250004, 16-94-14, 10R X 10R NE¼ SE¼ Bradford Township, Chickasaw County, State of Iowa. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Chickasaw County Board of Supervisors of Chickasaw County, Iowa: 1. The best interests of Chickasaw County, Iowa, and the citizens thereof require that formal action be taken for the abandonment and sale of Parcel BDNA 191316250004, Lots 9 and 10, Block 76 Union Plat of Bradford, Chickasaw County, Iowa also described as Parcel 19136250004, 16-94-14, 10R X 10R NE¼ SE¼ Bradford Township, Chickasaw County, State of Iowa. 2. That the sale of said property described in paragraph 1 above, be completed with the sale of said property immediately after a public hearing by auction to those people that have expressed a written interest in purchasing the same property. 3. That the property subject to this sale be sold pursuant to the legal description provided for herein. That the buyer of said property shall be responsible for any survey at buyer’s expense if any discrepancy, dispute or concern of any nature regarding the property being subject to this sale at the present time or any future time exists. Additionally, the costs of obtaining or continuing an abstract of title to said property, as well as closing costs including but not limited to, attorney’s fees, recording fees and abstracting fees, will be at the expense of the buyer. 4. Deputy Assessor Ray Armel gave the Board an update on John Casey’s Addition to the City of Lawler. The Board allowed claims. The Board convened on Tuesday, June 7, 2016 at 9:00 AM with the following members present: Geerts, Zoll, Holthaus, and Andersen. Absent: Carolan. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Conservation Director Brian Moore met with the Board for a departmental update. Brian Moore informed the Board on the following topics: Host campers are in place at the Airport Lake Park and Split Rock Park. Conservation Board Tour Dates: No date set yet and the Conservation Board will discuss at the July7, 2016 meeting. Adolph Munson Task Force: The Conservation Board appointed Matt Crayne and Ray Armbrecht on the Adolph Munson Task Force. Chickasaw Park Wedding Reception: Mr. Moore informed the Board that an individual contacted Mr. Moore regarding a wedding reception at Chickasaw Park on the west side of the river. The party would like the park to stay open past the 10:30 PM. Mr. Moore contacted the County Attorney’s office regarding a waiver. The County Attorney’s office indicated under no circumstance should the waiver be approved. Mr. Moore will contact the party of the decision. Playground for Parks: The playground equipment for the Airport Lake Park and Split Rock Park should be delivered by June 20th and setup to begin in July for Airport Lake Park and fall for Split Rock Park. Purchase of road rock for Airport Lake and Split Rock Parks: The Conservation Board approved 10 loads of rock for the Airport Lake Park and 10 loads of rock for the Split Rock Park for a total cost of $5,000.00. Received and filed in the Auditor’s Office Verification of County Receipt for Manure management plans & plan updates for Meirick Enterprises-Protivin Site in Section 24 of Utica Township. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for Gary Swestka (ID# 59069) in Section 12 of New Oregon Township located at 19151 York Avenue, Cresco, IA 52136. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for Bill Palmersheim-Palmersheim Pork Farm (ID #61606) in Section 32 of Jacksonville Township located at 2225 130th Street, New Hampton, IA 50659.
