COUNTY BOARD MINUTES SEPTEMBER 19 & 20, 2016 The Board convened on Monday, September 19, 2016 at 9:30 AM with the following members present: Carolan, Holthaus, Andersen, and Zoll. Absent: Geerts. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Motion by Holthaus, Seconded by Carolan to approve agenda for September 19 & 20, 2016. Roll Call: Ayes: Holthaus, Carolan, Zoll, and Andersen. Absent: Geerts. Motion Carried. Supervisor Geerts present at 9:32 AM. Motion by Zoll, Seconded by Geerts to approve board minutes of September 12 & 15, 2016. Roll Call: All Ayes. Motion Carried. Ken Rasing met with the Board to open sealed bids for the 300 foot guyed communications (radio) tower. Also present was Terry Harris representing RC Systems, Inc.-Radio Communications. Supervisor Andersen opened the three bids for a 300 foot guyed communications (radio) tower: Murphy Tower Service LLC in Carlisle, Iowa in the amount of $144,000.00; Tri-State Tower in Marion, Iowa in the amount of $180,370.70; and Sabre Communications Corp in Sioux City, Iowa in the amount of $139,942.00. Ken Rasing and the Consultant will review the bids and meet with the Board next week. The Assistant County Engineer John Murray met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; flood repair, hauling rock, picking up rock in ditches; Tuesday, September 13, 2016, FEMA meeting-four persons looking at few spots (3 Federal-1 State) at least a month to be declared; picking up rental excavator today from Althofer Cat. Cedar Falls, IA; signing-sign placement/removal floods, sign survey; mowing side roads (2 this week); bridge crew flood-repair all week-removing drift wood etc; bridge crew back to Bridge 2371 this week; office, survey, SIIMS up date; bridge design 1540, R.O.W. contacted land owners; etc. Motion by Carolan, Seconded by Geerts to acknowledge the resignation of Ruth Schemmel as Public Health & Home Care Services Assistant Administrator effective September 6, 2016. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Geerts to approve Resolution to Amend Department Appropriations for FY 16-17. Roll Call: All Ayes. Nays: None. Motion Carried. RESOLUTION TO AMEND DEPARTMENTAL APPROPRIATIONS RESOLUTION NO. 09-19-16-40 WHEREAS, the Board of Supervisors approved a Departmental Appropriations Resolution on June 20, 2016 for all departments of the fiscal year beginning July 1, 2016 in accordance with Section 331.434, Subsection 6, Code of Iowa, and WHEREAS, the appropriations approved on June 20, 2016 are hereby amended in accordance with the attached sheet, for the following reasons: K-9: increase in the amount of $2,275.00 for K-9 medical expenses; Sheriff: decrease in the amount $2,275.00for Boarding and lodging prisoners; with no increase in current fiscal year taxes. Also present were Chief Deputy Marty Hemann, Assistant County Attorney Mark Huegel, Reed Palo, Doug Strike and Dan Ramaeker. Motion by Geerts, Seconded by Holthaus to enter into closed session under Iowa Code Section 21.5 (1) (g) at 11:06 A.M. Roll Call: All Ayes. Motion Carried. Discussion followed. Motion by Geerts, Seconded by Carolan to exit closed session at 11:28AM. Roll Call: All Ayes. Motion Carried. County Attorney Pat Wegman met with the Board for an update on litigation matter. Also present was Assistant County Attorney Mark Huegel. Motion by Carolan, Seconded by Geerts to enter closed session as per Iowa Code Section 21.5 (1) (c) at 11:30A.M. Roll Call: All Ayes. Motion Carried. Discussion followed. Motion by Carolan, Seconded by Zoll to exit closed session at 11:55A.M. Roll Call: All Ayes. Motion Carried. Received and filed in the Auditorís Office MMP short form for annual updates for Don Kurtenbach-High Point Inc. (ID #60832) in Section 13 of New Hampton Township located at 2798 210th Street, Lawler, IA 52154. Received and filed in the Auditorís Office MMP short form for annual updates for Zwanziger LLC-Finisher Farm (ID #59516) in Section 3 of Bradford Township located at 1351 260th Street, Nashua, IA 50658. Received and filed in the Auditorís Office Jendro Sanitation rural recycling collection report for the month of September 2016. Received and filed in the Auditorís Office MMP short form for annual updates for Larry Nilges-Home Site-(ID#62496) in Section 4 of Sumner Township located at 1042 Usher Avenue, Sumner, IA 50674. Motion by Carolan, Seconded by Zoll to adjourn the meeting at 11:55 A.M. Roll Call: All Ayes. Motion Carried. The Board convened on Tuesday, September 20, 2016 at 9:30 AM with the following members present: Geerts, Holthaus, and Andersen. Absent: Carolan and Zoll. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Adolph Munson Park Task Force Member, Juanita Andersen, representing the Carnegie Cultural Center, met with the Board of Supervisors to discuss artifacts and other items at the Adolph Munson Park. Also present were Kathy Braithwaite and Leatha Springer. Juanita Andersen presented to the Board an inventory of the artifacts and other items to be removed from Adolph Munson Park Schoolhouse and the General Store and given to the Carnegie Cultural Center. Discussion followed. Motion by Geerts, Seconded by Holthaus to give the County-owned property (artifacts and other items) to the Carnegie Cultural Center as listed in the inventory presented by Juanita Andersen, Archivist. Roll Call: Ayes: Geerts, Holthaus and Andersen. Absent: Zoll and Carolan. Motion Carried. Adolph Munson Park Task Force Member, Leatha Springer representing the Old Bradford Pioneer Village Museum, met with the Board to discuss Adolph Munson Park artifacts and other items. She presented the Board with an inventory of artifacts and other items that the Old Bradford Pioneer Village Museum would like to keep for display purposes from the Adolph Munson Park. Motion by Geerts, Seconded by Holthaus to give the County-owned property (artifacts and other items) to the Old Bradford Pioneer Village Museum as listed in the inventory presented by Leatha Springer. Roll Call: Ayes: Geerts, Holthaus and Andersen. Absent: Zoll and Carolan. Motion Carried. The Board allowed claims. Motion by Geerts, Seconded by Holthaus to adjourn the meeting at 11:28 A. M.
