COUNTY BOARD MINUTES JULY 25 & 26, 2016 The Board convened on Monday, July 25, 2016 at 9:00 AM with all the members present: Carolan, Holthaus, Geerts, Zoll, and Andersen. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Motion by Geerts, Seconded by Carolan to approve the agenda for July 25 & 26, 2016. Roll Call: All Ayes. Motion Carried. Motion by Zoll, Seconded by Carolan to approve the board minutes of July 18, 2016. Roll Call: All Ayes. Motion Carried. Custodian Dave Gorman met with the Board to review the carpet quotes for the Assessor’s and Recorder’s Office. Chairman Andersen opened the quotes. Quotes received from Dungey’s Furniture and Gifts and Midwest Floors, LLC as follows: Dungey’s Furniture & Gifts-Carpet for Assessor’s (front office) and Recorder’s Office (front office and restroom) $2,979.00 Dungey’s Furniture & Gifts-24” x24” Carpet Tiles for Assessor’s (front office) and Recorder’s Office (front office and restroom) $3,756.92 Midwest Floors, LLC-Carpet-Recorder’s Office & restroom $2,905.31 Midwest Floors, LLC-Carpet-Assessor’s Office-front office $3,017.11 Midwest Floors, LLC-Carpet Tiles-Recorder’s Office & restroom $2,729.65 Midwest Floors, LLC-Carpet Tiles-Assessor’s Office-front office $2,808.65 Motion by Holthaus, Seconded by Geerts to accept the quote from Dungey’s Furniture & Gifts in the amount of $3,756.92 for 24” x 24”carpet for the Assessor’s and Recorder’s Office. Roll Call: Ayes: Holthaus, Geerts, Zoll and Andersen. Nays: Carolan. Motion Carried. Dave Gorman updated the Board on the roof at the Heritage Residence. Dave Gorman informed the Board that he and Ken Rasing met with the manufacturer’s representative to inspect the roof at the Heritage Residence. The manufacturer’s representative will send someone (local representative) who installs the manufacturer’s shingles to evaluate the roof and continue to update the Board. Dave Gorman also informed the Board that a tree is to too close to the building on the west side. It was the consensus of the Board that Mr. Gorman takes bids for the tree removal or trim the tree. Dave Gorman will continue to update the Board. Assistant County Attorney Mark Huegel met with the Board to discuss the Munson Park Task Force meeting. Mr. Huegel reviewed the minutes of the Adolph Munson Park Task Force meeting held on July 7, 2016 and the 2014 consultant report from the Iowa State Historical Association Technical Assistance Networks for care of the artifacts and personal property. Discussion followed. Motion by Zoll, Seconded by Geerts to approve resolution setting forth the Chickasaw County Board of Supervisors intent to gift, sell, and abandon artifacts and personal property acquired in connection with the Adolph Munson Park. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 07-25-16-36 A RESOLUTION SETTING FORTH THE CHICKASAW COUNTY BOARD OF SUPERVISORS INTENT TO GIFT, SELL AND ABANDON ARTIFACTS AND PERSONAL PROPERTY ACQUIRED IN CONNECTION WITH THE ADOLPH MUNSON PARK. WHEREAS, Chickasaw County owns personal property and artifacts acquired from the Jacksonville Historians Club and originally housed at the Adolph Munson Park; and WHEREAS, The Jacksonville Historians Club transferred said ownership of the artifacts and personal property to Chickasaw County on December 1, 2006; and WHEREAS, in 2014 Chickasaw County sought a consultant from the State Historical Society of Iowa, also known as Iowa State Historical Association Technical Assistance Network, for recommendations for the care of the artifacts and personal property; and WHEREAS, Chickasaw County, Iowa lacks a proper climate control environment to store and maintain the artifacts and personal property and many of the artifacts have and continue to deteriorate; and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that it is in the best interest of the citizens of Chickasaw County, Iowa, that said personal property and artifacts received on December 1, 2006 from the Jacksonville Historians Club be disposed of by gift, sale and abandonment. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Chickasaw County Board of Supervisors of Chickasaw County, Iowa: 1. The best interest of Chickasaw County, Iowa and the citizens thereof require that formal action be taken for the gift, sale and abandonment of personal property and artifacts received from the Jacksonville Historians Club. 2. That the manner and procedure of the gift, sale and abandonment of said personal property and artifacts be completed after a public hearing in a matter to be determined at said public hearing. 3. That the parties acquiring the personal property and artifacts will receive it in a “AS IS” condition. 4. That a public hearing on the proposed gifting, sale and abandonment of said personal property and artifacts shall be held in the board room of the Chickasaw County Supervisors at the Chickasaw County Courthouse in New Hampton, Chickasaw County, Iowa at 11:00 a.m. on the 22nd day of August, 2016. That at said public hearing any citizen having objections to said gifting, sale and abandonment of said property shall make his or her objections known and any citizen wishing to make his or her objections known and any citizen wishing to make objections in writing may do so by filing the same with the Chickasaw County Auditor at the Chickasaw County Auditor’s Office in New Hampton, Chickasaw County, Iowa at any time prior to 11:00 o’clock a.m. on the 22nd day of August, 2016. 5. That the legal notice to be published shall be identical to that attached to this Resolution marked Exhibit “A”. Said Exhibit “A” is incorporated herein as though set forth verbatim. EXHIBIT “A” NOTICE OF GIFTING, SALE AND ABANDONMENT OF PERSONAL PROPERTY AND ARTIFACTS OWNED BY CHICKASAW COUNTY TO:All RESIDENTS OF CHICKASAW COUNTY, IOWA YOU AND EACH OF YOU ARE HEREBY NOTIFIED that at a meeting held on July 25, 2016, the Chickasaw County Board of Supervisors passed Resolution No. 07-25-16-36 giving notice of its intent to consider the gifting, sale and abandonment of artifacts of personal property acquired by them from the Jacksonville Historians Club. A public hearing on the disposition of said personal property and artifacts will be held at 11:00 o’clock a.m. on August 22, 2016 in the Board of Supervisors room at the Chickasaw County Courthouse, New Hampton, Iowa. Topics included: maintenance and service of vehicles; maintenance of gravel roads; spot rocking in various areas; entrance permits in various areas; pulling up rock that washed out in various areas; entrance repairs, work orders; rain washed roads by Lawler; new first aid kits for each vehicle; cleaned out shop drains; box culvert, Ridgeway Blvd all week preparing; Division II contract rock continues; mowing gravels; edge rutting on v-14, south 346; blades out, gravels; Division I contract rock starts tomorrow this week; start mowing on hard surface roads; box culvert Alta Vista Road, dirt work; rock sample, Jackson Quarry, gradations look good; rock sample Love Quarry gradations look good; survey, stakes, day labor; Terracon quote, locates, Cheyenne Avenue bridge; INRCOG, Waterloo on Thursday, etc. Motion by Holthaus, Seconded by Carolan to approve the renewal of the Adopt-A-Highway permit for the Ionia Volunteer Fire Department to remove litter along V-14 from Hwy 18 South to 230th Street. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Holthaus, to approve the above resolution pertaining to the installation of a stop sign at this intersection in Chickasaw County. Roll Call: All Ayes. Motion Carried. RESOLUTION 07-25-16-35 WHEREAS, it has been called to the attention of the Board of Supervisors of Chickasaw County, Iowa, the necessity of erecting and maintaining stop signs at intersections. WHEREAS, the Board of Supervisors believes it to be in the best interest of the public to erect and maintain stop signs at designated intersections, NOW, THEREFORE, BE IT RESOLVED, on this 25th day of July 2016, by the Board of Supervisors of Chickasaw County, Iowa, that pursuant to statutory authority found in Sections 321.345 and 321.255 that it is hereby determined that the following designated intersection be declared a stop intersection as specified and that the County Engineer is hereby directed to erect and maintain a stop sign at the following intersection on the north side of 190th Street and Mission Avenue (gravel extension off of Mission Avenue) in Chickasaw County: 1. Stop traffic from the north at the SE Corner of Sec. 31, T-96N, R-12W of the 5th P.M., (gravel extension south off of Mission Avenue). /ss/ John Andersen, Chairman Chickasaw County Board of Supervisors. Motion Carried. County Attorney Pat Wegman met with the Board to discuss pending litigation. Motion by Holthaus, Seconded by Geerts to enter closed session as per Iowa Code Section 21.5 (1) (c) at 10:55 AM. Roll Call: All Ayes. Motion Carried. Discussion followed. Motion by Carolan, Seconded by Holthaus to exit closed session at 11:18 A.M. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Holthaus to acknowledge the resignation of Megan Fitzgerald as part-time on- call homemaker aide effective July 19, 2016. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Geerts to acknowledge the resignation of Joyce Bearman as part-time on-call homemaker aide effective July 31, 2016. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Geerts to adjourn the meeting at 11:19A M. Roll Call: All Ayes. Motion Carried. The Board convened on Tuesday, July 26, 2016 at 9:00 AM with all the members present: Carolan, Holthaus, Geerts, Zoll, and Andersen. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Treasurer Sue Breitbach met with the Board for review and approval of the Semi Annual Report, with discussion following and review of bank balances. Motion by Geerts, Seconded by Holthaus to approve the Treasurer’s semi-annual report ending June 30, 2016, subject to audit. Roll Call: All Ayes. Motion Carried The Board allowed claims. Received and filed in the Auditor’s office MMP short form for annual updates for Kleiss Barn (ID 66865) in Section 17 of Dresden Township located at 2748 Mission Avenue, Fredericksburg, IA 50630. Motion by Zoll, Seconded by Carolan to adjourn the meeting at 10:08 AM. Roll Call: All Ayes.
