COUNTY BOARD MINUTES AUGUST 1 & 2, 2016 The Board convened on Monday, August 1, 2016 at 9:00 AM with the following members present: Holthaus, Geerts, Zoll, and Andersen. Absent: Carolan. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Motion by Zoll, Seconded by Geerts to approve the agenda for August 1 & 2, 2016. Roll Call: Ayes: Zoll, Geerts, Holthaus and Andersen. Absent: Carolan. Motion Carried. Motion by Holthaus, Seconded by Zoll to approve the board minutes of July 25 & 26, 2016. Roll Call: Ayes: Zoll, Geerts, Holthaus and Andersen. Absent: Carolan. Motion Carried. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; work orders in various areas; owed outside shops, lawns; sign repair; spot rocking in various areas; edge rutting on V-48; mowed hard surface in various areas; mowing gravels in the northwest area; contract rock Division I and Division 2; mowing in Boyd, Lawler and southeast area; set box culvert, Ridgeway Blvd and backfilled; Ivanhoe bridge, day labor this week; box culvert, modified subbase, Alta Vista Road; survey work, projects, day labor; Love Quarry, rock gradation; slurry level, Denco, started, continues; Alta Vista box, paving concrete, Tuesday this week; design work, on Boyd Road bridge continues; review Beaver Creek watershed this week; etc. Motion by Geerts, Seconded by Holthaus to approve the fireworks permit for Patricia VanAuken. Roll Call: Ayes: Zoll, Geerts, Holthaus and Andersen. Absent: Carolan. Motion Carried. Emergency Management Agency plan update was discussed. Supervisor Holthaus updated the Board on the CSS meeting held on Wednesday, July 27, 2016. Diane Murphy met with the Board via phone conference. Also present was County Attorney Pat Wegman, Assistant County Attorney Mark Huegel and Supervisor Carolan via phone conference. Discussion followed. Motion by Holthaus, Seconded by Geerts to enter closed session as per Iowa Code Section 21.5 (1) (c) at 11:42 AM. Roll Call: All Ayes. Motion Carried. Present were County Attorney Pat Wegman, Assistant County Attorney Mark Huegel, and Supervisor Carolan via phone conference. Motion by Geerts, Seconded by Zoll to exit closed session at 11:58 A .M. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Holthaus to approve the payment for liquidated damages based on 20 days. Roll Call: Geerts, Holthaus, Carolan and Andersen. Nays: Zoll. Motion Carried. Motion by Geerts, Seconded by Zoll to adjourn the meeting at 12:05 PM. Roll Call: Ayes: Zoll, Geerts, Holthaus and Andersen. Absent: Carolan. Motion Carried. The Board convened on Tuesday, August 2, 2016 at 9:00 AM with the following members present: Holthaus, Geerts, Zoll, and Andersen. Absent: Carolan. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Also present was a member from the media. Conservation Board Director Brian Moore gave a departmental update. Brian Moore informed the Board that the New Hampton Lion’s Club helped with the construction of the playground equipment at Airport Lake Park on July 16, 2016 and that the project will be completed in the next two weeks. Chickasaw Park Canoe Launch-There was no action taken at this time. Move beach at Split Rock Park-The moving of the Beach at Split Rock Park will be at a later date until the playground project at Split Rock Park is completed later this fall. Schroeder tile easement-Mr. Moore will meet with County Attorney’s office to finalize the project. Board Tour-The Board Tour is scheduled for August 10, 2016 at 3:45 PM and August 23, 2016 at 5:00 PM. Internet/Security camera-There was no action taken at this time on the internet/security camera at Twin Ponds. Solar Power for Twin Ponds Nature Center-Conservation Board contacted Tom Hurd of Twin Turbines Energy of Mason City. Mr. Hurd presented the Conservation Board a proposal for their review. The information will be used for budgeting purposes in the future. Recycle bin at Twin Ponds Nature Center-The Conservation Board is looking at a larger recycling bin. Fall Conference-Three of the five Conservation Board members have registered for the conference. The next conservation board meeting has been scheduled for September 8, 2016. Eagle Scout Project at the Airport Lake-There has been no action taken at this time. Little Wapsi Wildlife Area-Farm lease expires March 1, 2017 consisting of 65.7 acres. The Pheasants Forever organization would like to use 22 acres of the property to plant native grasses and trees leaving 43.7 acres to be rented. Motion by Geerts, Seconded by Zoll to adjourn the meeting at 9:40AM. Roll Call: Ayes: Zoll, Geerts, Holthaus and Andersen. Absent: Carolan.
