COUNTY BOARD MINUTES JUNE 27& 28, 2016 The Board convened on Monday, June 27, 2016 at 9:00 AM with all the members present: Carolan, Holthaus, Geerts, Zoll, and Andersen. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Motion by Geerts, Seconded by Zoll to approve the agenda for June 27 & 28, 2016. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Holthaus to approve the board minutes of June 20, 2016. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Carolan to open the public hearing at 9:00 AM. Roll Call: All Ayes. Motion Carried. Also present from the public were Assistant County Attorney Mark Huegel, Deputy Assessor Ray Armel and Mel Johnston. No written or oral comments from the public. Motion by Holthaus, Seconded by Geerts to close the public hearing at 9:03AM. Roll Call: All Ayes. Motion Carried. Motion by Zoll, Seconded by Geerts to approve a Resolution Accepting the Offer to buy real estate and Acceptance and selling Parcel BDNA 191316250004, Lots 9 AND 10, Block 76 UNION PLAT OF BRADFORD, And ½ of Adjacent Vacated Streets, Chickasaw County, Iowa Also Describes as Parcel 191316250004, 16-94-14, 10R X 10R IN SE¼ NW¼ Bradford Township, Chickasaw County, State of Iowa. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 06-27-16-31 A RESOLUTION ACCEPTING THE OFFER TO BUY REAL ESTATE AND ACCEPTANCE AND SELLING PARCEL BDNA 191316250004, LOTS 9 AND 10, BLOCK 76 UNION PLAT OF BRADFORD, AND ½ OF ADJACENT VACATED STREETS, CHICKASAW COUNTY, IOWA ALSO DESCRIBED AS PARCEL 191316250004, 16-94-14, 10R X 10R IN SE¼ NW¼ BRADFORD TOWNSHIP, CHICKASAW COUNTY, STATE OF IOWA. WHEREAS, Chickasaw County, Iowa owns Parcel BDNA 191316250004, Lots 9 and 10, Block 76 Union Plat of Bradford, and ½ of Adjacent Vacated Streets, Chickasaw County, Iowa also described as Parcel 191316250004, 16-94-14, 10R X 10R IN SE¼ NW¼ Bradford Township, Chickasaw County, State of Iowa, and WHEREAS, this property is adjacent to land owned by Bradford Corporation, and said Bradford Corporation has the only ingress and egress access to the above described property, and WHEREAS, it is in the best interests of Chickasaw County, Iowa to sell Parcel BDNA 191316250004, Lots 9 and 10, Block 76 Union Plat of Bradford, and ½ of Adjacent Vacated Streets, Chickasaw County, Iowa also described as Parcel 191316250004, 16-94-14, 10R X 10R SE¼ NW¼ Bradford Township, Chickasaw County, State of Iowa, and that said property be abandoned by Chickasaw County, Iowa for purpose of said sale. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Supervisors of Chickasaw County, Iowa: 1. The best interests of Chickasaw County, Iowa, and the citizens thereof require that formal action be taken for the abandonment and sale of a strip of Parcel BDNA 191316250004, Lots 9 and 10, Block 76 Union Plat of Bradford, and ½ of Adjacent Vacated Streets, Chickasaw County, Iowa also described as Parcel 191316250004, 16-94-14, 10R X 10R SE¼ NW¼ Bradford Township, Chickasaw County, State of Iowa. 2. That the sale of said property described in paragraph 1 above, be to Bradford Corporation for the sale price of $1.00 and other valuable consideration. 4. That at the public hearing held on June 27, 2016, there were no written objections filed nor any oral objections filed or registered with the Chickasaw County Board of Supervisors for the sale and abandonment of said property. 3. That at a meeting before the Board of Supervisors of Chickasaw County, Iowa, on the 27th day of June, 2016, the Chickasaw County Board of Supervisors do hereby accept the Offer to Buy Real Estate as presented by the Bradford Corporation for the property described herein above and below and does hereby accept the sale price of ONE DOLLAR ($1.00) and other valuable consideration for Parcel BDNA 191316250004, Lots 9 and 10, Block 76 Union Plat of Bradford, and ½ of Adjacent Vacated Streets, Chickasaw County, Iowa also described as Parcel 191316250004, 16-94-14, 10R X 10R SE¼ NW¼ Bradford Township, Chickasaw County, State of Iowa. 5. That the Chickasaw County Chairman of the Board of Supervisors and the Chickasaw County Auditor are hereby directed to sign all of the appropriate documents to transfer said real estate pursuant to the terms and conditions set forth herein above. WHEREAS, Chickasaw County, Iowa owns a parcel of land situated in Chickasaw County Iowa described to wit: Beginning at a point 300 feet West and 219 Feet North of the Center of Section 28-96-12, thence North 209 feet, thence South 73 degrees West 209 feet, thence south 209 feet, thence North 73 degrees East 209 feet to Place of beginning, containing one acre. A member from the media present at 9:25 AM. Conservation Director Brian Moore met with the Board for a departmental update. Mr. Moore informed the Board that approximately $21,000 has been collected for camping fees for FY 15-16 from the Airport Lake and Split Rock Park. Brian Moore informed the Board that the playground equipment has been received from the vendor and that the playground equipment will be installed at the Airport Lake Park beginning July 16, 2016 and in the fall at Split Rock Park. Mr. Moore informed the Board that an Eagle Scout project has been presented to the Conservation Board by Al Rosonke and Mick Gage to provide water hookups for some of the camp sites at Airport Lake. Mr. Moore also informed the Board that Open House at Munson Park on July 4th. Motion by Geerts, Seconded by Holthaus to acknowledge the hiring of Nicole Mulford as part time summer help at the rate of $9.00 per hour effective June 6, 2016 for the Conservation Department. Roll Call: All Ayes. Motion Carried. A member from the media left at 9:45 AM. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; V-14 pipe work; removing extra dirt V-14, old pipe; dressing shoulders, dirt work V-14, last week, this week; serviced fire extinguishers; fixed mailboxes; inventory of signs, etc. spot rocking in various areas; mowing, Keith and Larry; blades out, gravel roads; boom mower on today or tomorrow, V-48; PCC patching on V-14 bridge work, Deerfield; brush removal, low water, crossing, county line bridge, closed, next week; looked at bridges, review, high water, box culvert complete, dirt work; budget review, bills, 6 county meeting in Fayette; edge rutting, hard surface continues; etc. Motion by Holthaus, Seconded by Geerts to approve the Iowa Community Development Block Grant Program Disaster Recovery Watershed Management Program Easement for Sites 2 & 3. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Zoll to approve the fireworks permit for Paul Hackman. Roll Call: All Ayes. Motion Carried. Motion by Zoll, Seconded by Carolan to approve the fireworks permit for Robert Cline. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Geerts to approve the fireworks permit for Grant Pacovsky. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Geerts to approve the fireworks permit for John Gorman. Roll Call: All Ayes. Motion Carried. The Board reviewed FY 16-17 Employees salaries. Motion by Holthaus, Seconded by Geerts to approve employees’ salaries and wages for FY 2016-2017 as per union negotiations/contracts, various boards, Board of Supervisors, and compensation board recommendations. Roll Call: Ayes: Holthaus, Geerts, Carolan and Andersen. Nays: Zoll. Motion Carried. A member from the media was present at 11:00 AM. Jeremy McGrath met with the Board for a departmental update. Also present was Ken Rasing. Supervisor Geerts left at 11:15 AM. The Board allowed claims. Motion by Carolan, Seconded by Zoll to adjourn the meeting at 11:27 AM. Roll Call: All Ayes. Motion Carried. The Board convened on Tuesday, June 28, 2016 at 9:00 AM with all the members present: Carolan, Holthaus, Geerts, Zoll, and Andersen. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Custodian Dave Gorman met with the Board to discuss the carpet for the Recorder’s and Assessor’s Office. Discussion followed. It was the consensus of the Board to receive quotes for carpet, carpet squares and vinyl tiles from the vendors and update the Board at a later date. Motion by Carolan, Seconded by Geerts to approve Fireworks permit for Cathy Skoda. Roll Call: All Ayes. Motion Carried. Motion by Zoll, Seconded by Geerts to approve Fireworks permit for Jay Jurrens. Roll Call: All Ayes. Motion Carried. A member from the media present at 9:25 AM. Chickasaw County Tourism Coordinator/Director Jason Speltz met with Board to provide a departmental update. Also present was Teresa Rasmussen. Jason Speltz informed the Board that the Chickasaw Tourist Office is continuing to contact tourism entities and vendors; distributing table tents to various vendors; s; updating the website listings; NEITA brochures will be distributed by the end of Summer; follow-ups with the vendors and entities, etc.; and Mr. Speltz is attending the Iowa Tourism conference held in the Twin Cities October 19-21, 2016. . A member from the media left at 10:00 AM. Land Use Administrator Staci Schutte met with the Board the approval of a minor subdivision. Motion by Holthaus, Seconded by Geerts to approve Resolution 06-28-16-33 and authorize Chairman Signature for the minor subdivision for Robert Zeien as per the recommendation of the Land Use Administrator. Roll Call: All Ayes. Motion Carried. RESOLUTION 06-28-16-33A RESOLUTION APPROVING THE MINOR SUBDIVISION PLAT OF PARCEL D THE SOUTHWEST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 17, TOWNSHIP 96 NORTH, RANGE 13 WEST OF THE 5TH P.M., CHICKASAW COUNTY, IOWA. WHEREAS, ON THE 28th DAY of June at a regular meeting by the Board of Supervisors, Chickasaw County, Iowa a minor subdivision plat of Parcel D in the Southwest Quarter of the Southeast Quarter of Section 17, Township 96 North, Range 13 West of the 5th P.M., Chickasaw County, Iowa was presented. WHEREAS, the minor subdivision plat of Parcel D in the Southwest Quarter of the Southeast Quarter of Section 17, Township 96 North, Range 13 West of the 5th P.M., Chickasaw County, Iowa has been considered and should be approved. NOW, THEREFORE, it is hereby resolved by the Board of Supervisors, Chickasaw County, Iowa that said Minor Subdivision Plat be approved, accepted and the Chairman is hereby directed to certify this Resolution of Approval.
